The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSL ETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. Rate of remuneration may be adjusted from time to time in line with Government Policy. Annual Leave The annual leave allowance for the position of Clerical Officer is 22 days pro rata. This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of relevant legislation and Department circulars. Location/Base Initial locations as per Advertisement for posts on offer. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. HEALTH Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. CITIZENSHIP Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. 4. EDUCATION Candidates should have a good standard of education to enable them carry out efficiently the duties of School Warden. PARTICULARS 1. THE POST The post is part-time School Warden. This panel will be used to fill positions at schools located in Sligo Town only. This is a pensionable part-time position. The employment may be suspended as follows: (i) During periods of closure of the particular school or schools for holidays or any other reason, and (ii) During other such periods as may be determined by the employer. 2. DUTIES Duties of a School Warden include, but are not limited to, the following: During School Term • To attend for duty at the prescribed times and perform such duty under the direction of the local authority or any member of An Garda Síochána. • To ensure the safe crossing of school children at, or in the vicinity of, schools at schools’ opening and closing times. • To carry the official sign (at the discretion of Wardens when high winds prevail) at all times when on duty. (This will be supplied by the employer). • To notify the employer, where possible, without delay, should a traffic accident/near miss occur at or in the vicinity of the Warden’s duty point, area of concern. • To furnish such records and reports relating to the employment as may be required by the employer. Outside of School Term and on School Closure Days • When schools are closed, School Wardens may be assigned litter picking duties in the vicinity of their assigned location (or at such other location as may be directed by the Line Manager from time to time). The hours of work (10 hours per week) for these duties will be agreed with the Line Manager. • Any other duties assigned from time to time. Health & Safety Duties: • School wardens are to receive training appropriate to their role. • School wardens are to work in a safe manner at all times and safeguard all children using the crossing. • School wardens are to be in attendance at the crossing to which they are assigned at all duty times. • School warden uniform must be worn as indicated by Section 96 (4) of the Road traffic Act 1961. • School wardens are to wear a uniform including a Class 3 high visibility coat, hat and protective footwear. • School wardens are responsible for the custody and maintenance of the statutory sign provided for duty. • Accident/Incidents are to be reported to their Line Manager as soon as possible. Any other duties that may be assigned from time to time. 3. REMUNERATION The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary €39.23 per day 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, that the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Interviews will be held in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. 9. NORMAL WORKING HOURS Normal working hours are 8.30 a.m. to 9.30 a.m. and 2.15 p.m. to 3.15 p.m. Monday to Friday during school term, or as otherwise may be agreed between the employer and the relevant school Principal. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. During periods of school closures, working hours will be as agreed with the Line Manager. The School Warden is obliged to notify the employer without delay should they be unable to attend work due to illness or for any other reason. 10. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. Mayo County Council is the Fire Authority for all of County Mayo and, as such, is required to make reasonable provision for the prompt and efficient extinguishing of fires occurring in buildings and other places and for the protection and rescue of persons and property from injury by fire. Mayo County Council, with one of the largest fire authority areas in the country, employs 150 retained Fire Fighters and has Fire Brigade units located at Castlebar, Ballina, Westport, Claremorris, Ballinrobe, Ballyhaunis, Swinford, Kiltimagh, Achill Sound, Belmullet, Crossmolina and Charlestown. We are currently now inviting applications from candidates who are passionate in supporting and serving their local communities, for the position of Retained Firefighter. Panels will be created for positions in our Fire Brigade units in Castlebar, Ballina, Westport, Ballinrobe, Ballyhaunis, Achill Sound, Crossmolina and Charlestown. In most circumstances a Retained Firefighter has another job / career and provides on-call cover for a minimum of 24 weeks in the year for the Fire Service either from home, or in some circumstances, from their place of work. In the event of a fire call, the Retained Firefighter will be notified, typically by pager, and he / she must respond to the Fire Station immediately. The Fire Service responds to all emergency calls from the public for assistance, primarily to protect life and save injury to individuals, but also to prevent and restrict damage to property. Many emergency calls, however, are not to fires, but to incidents where members of the community are trapped in vehicles, machinery or in other less life-threatening circumstances. The firefighter’s working life and training is geared to responding safely and effectively to emergency calls, regardless of weather conditions or the time of day or night. Fully qualified firefighters are skilled technicians capable of using the most modern equipment, methods and techniques to undertake the full range of duties which can be deployed at any emergency incident. It is essential before applying for this position that you are aware of the on-going training demands and the personal commitment that must be given to fulfil the role of a Retained Firefighter. This includes being able to drop personal responsibilities at immediate notice to respond to a fire call, which may last anytime from 10 minutes, 10 hours, or longer. RESIDENCE: Candidates, on appointment and during their employment thereafter, must live and work within either 3 km or a maximum of 4.5 minutes travel time (based on GPS navigation planner e.g. Google maps or similar as determined by Mayo County Council) of the Fire Station. The distances are measured from the place of employment and from their primary residence (home) to the Fire Station. On receipt of a fire or other emergency call personnel should be in attendance at the station within five minutes. 4. EDUCATION, TRAINING, SKILLS ETC: Candidates must have attained a suitable level of education to enable him/her to undergo successfully the appropriate training and to perform his/her duties satisfactorily as a Firefighter. Candidates must hold both a valid Category B Licence on the latest date for receipt of the application form and a valid Learner Permit for Category C licence on appointment. It is desirable but not essential to hold a valid Category C Licence. 5. CITIZENSHIP: Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). Firefighters who are on standby during fires or other incidents shall remain at the Station and perform such duties as may be assigned by the Station Officer from time to time during the callout. • Shall ensure that the Fire Station is kept clean & tidy at all times. Firefighting equipment shall be kept clean, maintained properly and stowed away in a safe manner. • Is required to adhere to and co-operate with all National and Local Agreements pertaining to the Fire Services. • Must attend Training Courses as directed. • Must undertake driving duties as required. • Must comply with all organisational policies, procedures and legislation. • Must undertake any other duties as may be assigned from time to time. 4. On reaching 55 years of age or sooner, if found to be medically unfit, a Firefighter shall cease to be employed. Firefighters who are physically capable of working beyond age 55 will have the option to continue working for a defined limited period of 1 year, subject to annual compulsory medical assessment on the basis of set medical standards under the Occupational Health Scheme. Such extended periods will be to the maximum age of 62 and, for the avoidance of any doubt, no firefighter can remain in service beyond their 62nd birthday, i.e., upon reaching age 62 years. 7. SUPERANNUATION: Membership of the Single Public Service Pension Scheme is compulsory for all new entrant Retained Firefighters who commence employment on or after 1 January 2013. THE COMPETITION Clare County Council is currently inviting applications from suitably qualified persons for the above competition. Clare County Council will, following the interview process, form a panel for the post of Senior Library Assistant from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION The Senior Library Assistant is a key support position within the Library service and Senior Library Assistants make a valuable contribution to the provision of the library service centrally and at local branch level by delivering frontline services and by providing support to library management. The duties of the Senior Library Assistant shall be consistent with the provision of a modern public library service that is responsive to the changing requirements of customers of all ages and abilities. The role involves supporting managers and colleagues and working as part of a team in providing front line support, meeting work goals and objectives and delivering quality services to internal and external customers. Holders of the post may be assigned to a particular Branch Library and may subsequently be moved to another branch within the Library network. The Senior Library Assistant role requires a high level of IT proficiency, excellent administrative, interpersonal, communication and other particular skills and expertise depending on assignment. ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE The ideal candidate for the position shall: • Customer service • Working effectively as part of a team • Planning and prioritisation of workloads • Dealing effectively with conflicting demands • Working under pressure to tight deadlines • Adapting to change • Problem solving • Administration and report writing • Operation of ICT systems and standard office software packages • Project management in the context of a Library setting • Budget management • Acting on own initiative • Ability to communicate effectively across different levels within an organisation • Maintaining confidentiality DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • To support the line manager to communicate, implement and manage all change management initiatives within the relevant area of responsibility. • Front-line library service duties at a busy public library desk. • Responding to customer queries, including information and requests. • Operating existing and future IT systems, word processing, spreadsheets, database, library systems, email, and internet. • Assisting the public in using the public internet, self-service facilities and other Library I.T. equipment. • Providing mediated access to library resources in-house and on-line. • Assisting in the promotion of the library service through an active role in the organisation and delivery of events, e.g. book clubs, storytelling, class visits, community events & exhibitions. • Branch Relief Work – cover in other locations as required to maintain library branch network opening hours during periods of holiday leave, sick leave, etc. • General clerical and administrative duties relevant to the Library Service, e.g. processing and RFID tagging of new library stock, cash management, Health & Safety checklist, branch statistics, photocopying, preparing letters / documents / presentations for public circulation, typing, minute taking, report / returns preparation, filing, arranging meetings, handling internal / external mail, etc. • Supporting senior staff in the delivery of library services to the public. • To support the line manager to ensure the section or department work programmes are implemented to deliver on the Council’s Corporate Plan and operational Library plans. • To ensure high levels of customer service, responding to queries and requests for information in a professional and courteous and timely manner. • To communicate and liaise effectively with employee, supervisors and line managers in other sections and customers in relation to operational matters for their section or work area • To prepare reports, correspondence and other documents as necessary. • To provide assistance and support in the delivery of projects as required • To supervise employees within their team or programmes of work within their area of responsibility, providing support to team members or colleagues as required • To identify opportunities for improvements in the service delivery within the relevant area of responsibility and to use key performance indicators or other performance indicators effectively as appropriate. • To compile, prepare and present reports as necessary, including the preparation of reports or letters which may be sensitive and/or confidential in nature. • To support the implementation of good practices with transparent reporting and communications to deliver accountable services in the department or section. • To provide assistance in the understanding and interpretation of the Council’s policies and procedures to employees in their area of responsibility and to customers as appropriate. • To carry out duties in a manner that enhances public trust and confidence and ensures impartial decision making. • To organise and facilitate internal and external meetings and participate and engage in discussions as appropriate. • To carry out duties in a politically neutral manner, with a clear understanding of the political reality and context of the local authority. • To provide specialist administrative assistance and support in the delivery of projects as required. • Deputise for line manager when required. • To support the Staff Officer in the management and implementation of Health and Safety for the section or department. • Undertake any other duties of a similar level and responsibilities as may be required from time to time. QUALIFICATIONS FOR THE POST ESSENTIAL CRITERIA 1. Character Each candidate must be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (i) have a good general level of education, and (ii) have had at least two years satisfactory experience of library work. Failure to input and upload proof of essential educational qualifications in your application form will deem you ineligible for this competition. *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. 4. Age Each candidate must be under 70 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. However, the age restriction of 70 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 5. Citizenship: Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting pay for new entrants to the sector will be at the minimum of the scale. The current salary scale applicable to the post is €35,260 - €37,366 - €40,355 - €42,318 - €44,035 - €45,696 - €47,938 - €49,560 - € 51,210 - €52,768 (1st LSI) - €54,367 (2nd LSI) (March 2025)
