<h1></h1><h2>Ireland placed on Level 5 Restrictions of the Plan for Living with COVID-19 - with a number of specific adjustments</h2>The government has today agreed that from midnight on 24 December until 12 January, Level 5 restrictions will apply nationally. There will be a number of specific adjustments to Level 5 and, in addition, certain transitional arrangements will apply during the Christmas period.The government has considered a number of factors in arriving at this decision, including NPHET concerns at the rapid increase in COVID-19 case numbers over recent days, the nature of social interaction likely to take place over the Christmas period involving mixing between younger and older people and the risk that this could lead to a wave of infection with a higher risk age profile.The government has also considered the economic and social impacts of the re-introduction of Level 5 restrictions. A double rate of Covid Restrictions Support Scheme (CRSS) will be paid for two weeks to businesses that are forced to close as a direct result of government restrictions on 26 December. Commercial rates relief will apply for affected areas for Q1 2021.The adjustments to Level 5 are as follows:<ul><li>non-essential retail may remain open. The retail sector will be requested to defer January sales events</li><li>gyms, leisure centres and swimming pools may remain open for individual training only</li><li>hotels may only open for essential non-social and non-tourist purposes except for guests who already have a booking and are due to check in up to and including 26 December</li><li>you must remain within your county (as opposed to within 5km of your home) apart from travel for work, education or other essential purposes</li><li>non-contact training in pods of up to 15 may take place outdoors</li><li>no matches/events should take place except for professional and elite sports and horse racing and greyhound racing behind closed doors</li></ul>The specific transitional arrangements for the Christmas period are as follows:<h3>Hospitality</h3>From 3pm on 24 December:<ul><li>restaurants and pubs operating as restaurants will close</li><li>hotels may provide food and bar services to guests only after that point</li></ul><h3>Social/Family Gatherings(*)</h3>(*) For those who are part of a support bubble, the bubble counts as one household.Up to and including 26 December:<ul><li>visits from up to 2 other households will be permitted</li></ul>Up to and including 31 December:<ul><li>visits from one other household will be permitted</li></ul>From 1 January:<ul><li>no visitors are permitted in private homes/gardens (except for essential family reasons such as providing care to children, elderly or vulnerable people, or as part of a support bubble)</li></ul><h3>Travel</h3><ul><li>travel outside your county will continue to be permitted up to and including 26 December. This article is the first of a series of four articles titled ‘An unconventional approach to your next job’ dropping each week for the rest of December. 
What if someone was to tell you that you’ve spent enough hours racking your brain over what your life long career should be. What if we were to tell you that life long careers are complete nonsense. This type of thinking is a couple of generations old. In fact it isn’t even yours, so why think it? This thinking belongs to your Grandparents who grew up in a different world where resources were scarce and manifestation slow. Things happen at a much faster rate these days, companies come and go, people outgrow their jobs, have different careers at different points in their lives or change industries multiple times. So the next logical question is, where does this leave us? Or more importantly, what are the alternatives?
One alternative is to think instead in terms of life stages or phases. The benefits of thinking in terms of your next project, life stage or phase is that it breaks things down into nice, easily digestible chunks. Rather than asking yourself the question ‘What do I want to do with my life’, we instead ask something like ‘What would I like to do with the next couple years of my life’ Or ‘How do I envision my dream life going 3 years from now?’ or ‘What project would I like to take on for the next six months?’ Now that’s more digestible than a three in one on a Saturday after a well earned night on the town. Can you already sense how much better these questions feel when asked? Immediately the pressure is off. We’re not talking Mount Everest, we&#39;re talking about a tough but doable hike up the Sugar Loaf. And who knows, maybe we can get enough Sugar Loaf’s under our belt, and Everest will be within our reach. 
This all sounds very reasonable, you might say. But what does it actually mean? It’s up to you to decide what that could mean. We’re not here to give you all the answers. Instead our aim is to provide new questions and perspectives you may not have considered yet so that you can breathe some fresh life into your job search. The bottom line is, if you are reading this in between jobs at the moment, then you have a massive opportunity on your hands. An opportunity to reinvent yourself for the next stage of your life in whatever way you like. You may be struggling financially but you are most definitely time rich. This resource that you have in abundance can be used to get clear about how you see your next life phase. Some people like journaling, others like talking to friends to brainstorm about ideas, others again prefer to think in nature. Your preferred tool is irrevelant, your objective is everything. What will I aim at for the next six months, one, three or five years. We all know how easy it is to get stuck in a boring habit of checking any and all jobs, while we slowly lower our standards as the time we’re between jobs lengthens. It’s for this very reason it’s so important to remember the gift of freedom we have to even consider these sort of questions. If you’ve gotten this far and have realized the opportunity that lies ahead of you, there’s only one question left, what are you going to do next?

<h1></h1><h2>Minister Donohoe announces additional ‘restart week’ under Covid Restrictions Support Scheme to assist businesses in reopening</h2>The Minister for Finance, Paschal Donohoe TD, has announced an enhancement to the Covid Restrictions Support Scheme (CRSS) whereby businesses can claim for an additional one week payment to assist them in reopening after a period of Covid restrictions.The extra week which will be provided for by way of an amendment to Section 11 of the Finance Bill, will be paid to businesses the week after the restrictions are lifted as a further support to businesses on reopening. This is designed to take account of the fact that businesses may take some time and incur additional cost as they re-open once the restrictions are lifted.The additional week is payable if the restrictions are in place for 3 weeks or more and can be claimed at the end of the restriction period.The CRSS is a targeted support for businesses significantly impacted by restrictions introduced by the Government under public health regulations to combat the effects of the Covid-19 pandemic.A two-step process is necessary to make a claim under the CRSS. The qualifying person must first register for CRSS on Revenue Online Service’ (ROS) and then complete a claim in respect of a claim period or claim periods. Revenue have been accepting registrations for the scheme since 1 November, and the claims process is open since 17th November with over €45.5million in payments already issued.The details of the scheme have been published in Finance Bill 2020 and the key features of the scheme are:<ul><li>CRSS is designed to assist those businesses, who as a direct result of the restrictions as set out in the Government’s ‘Living with Covid-19’ Plan, have been forced to temporarily close or been significantly impacted in operating from their premises;</li><li>The scheme will generally operate when Level 3 or higher is in place and will cease when restrictions are lifted;</li><li>The scheme will apply to businesses where Government restrictions prohibit or reduce access by customers to their business premises;</li><li>Qualifying businesses can apply to the Revenue Commissioners for a cash payment in respect of an advance credit for trading expenses for the period of the restrictions;</li><li>To qualify under the scheme, a business must be able to demonstrate that, because of the Covid restrictions, the turnover of the business in the period for which the restrictions are in operation, and for which a claim is made, will be no more than 25% of an amount equal to the average weekly turnover of the business in 2019 (or average weekly turnover in 2020 in the case of a new business) multiplied by the number of weeks in the period for which a claim is made;</li><li>The scheme will operate from 13 October 2020 to 31 March 2021 and there is provision for the Minister for Finance to vary aspects of the scheme by Ministerial Order.</li></ul>Revenue have published an overview of the scheme with some detailed examples, together with guidance on the operation of the scheme on www.revenue.ie.The Minister for Finance, Paschal Donohoe said:<blockquote>’I am confident that the Covid Restrictions Support Scheme will provide much needed support to businesses that have had to close as a result of the restrictions necessary to address the spread of the Covid 19 virus. As we anticipate changes to the restrictions in the coming period, there will be an extra payment available to those businesses who can reopen to help with these expected and associated costs. This may be claimed through the Revenue Online System as was the case with the CRSS claims’.</blockquote><blockquote>“The additional week is payable if the restrictions are in place for three weeks or more and can be claimed at the end of the restriction period. We understand the difficulties businesses and individuals are facing and the Government remains committed to timely and targeted supports. The CRSS is just one part of the Government’s supports, which also include the wage subsidy schemes and temporary reduction in the VAT rate. Specific sectoral schemes are also being rolled out which will support many businesses who may not qualify for CRSS.</blockquote><blockquote>“The scheme came into effect from Budget day 13th October and the scheme will be implemented by the Revenue Commissioners. Revenue has been accepting registrations for the scheme since 1 November, and the claims process has been open since 17th November with over €45.5million in payments already issued. Claims can still be submitted to cover the period covering the current period of restrictions (to 1 December) until December 8th.</blockquote><blockquote>“I’m encouraging all eligible businesses to register with Revenue on ROS for the scheme so that they can participate in the scheme with payments issuing in 2-3 days following receipt of a valid claim. <h1></h1><h2>Pandemic Unemployment Payment will remain open for new entrants until end March 2021</h2>The change comes on the back of concerns from the retail and hospitality sector, that the closing date would act as a disincentive for workers to return to work in the run up to Christmas.Commenting on the extension, Minister Humphreys said:<blockquote>“By keeping the PUP scheme open to new applicants until March 31st 2021, we are providing certainty to employees who may be returning to work in the run-up to the Christmas period.</blockquote><blockquote>I have listened to the retail and hospitality sector and I know they have had concerns that closing PUP to new entrants on December 31st, as originally planned, would act as disincentive to take up work.</blockquote><blockquote>“Workers can be re-assured that if they have to re-apply for PUP in January, February or March, they will have an entitlement to the payment.</blockquote>Also extending the waiver on the waiting days for jobseeker’s paymentsMinister Humphreys also added:<blockquote>“In line with keeping the PUP scheme open for applications, I am also extending the waiver on the waiting days for jobseeker’s payments. The closing date for new applications was originally 31st December.To date, over €4.3 billion has been paid out under PUP to hundreds of thousands of people who lost their jobs as a result of the Pandemic.The Minister added:<blockquote>“The Pandemic Unemployment Payment has proved to be an extremely effective tool in responding to the economic impact of Covid-19 and in cushioning hundreds of thousands individuals and families from sudden income shocks.</blockquote><blockquote>“This extension will help mitigate the risk that employees might think they would encounter were they to take up work in the lead-in to Christmas. It’s about giving employees some peace of mind.”</blockquote><h4>Extension of the waiver on waiting days for jobseeker’s payments</h4>Minister Humphreys also secured Government approval to extend the waiver on waiting days for Jobseeker payments until the end of March 2021.Ordinarily, when a person makes an application for jobseeker’s benefit or allowance, payment is not made for the first three days of unemployment – these are called &#39;waiting days’. These waiting days will continue to be waived on applications for Jobseeker’s payments until the end of March 2021.Minister Humphreys said:<blockquote>“In line with keeping the PUP scheme open for applications, I am also extending the waiver on the waiting days for jobseeker’s payments. Workers who return to work for Christmas can claim PUP afterwards

Google will donate 46 apartments in its huge Bolands Mill redevelopment to local public service workers, such as nurses and teachers, who will avail of rental rates below their market value for fixed terms. Google says it&#39;s doing this as a gesture to the local community in recognition of its 17 years there.Sundar Pichai told The Independent newspaper a while back that the technology giant was willing to subsidize the local housing sector. &quot;It&#39;s something we would think about doing over time,&quot; Pichai said. &quot;It makes sense for us as a company to do it and it&#39;s also the right thing to do.&quot;Pichai added that housing is one of the issues “we care about.” &quot;I think we are in the early stages here. If you&#39;re working remotely, you may be able to claim tax relief on the additional costs of working from home, including electricity, heat and broadband.
<a href="https://www.citizensinformation.ie/en/money_and_tax/tax/income_tax_credits_and_reliefs/eworking_and_tax_relief.html">Citizens Information</a> have detailed exactly how to go about claiming a tax relief at the end of the year. Here is everything you need to know;
How much can I claim?
You may have extra costs when you are working from home including heating, electricity and broadband costs. Your employer can pay you a contribution towards these costs or you can make a claim for tax relief at the end of the year.
If your employer pays you an allowance towards these expenses, you can get up to €3.20 per day without paying any tax, PRSI or USC on it. If your employer pays more than €3.20 per day to cover expenses, you pay tax, PRSI and USC as normal on the amount above €3.20. You should note that employers are not legally obliged to make this payment to their employees.
If your employer does not pay you an allowance for your expenses, you can make a claim for tax relief at the end of the year. You will get money back from the taxes you paid.
Your refund of tax is based on:
- How many days you worked from home
- The cost of the expenses
- Revenue’s agreed rate for calculating the cost of running a home office
Revenue’s rate for the cost of running a home office is 10% of the cost of electricity and heating. This means that you can claim 10% of the total amount of allowable utility bills against your taxes. You can also claim 30% of broadband costs for the tax year 2020. This applies for the duration of the COVID-19 pandemic.
You can only claim for the days that you work from home. This does not include times you may have brought work home to do outside your normal working hours.
If your employer pays you an allowance towards your expenses, the amount paid is deducted from the amount you can claim back from Revenue.
Example
Mary works from home for 6 months while her office is closed due to the COVID-19 emergency. During that 6 months her household bills for heating and electricity come to €1000 and her broadband comes to €300. At the end of the year she can claim tax back on expenses of:
- €100 for heating and electricity (10% of €1000)
- €90 for broadband (30% of €300)
- €190 in total
The amount she gets back depends on her rate of tax. If she pays tax at the higher tax rate of 40% she will get €76 back from her taxes (40% of €190). If she pays tax at the lower rate of 20%, she will receive €38 back (20% of €190).
How to apply
You can claim tax relief online using Revenue’s myAccount service. You can also access the <a href="https://www.ros.ie/myaccount-web/home.html">myAccount service</a> on mobile and tablet devices using Revenue’s <a href="https://www.revenue.ie/en/online-services/support/mobile-and-desktop-applications/revapp.aspx">RevApp.
</a>To complete an Income Tax return online use the following steps:
1. Sign in to <a href="https://www.ros.ie/myaccount-web/sign_in.html?execution=e2s1&amp;lang=en">myAccount
</a>2. Click on ‘Review your tax’ link in PAYE Services
3. Select the Income Tax return for the relevant tax year
4. Select ‘Other PAYE Expenses’ in the ‘Tax Credits and Reliefs’ page and insert the amount of expense at the ‘Amount Claimed’ section
You must be able to account for each expense you intend to claim. This means keeping a record of all receipts and bills. You should keep all documentation relating to your claim for 6 years from the end of the tax year to which the claim relates.
You may also need a letter from your employer stating that you work from home.
