There will be five bands now instead of two which will pay employers more to keep staff on.</li><li>Changes to the pandemic unemployment payment will see the €350 rate return for workers who were earning more than €400. </li><li>The Government have promised additional business supports.</li><li>Only essential businesses can remain open.  Construction sites, schools and creches can stay open.</li><li>Under level five, people will be asked to stay and work at home wherever possible, and to exercise within 5km of their home.</li><li>A graduated system of penalties is being examined to enforce the travel restrictions.</li><li>Weddings will also be allowed remain at 25 guests.</li><li>A &#39;support bubble&#39; system is being set up, allowing people who live alone to have close contact with one other household.</li><li>Elite sport including inter-county GAA will be allowed to continue as well as League of Ireland and the Six Nations.</li></ul>Official Government AnnouncementThe government has decided today that, as of midnight on Wednesday 21st October, all of Ireland will be placed on Level 5 of the Plan for Living with COVID with a small number of exceptions as set out below.This action is based on current public health advice, the deteriorating situation with the disease across the country and the Government’s objectives to support families by keeping schools and childcare facilities open, maintaining non-COVID health services and protecting the vulnerable.Level 5 restrictions will remain in place for a period of 6 weeks.Given the difficulties that these restrictions place on individuals and families across the State, the risk of job losses and of poverty and homelessness, the Government has agreed that the moratorium on evictions be reinstated and that Pandemic Unemployment Payment and the Employee Wage Subsidy Scheme be amended to reflect these challenges.Placing the country at Level 5 Restrictions will have the following implications:<ul><li>people are asked to stay at home. People should work from home unless providing an essential service for which their physical presence is required (see below for essential services)</li><li>people will be permitted to exercise within a radius of 5 km of their home</li><li>there will be a penalty for movement outside 5km of home, with exemptions to this for essential work and essential purposes (see notes to editors)</li><li>in line with current NPHET advice in respect of Level 5, schools, early learning and childcare services will continue to remain open and are deemed essential</li><li>in addition, in recognition of the impact on children and young people of restrictions, non-contact training can continue for school aged children, outdoors in pods of 15. All other training activities should be individual only, with some exemptions, see below</li><li>there should be no visits to other people’s homes or gardens</li><li>however, there will be the concept of an extended household (or support bubble) for defined categories of individuals to support those at risk of social isolation and/or mental ill-health (see notes to editors).</li><li>no social/family gatherings should take place, with the exemptions to this for weddings and funerals (see below).</li></ul>It is possible to meet with one other household in an outdoor setting which is not a home or garden, such as a park, including for exercise<ul><li>there should be no organised indoor or outdoor events.</li><li>essential retail and essential services will remain open (see below).</li><li>public transport will operate at 25% capacity for the purposes of allowing those providing essential services to get to work [School transport unaffected].</li><li>in line with current NPHET advice in respect of Level 5, professional, elite sports and inter-county Gaelic games, horse-racing and greyhound racing can continue behind closed doors.</li><li>bars, cafes, restaurants and wet pubs may provide take-away and delivery services only. Wet pubs in *hotels, guesthouses and B&amp;Bs may remain open, but only to support provision of essential services.</li><li>those aged over 70 and the medically vulnerable are advised to continue to exercise personal judgement. It is recommended that they stay at home as much as possible, limit engagement to a very small network for short periods of time, while remaining physically distanced. When taking exercise outdoors, it is important to maintain 2 metres distance from others and wash hands on returning home. It is recommended to shop during designated hours only, while wearing a face covering, and to avoid public transport.</li><li>religious services will be available online</li><li>museums, galleries and other cultural attractions will remain closed</li><li>libraries will be available for online services only.</li><li>outdoor playgrounds, play areas and parks will remain open with protective measures.</li><li>visits to Long Term Residential Care facilities are suspended with the exception of visits required for critical and compassionate circumstances</li></ul><h3>Essential purposes for travel (permitted outside 5k limit)</h3><ul><li>travel to and from work, where work involves providing an essential service (see below)</li><li>to attend medical appointments and collect medicines and other health products</li><li>for vital family reasons, such as providing care to children, elderly or vulnerable people, and in particular for those who live alone, as part of an extended household but excluding social family visits</li><li>to attend a wedding or funeral</li><li>for farming purposes i.e. food production and/or care of animals</li><li>to visit a grave</li></ul>ADDITIONAL NOTES;Exemptions for weddings (irrespective of venue):** Up to 25 guests for wedding ceremony and reception.Exemption for funerals: Up to 10 mourners.<h3>Sports/Training/Matches</h3>No training or matches should take place, with the exception of professional, elite sports and inter-county Gaelic games, horse-racing and greyhound racing, which are being permitted to continue behind closed doors.<h3>Extended Household Concept</h3>In order to support those who risk isolation, such as single adult households and those who have shared parenting or shared custody arrangements; those living alone who have mental health challenges, or those living with partner with dementia for example, it will be possible for those in such circumstances to nominate one other household with whom they can mix. This will allow for social support beyond the caring exemptions already available.<h3>Amendments to PUP and EWSS</h3>We know the move to Level 5 will have a significant impact on businesses – we know many people will temporarily lose their jobs on ThursdayAs a result of the fact that businesses have to close we are making changes to the PUP and the EWSSThe new payment structure for the PUP is as follows, with the rate of €350 restored to those who were earning in excess of €400 per week:Prior Weekly Earnings (Gross) less than €200 - PUP Payment €203€200 – €299.99 - PUP Payment €250€300 - €399.99 - PUP Payment €300more than €400 - PUP Payment €350This change to payment rates will apply for payments issued from Tuesday 27th October (PUP is paid weekly on a Tuesday) in respect of all existing and new applicants.The EWSS is also being amended to align with the amendment to PUP. This means here will be 5 payment rates/bands as follows:<ul><li>0 - €151 = €0</li><li>&gt;€151 &lt; €203 = €203</li><li>&gt;€203 &lt; €300 = €250</li><li>&gt;€300 &lt; €400 = €300</li><li>&gt;€400&lt; €1,462 = €350</li></ul>The main aim of this scheme is to ensure where possible employees retain their link with their employer rather than become unemployed. During times like this, it’s important to focus on what you can control. Right now you’re probably feeling scared, overwhelmed and very unsure of what the future holds for you – believe me this is normal taking into consideration what’s going on all around us and the World in general.I’ve been having bouts of panic myself recently. One minute I’m grand, just working away and I completely forget about what’s going on outside and then the next I’m feeling extremely stressed. But I have to keep reminding myself that if I can’t control what’s going on, I have to stop worrying about it. Of course I’m concerned about the people it’s affecting and if I can give support, I will. If I can’t change it, stressing myself out is only going to have a negative effect on those around me or who I work on line with.Thinking about the intersection of things that both matter and that we can control will really help – this is the place we should be focusing on because that’s where we can make a difference. I’ve come to the realisation that I can’t change the COVID-19 Virus, Government decisions, the economic crisis, currencies, restrictions on travel or things like Brexit. I can however focus on what I can change or control, my own behaviour and how I react – this way of thinking makes me more calm and content. It enables me to reach some goals and gives me some satisfaction.I’ve also limited the amount of news I read or watch, ignoring the noise helps me. To remain focussed on my own work. Mind yourself and try to stay focused yourself, I promise it will help.

Free Online business support programme launched for SMEs 

<h2>The Minister for Social Protection, Heather Humphreys, T.D., has today secured Government approval to keep the Pandemic Unemployment Payment (PUP) open to new applicants until the end of 2020. </h2>It also means that anyone unfortunate enough to be laid off for a second time will be able to avail of the Pandemic Unemployment Payment.Commenting on the extension, Minister Humphreys said:“The PUP has been shown to be an extremely effective tool in responding to the economic impact of Covid-19 and in cushioning the population from sudden income shocks.“The Government has agreed to my proposal to keep the scheme open to new applicants until the end of the year.“With the continuing uncertainty posed by Covid-19, I believe keeping PUP open is a fair and appropriate course of action at this time.”Extension of the waiver on waiting days for jobseeker paymentsMinister Humphreys has also secured Government approval to extend the waiver on waiting days for Jobseeker payments until 2021.Ordinarily, when a person makes an application for a jobseeker’s benefit or allowance, payment is not made for the first three days of unemployment, called &#39;waiting days’. These waiting days will continue to be waived on applications for Jobseeker’s payments until 2021.Minister Humphreys said:“The extension of the waiver on waiting days for jobseeker’s payments ensures that people who lose their employment and claim a jobseeker’s payment are provided with income support immediately. I am happy to secure this important measure to mitigate the financial impact on people and their families at this time.”<h2>Changes to Payment Rates</h2>As was announced as part of the July Jobs Stimulus package the Pandemic Unemployment Payment rates will change on the 17th September 2020, 1st February 2021 and on 1st April 2021.From 17th September 2020 the Pandemic Unemployment Payment will move from 2 rates of payment to 3 rates.The rate a recipient will receive will depend on the amount they previously earned:• If they earned over €300 per week - they will now receive €300 per week.• If they earned between €200 and €300 per week - the rate of the Pandemic Unemployment Payment will now be €250 per week; and• If they earned less than €200 per week - the rate of the Pandemic Unemployment Payment will be €203 per week (there is no change to this rate).Recipients of the Pandemic Unemployment Payment will see the impact of these changes in their bank accounts on Tuesday, September 22nd.Individuals do not need to contact the Department about their earnings. The Department has access to this information from the Revenue Commissioners and will be contacting PUP recipients in advance of these changes informing them of their new rate of payment.<h2></h2>

You can still claim Pandemic Payment 

Redundancies provisions relating to temp lay-offs and short-time work have been extended until November 30th. This could mean that workers who were laid off since March will be denied their right to invoke redundancy. So if you take a job in the meantime you could lose out on redundancy payments if you take on another job. For some workers this could be a massive loss – imagine working over 10 years in a business or organisation and giving that up?Some workers feel they would be better off staying unemployed until November and getting what they deserve, as it’s unclear whether a laid-off worker, who cannot afford to wait to be re-hired takes on another job, loses his/her entitlement to redundancy lump sum payments from their original employer. Many of which may have built up many years of service.Under the Redundancy Payments Act 1967, an employee who is laid off normally has the right to demand redundancy if the employer is unable to guarantee work within a certain period but recent amendments have changed this.Minister Humphreys, Minister for Social Protection said in the announcement yesterday that measures are aimed at protecting businesses and preventing permanent job losses. She acknowledged that the decision will be met with competing views, but added that it is necessary in order to protect businesses and prevent permanent job losses.Commenting on the decision by Cabinet to agree to a further extension until 30th November, Minister Humphreys said:“First and foremost, I want to acknowledge the impact Covid-19 has had on businesses, many of whom have been forced to close, as well as employees who have been temporarily laid off. “Today’s decision to extend these provisions was a difficult one. But in making this decision, we had to consider the need to ensure businesses survive and that permanent job losses are avoided as much as possible.“I know many employees who have been laid off are experiencing great uncertainty. It’s important to note that the right to claim redundancy has not been permanently removed. Employees who remain on lay-off or short-time work for the requisite period when this emergency measure expires will be entitled to exercise their right to claim redundancy from their employer.“Whether you’re an employer or an employee, we are all in this together. As a Government, we will continue to listen to all stakeholders as part of our combined efforts aimed at suppressing this virus.”The suspension of the redundancy provisions was brought into effect from 13th March 2020 under Part 8 of the Emergency Measures in the Public Interest (Covid-19) Act 2020 in order to ensure the future viability of businesses and help prevent further permanent job losses.It is considered that an extension of the end-date continues to be important for employees to ensure that they have a continued link to their job and a pathway to return. For employers, many still regard their businesses as being temporarily closed or they are operating well below their capacity.Minister Humphreys continues to believe that extending the end date further will help prevent redundancies at a time when the labour force as a whole is facing a significant challenge with some 210,000 people in receipt of Pandemic Unemployment Payment and a further 32,200 employers have registered with Revenue for the Employment Wage Subsidy Scheme in respect of their employees.Additional redundancies would expose businesses to further debt at a time when they are facing considerable trading difficulties and have a serious impact on the potential for a business to recover.The further extension until 30th November is necessary to continue to mitigate against the risk of insolvency and bankruptcy situations and further job losses, and will contribute to the viability of business.Minister Humphreys reminded workers that this extension only affects redundancy payments by delaying the date to 30th November, when an employee can trigger a redundancy if they have been laid-off or put on short-time work for a period. All other redundancy provisions remain unchanged and in force. If an employer is going to make an employee redundant, protections such as notice periods for redundancy and the payment of a redundancy lump-sum to the affected employee still apply and the existing suite of employment rights legislation remains in place.If employees believe their employment rights have been breached the Workplace Relations Commission remains fully operational and can provide advice to employees on how to obtain redress where appropriate.For more announcements like this head over to gov.ie or for jobs check out www.jobalert.ie

Make sure to check that the information contained in the Offer Notification is correct and inform CAO of any incorrect or omitted information as soon as possible.You may be given an offer off both your Level 8 and Level 7/6 list on one offer round but you must choose between them and only accept one offer. What happens after I accept an offer?You will receive an email from the CAO and the college will then contact you about registration. Whether you accept your offer or not, it will not prevent you from receiving an offer on a course that’s higher up your CAO list, if you are deemed eligible in a later round. The advice from the CAO is to treat your current offer as if it’s the only offer you might receive. However, it&#39;s important to remember when you do this, you will no longer have access to courses lower down on your list. Be careful not to miss the deadline for accepting the offer, as it will be offered to someone else if you don’t accept it. The acceptance date for Round One is Wednesday, September 16, at 3pm.After you accept the offer online you will receive an acknowledgement e-mail and you can check that your acceptance has been recorded online at www.cao.ie Can I apply to defer my offer?There&#39;s been a lot of speculation that some students may consider deferring, due to the current situation with Covid-19 restrictions. You can request to defer your place by contacting the admissions office of the college in writing or by e-mail. You must give your name as it appears on your CAO application, quote your CAO application number and the course code of the offer you wish to defer, you should also outline your reasons for requesting to defer. In the subject line type DEFERRED ENTRY or write this clearly on the envelope if writing to the college. You will need to do this immediately, don&#39;t accept your offer yet if you wish to defer. The college will communicate their decision to you. If it’s not granted you may still accept the offer for the current year provided you record the acceptance on line by the reply date.What happens if I am not happy with the offer I received and don&#39;t wish to accept it?If you don’t won’t to accept the course you have been offered, you don&#39;t need to do anything. Your name will remain on the waiting list for any courses higher up in your preferences.What should else should I prepare for after I accept my offer?The next challenge will be to figure out how you will commute to your college and if you need accommodation you will need to start looking at the options. A lot of colleges have decided to present courses on line this year or at least some modules on line, but further clarity will be required for each course. Check out the College website as I&#39;m sure they will upload further information. What happens if I do not receive an offer?This can be really disappointing, but it’s still possible that you may get an offer in the next rounds. The CAO also release and continuously update the &#39;Available Places&#39; list for unfilled places on courses, so you can check this out on the CAO website.You could also consider doing Post-Leaving Cert (PLC) course, many of which can help you to enter college next year. I did not get an offer, and I am not happy with my Leaving Cert calculated grades, what should I do?Appeals for Leaving Cert calculated grades open on Monday, September 14. You will be able to begin an appeal via the Calculated Grades Student Portal from 9am. At this stage you will also gain access to the estimated grades determined by your school. From this, you will be able to fairly assess if you were downgraded, or upgraded, during the process. It is important to point out that you will not have access to your individual class ranking, the Department of Education have decided not to disclose this information.If there’s a major discrepancy between the grade your school estimated for you and the calculated grade you received, you should consider an appeal. The appeals process is strictly confined to checking if your information was inputted, transferred across, processed, and downloaded correctly. It will not cover how your school determined your estimated marks. Appeals will be accepted until September 16th. What happens if my appeal is successful and I get higher points?The Department of Education is aiming to have the checks done within the normal timeframe for appeals. If your appeal is successful and you may receive an upgraded offer in later rounds. There’s nothing guaranteed at this stage as it will depend on a number of factors, such as the number of appeals received, the courses being applied, the number of people who defer etc. What can I do if I am unhappy with the outcome of my appeal?You can seek a review by the Independent Appeal Scrutineers. Again, this will be confined to checking that information was processed correctly. Students who are successful here will receive a deferred offer to start their course next year. Students also can sit the exams when they are held, which are now planned in November. However, students who sit these exams will not be able to apply to the CAO until next year. Well if 2020 thought us one thing, it was that we can achieve amazing things and adapt to change really quickly when we have to. Never was this truer than in the case of flexible working, when thousands of workers were forced to work from home during lockdown.  Of course it’s not possible for all roles, but if you could do your job at home, would you like to keep the ‘remote working’ option? It may well be on the cards for many people as companies realise the massive real estate and general overhead savings involved. Take for example the news that Google are not proceeding with original plans to rent a massive office in Dublin city, obviously they don’t feel that they need office space for over 2000 workers going forward with everything that’s happened over the past six months. The reality is that businesses have also copped on that workers are more productive while working remotely. So it’s a win, win situation all round.<h2>Resistance to change</h2>Covid-19 lockdown pushed a lot of organisations into working remotely, some were ready for it making the transition easy enough, but for others it sent shock waves down the spines of management as they ventured into a whole new way of working. We all know the type of businesses or business managers that have been rejecting flexible remote working for years. They somehow feel that employee contribution can be measured by getting in early and leaving late. They like to call random meetings and have quick chats face to face to get updates. They may lack the technical skills to embrace modern day technologies and are just not comfortable using video conferencing or collaboration platforms like Slack, Zoom or Skype. They may have trust issues. Hopefully Covid-19 changes will have dragged them into the 21st Century, albeit reluctantly, but at least they will have had the opportunity to experience a new way, learned new skills and gained some confidence that will change the old way of doing things.<h2>What to consider</h2>Remote working won’t be for everyone, even if it is possible. Some people miss the social aspects of being in the office, working in a team. Video calls and online group chats can’t replace the office craic and the camaraderie. Culturally it’s a big shift.Right now as it’s temporary, a lot of people may not have the most professional set up at home to continue remote working on a long term basis. Space could be an issue, particularly if they share the home with flatmates who are also working from home. For families the reality this year is that college students could well be receiving lectures remotely also. So will everyone have to work from their bedrooms? Working from the kitchen table with kids passing by may not be ideal either. Security and data protection could also be a major issue never mind the background noise, procedures and policies will have to be amended and further training will be required. For a more permanent arrangement to be successful professional headsets, comfortable chairs, desks, monitors, lighting and faster internet will also be a necessity. Remote working doesn&#39;t always mean that you have to work from your home, some workers may also decide to work at a local shared workspace or co-working environment sparing themselves the long commute to their business office but at the same time it provides them with a nice place to work where they can use all the facilities that modern co-working spaces have to offer.So, as a lot of companies embrace this new way of working during these strange times, some business owners and leaders may find it difficult to continue with remote working for the long term, even if you’re happy to remain working remotely. What can you do about this situation? Be prepared to make your case and ask for a more permanent arrangement. The following steps will help you to persuade even the most skeptical boss. <h2>How to ask to remain or begin working remotely</h2>Document successMake a list of the benefits of remote working for the company. You want to clearly show how successful it was during lockdown. You could explain that because you didn’t have to commute to and from work, you were able to work a little longer on the busy days. So, while it was also more convenient that you didn’t have to commute, the company also gained. You could explain that you were less tired and therefore you were able to give 110% to every task that you had to do. Were you able to focus more on projects because you had less disruptions? You could show how you were able to complete tasks more quickly. By presenting this information, you can show how productivity was higher.ResearchLook at other organisations in your field. Do they have remote working and flexible arrangements with their employees? Check out how it’s working for them. Put a document together outlining how you think it will work going forward and by providing examples, you can show how common remote working actually is, how it works for competitors and how it could work in your organisation.Meet half wayBe willing to accept a mutually acceptable arrangement. For example maybe there is an option to work one or two days remotely and the balance at the office or maybe your employer could agree to extending a trial run, with an official review after a set period of time.StatisticsYou don’t want to overload them with too many statistics, but it might be beneficial for them to hear some facts, encouraging them to get onboard the flexible remote working trend.-       70% of global employees work remotely at least one day a week-       50% do so for half the week or more(Source; International Workplace Group)Anticipate barriers, provide solutionsThink about potential challenges and barriers. Research the type of technologies that can be used. Working from home will save me over 3 hours of travel each way to work and will also enable me to be there when my children return from school (or you may want to explain how your Pet really enjoyed having you around). I will then be able to work later, see full details of my proposed schedule below. This schedule will enable me to meet and exceed all my work responsibilities.” Outline how you expect the arrangement to work. Include your proposed schedule, the days and times that you will work remotely and the days and times that you will be in the office. Provide a summary of how you will communicate with your team and manager and how you will track your work. Include details of the software tools available that will help with project management and remote communication.Roles and responsibilities; List all your job functions and duties and how you will accomplish each of your responsibilities while working remotely.Performance evaluation; suggest how you and your manager will assess your performance while working remotely. This could mean sending a weekly report or email providing updates.Your home office; describe the set up that you have at home. List the equipment, internet speed etc., and list any other equipment or software that you may need.Security; show that you understand the importance of security and that you would be willing to work with the IT Department or Manager to ensure that the security policy is still adhered to while you are working remotely. TimingChoose your timing wisely, it always helps if you bring up a suggestion like this after you have successfully completed a project or when you know that your boss is particularly impressed with your work. Ensure that you make an appointment, don’t just spring the request on them. Suggest that you would like to have a meeting to discuss some ideas about improving your work and how you work. Suggested template to request the meeting;Hi [Your Boss’s Name],I wanted to see if we could schedule a meeting to discuss some ideas I have for improving my work environment and making it more conducive to accomplishing my job responsibilities.In the next two weeks I’m free [insert specific dates and times]. Looking forward to talking with you in more detail.Thanks,[Your name] At the meeting walk your boss through your plan. Ensure that you have rehearsed responses to any objections that you anticipate. Cost Savings &amp; Benefits Outline the cost savings for the company, if there are any. Maybe your desk could be used for another person who is required to work at the office. For some businesses space was becoming a problem for them. You want to assure your boss that working remotely is a good idea not just for you, but for the company so make sure you get the balance right. If you are turned downBe prepared for the fact that they may not want to let employees work remotely or they may not be ready for a long term commitment. If they refuse, be sure to thank them for their time regardless. It’s important that you keep a good working relationship with your employer. If you are adamant that you would like more flexibility and you feel they will never change their minds, maybe it’s time to start looking for an opportunity with an organisation whose culture is more accepting of change. FREE Student Accommodation up for grabs - Dublin Point Campus

The HSE will be seeking applications for paid roles in testing, swabbing and contact tracing in the coming weeks. HSE urges public to apply for these paid testing and contact tracing roles. The average number of tests carried out per day last week was 12,000 and almost 62,000 tests have been completed across the 46 labs in the last week.Meanwhile, HSE officials have reported that one in four people are not showing up for their Covid-19 appointment, prompting concerns about the risk of spreading the virus.Figures show that around 25% of people who have been given appointments for a Covid-19 test are failing to appear, when people are not availing of their scheduled test it means someone else is losing out.HSE chief operations officer Anne O’Connor said: “On a daily basis you can have 3,000 or 4,000 appointments, so if a quarter of those aren’t turning up that is a significant number of appointments.Figures show that the average number of new positive cases over the past seven days is 120 per day, up from 104 from the previous week.Over 375 HSE corporate staff have been deployed to testing and contact tracing. A significant number of clinical staff were also deployed to take swabs when health services were stood down in the early days of Covid-19. HSE CEO Paul Reid said that the HSE will be seeking applications for paid roles in testing, swabbing and contact tracing in the coming weeks and he has urged the public to apply for these roles as soon as they are advertised.At this morning’s HSE briefing, Reid said that 3,000 tests have been completed among meat plant workers as part of the HSE’s serial testing programme, with a positivity rate of 0.4%.Testing will be expanded to workers in other food processing sectors such as fish and mushrooms, he said. Plans for serial testing in Direct Provision centres, which have seen a number of outbreaks in recent weeks, are “well commenced”.Stay posted, as soon as recruitment opens we’ll share the link.

An Taoiseach, Micheál Martin TD, the Minister for Finance, Paschal Donohoe TD, and the Minister for Media, Tourism, Arts, Culture, Sport and the Gaeltacht, Catherine Martin TD have launched the Stay and Spend scheme.Stay and Spend is a tax scheme aimed at consumers to help drive sales in the hospitality sector during the off-season which has been negatively impacted as a result of COVID-19.The scheme will provide a maximum of €125 in income tax credits to tax-payers who spend up to €625 in restaurants, pubs, hotels, B&amp;Bs and other qualifying businesses, from Autumn 2020 through to Spring 2021, including over the Christmas period.The taxpayer can submit receipts via the newly updated and easy-to-use Revenue Receipts Tracker mobile app.Speaking at the launch of the Stay and Spend Scheme, An Taoiseach, Micheál Martin said,<blockquote>“This government is determined to support businesses across Ireland which have been adversely impacted by Covid-19. While many sectors have taken a hit, the hospitality industry is undoubtedly one of the worst affected by the public health measures which have had to be imposed to stop the spread of the virus.</blockquote><blockquote>We recognise the strain that restaurant owners, hoteliers, bar and café owners are under and have taken steps to help them through this difficult period. The Stay and Spend scheme will encourage people to go out for a meal or take a staycation and support the Irish hospitality sector by enabling them to claim back 20% of their spend.</blockquote><blockquote>The tourism and hospitality sector is so important in this country; Ireland’s reputation as a prime tourist destination is built on the hard work and dedication of those working in the industry. We need to protect these jobs and businesses and the government has put in a range of supports through the July Stimulus plan and other measures to help them recover from the effects of Covid-19.</blockquote><blockquote>I’m encouraging all eligible businesses to register with Revenue so that they can participate in the scheme next month”.</blockquote>The Minister for Finance, Paschal Donohoe said:<blockquote>“The hospitality sector has been particularly badly hit as a result of the necessary public health restrictions put in place to tackle COVID-19.</blockquote><blockquote>The sector is vital to the Irish economy and accounts for over 10% of the country’s workforce. The purpose of the Stay and Spend scheme is to support this sector.</blockquote><blockquote>This measure is just one part of the Government’s July Jobs Stimulus, which also includes the wage subsidy schemes and the recent reduction in the VAT rate. This new tax credit will provide a much-needed boost to the hospitality sector through the autumn and winter months by encouraging people to spend whether through a staycation or eating out.</blockquote><blockquote>The scheme comes into effect on the 1st of October, but accommodation and food businesses can now register with the Revenue commissioners to participate.</blockquote><blockquote>I am confident that this measure will support the sector as it moves towards recovery.”</blockquote>Also commenting, Minister Catherine Martin welcomed the Stay and Spend Scheme. She said:<blockquote>“The Stay and Spend Scheme will offer a much-needed boost to the tourism sector during the shoulder and off season. To maximise the benefit to the sector, I have asked Fáilte Ireland to commence a national campaign across radio and press next week to inform the general public about the scheme and help them understand how they can avail of the tax credit. (For married couples who are jointly assessed, the maximum spend over the life of the scheme will €1,250).</li><li>Where an individual or jointly assessed tax-payer has insufficient income tax liability to fully benefit from the measure, they may still avail of the relief against their USC contributions.</li><li>Operated through downloadable easy-to-use Revenue mobile phone app.</li></ul>At the level of the business:<ul><li>VAT registered provider with current tax clearance.</li></ul>Duration:<ul><li>Scheme will run from 1 October 2020 – 30 April 2021, including over the Christmas period. The expiry date may be altered by order made by the Minister for Finance.</li></ul>Purpose of the schemeThe purpose of the scheme is to incentivise taxpayers to support registered/accredited providers of accommodation and/or food during the off-season, thus providing support to a particularly vulnerable sector.Qualification CriteriaBusinesses: In order to qualify for participation in the scheme, businesses will need to:<ul><li>be registered for VAT,</li><li>have a current tax clearance certificate,</li><li>be accredited/registered with relevant official bodies as appropriate (Fáilte Ireland and the HSE Environmental Health Service),</li><li>register with Revenue to participate, and</li><li>display appropriate signage indicating participation in the scheme.</li></ul>Individual taxpayers: To benefit from the scheme, an individual will need to:<ul><li>register for the scheme by downloading the app and provide his/her name and PPS Number in the course of using the app, and</li><li>have an income tax or USC liability against which the tax credit can be set.</li></ul>Operation of the schemeAn individual taxpayer must spend a minimum of €25 each time on qualifying expenditure (accommodation, food and non-alcoholic drinks) as verified by a receipt from the relevant establishment. The taxpayer will submit the receipt by taking a photograph of same using a mobile phone and submitting same to Revenue using the mobile app. The taxpayer may continue to submit receipts until the cap on expenditure of €625 is reached. Revenue will provide an income tax credit of up to €125 (€625 @20%) per taxpayer (up to €250 in the case of a married couple, jointly assessed) in end of year balancing statement. The taxpayer will get the benefit of the credit in the year after the expenditure is incurred.
