€5 million in mental health supports for students in third level education

As reported on the Journal.ieFUNDING OF €17 million has been announced to expand apprenticeships across the higher education sector.It will deliver an additional 132 apprenticeship craft training blocks.
The funding will be used across four Technological Universities and one Institute of Technology in the higher education sector to deliver an additional 132 apprenticeship craft training blocks. The four Technological Universities to benefit are the Atlantic Technological University (ATU), the Technological University of the Shannon (TUS), Munster Technological University (MTU), and the South East Technological University (SETU).Dundalk Institute of Technology (DkIT) is the Institute of Technology set to benefit.This will support the expansion of registrations across crafts including electrical, electronic security systems, pipefitting, plumbing, metal fabrication and refrigeration and air conditioning.The funding has been announced by Further and Higher Education Minister Simon Harris and Minister of State for Skills and Further Education Niall Collins to “respond to the growing demand for apprenticeships in the higher education sector”. This additional capacity is also required to meet the increase in apprentice registrations as indicated by SOLAS in a number of trades. Speaking today, Minister Harris said: “This investment reaffirms once again the Government’s strong commitment to enhancing and expanding the apprenticeship system, putting apprenticeships at the centre of the education and training system by building on previous apprenticeship programme funding.”Harris added that today’s funding announced is “also critical to the Government meeting our housing targets”. Also included in the investment is an allocation of €220,000 so that SETU’s Carlow campus can procure all the equipment required for the delivery of its Aviation programme. Minister of State Niall Collins said the Government “has been relentless in promoting apprenticeships” and noted that in order to meet demand, “we must continuously invest in infrastructure”.He added: “I am really pleased to see this investment being made across our TUs. Just over a year after it announced a 200-strong hiring drive and €10m investment, Vitalograph is recruiting for 60 more positions in Limerick and Clare.Medical device company Vitalograph is expanding its team in two of its Irish locations to meet global demand for its products. The 60 jobs will be created at its Ennis, Co Clare headquarters and at its Limerick city site.Vitalograph specialises in respiratory diagnostics, designing and manufacturing medical devices that help clinicians detect, diagnose and manage respiratory conditions such as asthma, chronic obstructive pulmonary disease (COPD) and cystic fibrosis. It works with pharma companies to research therapies for respiratory conditions through its clinical trial services.This hiring spree is the second in two years. In 2022, the company announced the creation of 200 positions <a href="https://www.siliconrepublic.com/jobs-news/vitalograph-200-jobs-clare-ennis-limerick-medical-device"></a>at its Ennis base and Limerick city. The plan was part of Vitalograph’s €10m investment in its existing Ennis base, as well as two new sites in Limerick and Clare. Ennis is the base for its engineering, R&amp;D and manufacturing business, while its Limerick site, on Cecil Street in the city, has been in operation since last year.Once the jobs are in place, Vitalograph’s global headcount will be 500, with 350 of those based in Ireland. Ambrose Downey, chief people officer at Vitalograph said, “Ireland’s leadership in the medtech sector is well documented; we punch well above our weight. Vitalograph is no exception.”He added that the recruitment drive is a “strategic move” to meet the “increasing global demand” for respiratory diagnostic tools and clinical trial services. “Vitalograph is having a meaningful impact tackling some of the world’s biggest healthcare challenges, and by building skilled teams, Vitalograph will be able reach its fullest potential.”The majority of the new roles – 50 out of the 60 – will be data processors who will work to increase Vitalograph’s clinical trial support services. 60 New Jobs for Limerick and Clare

Reductions of up to €1,000 in undergraduate fees are now being applied to all eligible third-level students’ accounts, under new cost of education measures announced in Budget 2024Minister for Further and Higher Education, Research, Innovation and Science Simon Harris TD announced further details for students today, with the reduction meaning the cost of college is falling for 96,000 students by 33pc.Students or their families who have already paid the full student contribution of €3,000 are being refunded and are asked to give their bank details to their higher education institution.This must be completed before the end of November to facilitate reimbursement of their €1,000 in December. If bank details are not provided by the student, a credit will be applied to their account.Minister Harris said: &quot;For the majority of students, there will be no action required. Fees will automatically reduce to €2,000 for all undergraduate students eligible for free fees.”For those paying in instalments, their second instalment will be reduced by up to €1,000 at the start of the second term in 2024. &quot;If you paid in full, your college will refund you by the end of the year,” Minister Harris outlined.Minister Harris also confirmed families earning under €100,000 may also be eligible for a €500 student contribution grant.While applications have closed, students may be eligible to make a late application online through SUSI’s website.In further measures, maintenance grants for third level students will increase and post-graduate supports will be brought back for the first time since the economic crash.PhD researchers funded by Science Foundation Ireland and the Irish Research Council will also receive a €3,000 increase in their stipend from January 2024.A €17 million allocation for the Student Assistance Fund has also been announced.This is a package aimed at assisting students with the cost of college, including books and class materials, rent, childcare, and transport.Mr Harris described the Student Assistance Fund as an “invaluable resource” for third level students who are “finding it difficult to make ends meet.”Earlier this year €440,000 was also provided to assist with emergency applications.“The fund is there to assist with additional costs they may face over the coming months. <h2>Minister Harris celebrates the 1,000th graduate of the Dublin Construction Skills Project</h2>Minister for Further and Higher Education, Research, Innovation and Science Simon Harris this week congratulated the 1,000th graduate from a Dublin Construction Skills Project run by St Andrews Resource Centre in Dublin. The programme was set up in 2017 to help the long-term unemployed gain skills and employment in the construction industry.<h2>The Results have been amazing!</h2><ul><li>1,003 people have graduated since 2017</li><li>60% of graduates start a job within the first month</li><li>Female interest in the course is growing - 10% of graduates in 2023 were women</li><li>90% of candidates complete the three-week course</li><li>102 courses have been completed since 2017</li></ul>The intense course, for which all candidates are issued with a full set of workwear, prepares recent graduates with a diverse set of qualifications and experience for employment on construction sites. Practical skills are taught in a new state-of-the-art Construction and Retrofitting Training Centre in Dublin Port.Accredited training is delivered through a partnership between St Andrew’s Resource Centre and the National Construction Training Campus at Mount Lucas. Participants are provided with the opportunity to gain essential Health and Safety Training, including Safe Pass, Manual Handling and key CSCS tickets required for entry into construction and a NFQ Level 3 Construction Skills award that offers core skills sought by employers and is a first step on a pathway to a successful career in construction and retrofitting. In a bid to promote greater diversity, more people from migrant backgrounds will be able to pursue civil servant roles in Government departments following their announcement to accept candidates holding &#39;Stamp 4&#39; permissions.The Minister for Public Expenditure, NDP Delivery and Reform Paschal Donohoe TD has announced the expansion of the eligibility requirements to apply to civil service jobs. Potential candidates holding Stamp 4 permission will now be able to pursue civil servant roles in Government departments.The initiative has been developed by the Department of Public Expenditure, NDP Delivery and Reform and the Public Appointments Service. It progresses the public service wide goal of being an employer of choice by promoting diversity and inclusivity, as outlined in its Public Service Transformation 2030 Strategy “<a href="https://www.gov.ie/pdf/?file=https://assets.gov.ie/255872/e6feb71e-0199-4061-894e-6f8e80bafad1.pdf#page=null">Better Public Services</a> .The expanded eligibility requirements follow research undertaken by the Public Appointment Service and work carried out by an Interdepartmental working group to increase diversity across the civil service and better reflect the society it serves.Announcing the decision, Minister Donohoe said:<blockquote>“There is an increasing need within the civil service to attract and retain skilled professionals across several sectors to ensure high-quality public services continue to be provided to our growing population.
