The Information Systems Project Leader will report to the Head of Information Systems and will work closely with all colleagues in the Information Systems department to maintain and improve the Information Security standards and capabilities for the council. PARTICULARS OF OFFICE TYPE OF POST To form a panel from which Temporary, Permanent, Fixed Term, Specific Purpose and where applicable Acting-Up contract posts, may be filled. SALARY The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to Kilkenny County Council any fees or other monies (other than inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. In accordance with EL02/2011 persons who are not serving Local Authority employees must be placed on the minimum of the scale. Where a person being appointed is a serving Local Authority employee normal starting pay rules will apply. The rate of remuneration may be adjusted from time to time in line with government policy. The current salary scale for the position is €58,252 min. to €75,728 max. inclusive of LSI’s. SUPERANNUATION CONTRIBUTION Public Service Pensions (Single Scheme and Other Provisions) Act 2012 New members joining the public sector on or after 1st January 2013 will be required to join the Single Public Service Pension Scheme. It applies to all first-time entrants to the Public Service as well as former public servants returning to the public sector after a break of more than 26 weeks. Your contributions will be made up of 3% of your gross pensionable remuneration and 3.5% of your net pensionable remuneration (your gross pensionable remuneration less twice the value of the Contributory State Pension). Your normal retirement age under this scheme is the same age at which you can claim the Contributory State Pension. The minimum age for receipt of this pension is Age 66. There is a compulsory retirement age of 70 years. Persons who commenced in Public Service Employment after 6th April 1995 and prior to 1st January 2013: Persons who became pensionable employees after 6th April 1995 and prior to 1st of January 2013, without a break in employment, will join the Local Government (Superannuation) (Consolidation) Scheme 1998. Contributions are payable at the rate of 1.5% of your basic salary, 3.5% of basic salary less twice two times the value of the Contributory State Pension and a further 1.5% is payable for spouse and children’s contributions (*non-officer grades pay a co-ordinated contribution: ‘Non-New Entrants’ (those who became pensionable after 6th of April 1995 and prior to 1st April 2004) have a minimum retirement age of 60 and a compulsory retirement age of 70. ‘New Entrants’ (those who became pensionable after 1st April 2004 and prior to 1st January 2013) have minimum retirement age of 65 with no compulsory retirement age. 3 Persons who commenced in Public Service Employment before 6th April 1995: Their minimum retirement age is 60 and they have a compulsory retirement age of 70 as per Department of Housing, Planning and Local Government Circular Letter CL/2/2019. Contributions are 5% of basic salary and 1.5% of basic salary toward Widow’s & Orphan’s or Spouse & Children’s Scheme. PENSION ABATEMENT If the appointee was previously employed in the Civil Service or in the Public Service please note that the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 (Section 52) includes a provision which extends abatement of pension for all Civil and Public Servants who are re-employed where a Public Service Pension is in payment. This provision to apply abatement across the wider public service came into effect on 1 November 2012. This may have pension implications for any person appointed to this position that is currently in receipt of a Civil or Public Service pension or has a preserved Civil or Public Service pension which will come into payment during his/her employment in this position. Prior to appointment, successful applicants will be obliged to complete a declaration in relation to previous Public Service pensionable employment. Please note: In applying for this position you are acknowledging that you understand the abatement provisions, where relevant, will apply. It is not envisaged that the employing Department/Office will support an application for an abatement waiver in respect of appointments to this position. PENSION ACRUAL A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one pre-existing public service pension scheme (i.e. non-Single Scheme) as per the 2012 Act shall apply. This 40-year limit is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. PROBATION The following provisions shall apply: There shall be a period after such appointments take effect during which such persons shall hold such office on probation; Such period shall be one year but the Chief Executive may at his/her discretion extend such period; Such persons shall cease to hold such employment at end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. PRE-EMPLOYMENT MEDICAL EXAMINATION/QUESTIONNAIRE For the purposes of satisfying the requirement as to health, it will be necessary for each successful applicant, before he/she is appointed, to undergo a medical examination/questionnaire by a qualified medical practitioner to be nominated by Kilkenny County Council. In the event the applicant does not take up the post following the pre-employment medical/questionnaire, he/she will reimburse Kilkenny County Council the cost of the medical examination/questionnaire, as per a previously signed understanding. HOURS OF WORK The person appointed will be required to work a 35-hour week Monday to Friday which equates to a 7-hour day. ANNUAL LEAVE Annual leave entitlement for this position is 30 days per annum in accordance with Department of Environment, Community & Local Government Circular LG(P) 07/2011. DRIVING LICENCE Holders of the office may be required to drive a motor car in the course of their duties and should therefore, hold a full Irish driving licence for class B vehicles free from endorsement and disqualification. TRAVEL When required to do so holders of the office shall hold a full Irish driving licence for class B vehicles free from endorsement and disqualification and, shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. It is Kilkenny County Council policy that all staff using their private cars for work purposes, regardless of the frequency should: 1) Indemnify Kilkenny County Council on their personal insurance policy 2) Note business class on their personal policy 3) It is the obligation of the driver/owner to ensure that the vehicle is fit to be on the public road. When applicable for specific roles, travelling and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and any other relevant documents. THE POSITION The Housing Agency is now seeking applications for a Civil / Structural Engineer to work with the Project and Procurement Teams, within the Built Environment Directorate. The position will be at Senior Executive Engineer level – (LA Scales). This is a permanent post and is based in our offices in Dublin 2. The Housing Agency operates a Blended Working policy. MAIN DUTIES The Government of Ireland published Housing for All, A new Housing Plan for Ireland in 2021, with the aim of accelerating delivery of housing supply. Under Housing for All, The Housing Agency Procurement Section will be expanded and will provide technical services and supports to Local Authorities and AHBs including in procurement models, design and Modern Methods of Construction. The successful candidate will be working as part of a multi-disciplinary construction professional team consisting of Architects, Quantity Surveyors and Engineers The main duties will be: • Applying technical skills appropriate to work assigned including technical advice, procurement services, design, construction stage monitoring of compliance with regulations and standards, and reporting through all stages of project delivery • Support Local Authorities and AHBs with their housing delivery in the most effective ways, including design and build contracts, employer designed contracts, turn-key developments, development agreements, joint ventures and competitive dialogue processes • Assist and support to Local Authorities and AHBs in the development of detailed project briefs • Assist and support to Local Authorities and AHBs in the procurement of consultants, surveyors, site investigations and works contractors • Liaison with local authorities, AHBs, Department of Housing, Housing Delivery Coordination Office, the Office of Government Procurement, and other organisations, including professional bodies in relation to social housing • Assist in the management of construction projects undertaken by the Section • Assist in management and preparation of site feasibility assessments. Assist in the preparation of masterplans, urban design, public realm works and local area plans • Assist in the preparation of planning applications, including liaison with planning authorities and utility providers • Preparation of civil and structural engineering designs, drawings, calculations, schedules, specifications, reports, and associated documentation for housing projects from feasibility through to completion stages. These Locations include; HMP Maghaberry; HMP Hydebank Wood College, Belfast or any associated or college site. SALARY/GRADE: Band 4 (£24,702 - £29,269) Duties & Responsibilities: • To ensure that a high-quality administrative service is provided within the Business Unit at all times including: o Organise administrative support for meetings to include team meetings and exam board meetings. o Ensure minutes are accurately recorded, typed up and provided to management teams in a timely manner. o Upload qualification/examination results to relevant awarding body systems and onto the prison student management systems – PRISM in line with organisational policies and procedures. o Deal with incoming and outgoing mail, telephone calls and electronic mail. o Maintain computerised and manual record keeping systems including those for student-related statistics. o Ensure that appropriate procurement procedures are followed, and that invoices and purchase orders are properly completed, authorised, and passed for payment. o Ensure that monthly returns for staff are processed in accordance with college processes. o Process time and attendance (including additional hours) details for all staff o Collate, verify and manage primary documents in line with organisational procedures and the College’s retention and disposal guidance. • To input timetabling data onto the prisons centralised timetabling system as required and/or if requested by the Line Manager. • To evaluate, analyse and report on statistical information obtained from all information systems, including college and prison information management systems: o Register completion. o Attendance of Students o Student withdrawals, cancellations, and transfers o Student information • To prepare statistical data in preparation for performance reviews and monthly analysis. • To advise all staff within the Business Unit on the administrative processes and their operation. • To maintain the highest level of confidentiality in the operation of the duties of the post • To ensure adherence to all relevant policies as set out by the College, Department for the Economy, awarding bodies, regulatory and prison guidelines and circulars on student attendance and departmental procedures. • To participate in the Departments contribution to the College award and recognition ceremonies. • To assist in the delivery of the induction/admissions process. • To assist in the organising of special events, to include celebration events for students. • To conduct research as required by the Head of Learning or Head of Prion Programmes. • To maintain the course data on the relevant management information systems. Procurement and Contract Management • To assist with the purchasing of goods and materials as directed by the Head of Learning of Head of Prison Programmes. • To Ensure that quotations, purchase orders, goods receipting, and invoice processing are performed accurately and on a timely basis. Budget Management • To assist in development of budgets, including drafting of variance analysis reports and ad hoc financial analysis. • To process and prepare records of the income and expenditure as directed. Income Management • To prepare requests for invoices • To assist with the collation of documentation to support payments processing for fees and or awarding body registration costs as applicable. Student Attendance Recording/Monitoring • To ensure that all staff follow the correct procedures in relation to student attendance including: o Monitoring, Evaluating and Reporting on student attendance. o To ensure that student withdrawals, transfers and cancellations are recorded accurately and in a timely manner in accordance with the withdrawal policy. o Establish and developing an absence tracking system for each student in the Department. Data Management • To investigate and resolve errors identified from CDR and college validations including liaising with DEL or any other authorised agency. • To assist with training administrative staff in the department and ensure they are kept updated on procedures relating to student management. • To organise and maintain computerised and manual record keeping systems including those for student-related statistics e.g., student transfers, withdrawals and recording examination/assessment results. • To liaise with the Prison Timetable team to ensure that course and student related data is accurate and complete. • To ensure that course timetables and class registers are accurate. • To liaise with the Prisoner Development Unit to ensure student data is accurately recorder and embedded in PRISM. General • Contribute to the achievement of the College’s mission, values, and strategic directions. • Participate in the Colleges performance appraisal system. • Participate in College developments, attend internal and external meetings and training programmes required. • To provide support, where appropriate, to students with examinations access arrangements during informal/mock assessments and tests. Such support may include acting as scribe, reader etc. • Adhere to general standards of conduct embodied in college policies. • To implement and embed the College’s equality and diversity policies and respond to its equality and diversity duties as they relate to all stakeholders. • Act, if directed as fire marshal or warden. • Carry out, if directed, the role of first aider. • To undertake such other relevant duties as may be reasonably expected of the post holder. Personnel Specification Essential Criteria Qualifications1 • Either hold a qualification at Level 3 or above (e.g. BTEC National, GNVQ Advanced, or NVQ) AND have a minimum of one year’s experience of working in an administrative setting or in a student or customer focused environment OR have a minimum of two years’ experience working in an administrative setting or customer focused environment. • English GCSE at Grade C or above, OR Essential Skills level 2 (or higher) in Communication, or equivalent. • Maths GCSE at Grade C or above, OR Essential Skills level 2 (or higher) in Numeracy, or equivalent.
