<h1></h1><h2>Rollerblading and bike circuits to be included as staff recruitment to begin in June</h2><h2></h2>Decathlon plans nine outlets for Ireland, starting with BallymunRollerblading and bike circuits to be included as staff recruitment to begin in JuneFrench sports retailing giant Decathlon plans to open nine shops in Ireland over the next few years, beginning with a large outlet beside Ikea in Ballymun, north Dublin, where it has secured planning permission and will begin construction shortly.The retailer outlined its plan to bring more than 60 of its sports brands directly to Irish customers, and its Ballymun outlet will feature a rollerblading track, bike circuit and astroturf pitch.Known as the “Ikea of sports” for its large, warehouse-style outlets and enormous range of keenly priced sporting goods, Decathlon will, appropriately enough, open its first store adjacent to the Swedish big-box retailer in Ballymun.Decathlon acquired the 17,000sq m site, which has been used as an overflow car park for Ikea, for €4.3 million from Dublin City Council last September, and planning approval finally came through before Christmas.Bastien Grandgeorge, chief executive of Decathlon in Ireland, said a tender with a construction firm would be signed shortly, with work to commence soon after. Among the 1,715 University of Limerick students who celebrated their graduations yesterday was Dr Sindy Joyce, who became the first Traveller in Ireland to graduate with a PhD.Joyce, a well-known human rights activist in her own right, was one of a number of familiar faces who gowned up and received a scroll at UL, including musician and humanitarian Bob Geldof and best-selling novelist Marian Keyes, who were each awarded with Honourary Doctorates of Letters.In total there, 67 students were conferred with PhD awards.Joyce, a proud Mincéir (Traveller) is a doctoral graduate of UL’s Department of Sociology.Her PhD thesis examines how young Travellers’ movements, through access to and use of public and commercial urban space, are shaped by their ethnicity and by anti-Traveller racism.Through her analysis, Dr Joyce illuminates the boundaries that young Travellers encounter in urban spaces, and highlights how young Travellers have developed a range of tactics to negotiate boundaries and the risks associated with traversing them.Congratulating Joyce on her historic achievement, Martin Collins Co-Director Pavee Point, said her research “gives important visibility to the Traveller perspective, in this case, the perspective of young Travellers in Galway”.Mr Collins said it was rare for a Traveller to research and document their own community.&quot;Travellers, down through the years, have often been researched and documented – but usually by people outside our community. <h1>New apprenticeship scheme seeks to close skills gap in manufacturing</h1><h2>Manufacturing firms argue apprenticeships should not be seen as ‘fall-back’ to university</h2>Colin GleesonA consortium of engineering and manufacturing companies has launched a new apprenticeship scheme to fill a skills gap faced by equipment manufacturing firms and boost exports.A survey of more than 700 employers carried out last year by education authorities found graduates from apprenticeships and post-Leaving-Cert courses are rated as highly as those from universities and third-level colleges.The advanced certificate in Original Equipment Manufacturing (OEM) is a three-year level-six apprenticeship, and is supported by Enterprise Ireland.It was developed by the engineering companies in conjunction with education and training boards in Cavan, Monaghan, Limerick and Clare.Martin McVicar, managing director of forklift manufacturer Combilift and chair of the consortium, said the apprenticeship scheme would drive the Republic from an exclusively knowledge-based economy, to one which has a stronger emphasis on skills.“We’re all exporting companies,” he told The Irish Times. “We’re very sustainable from an economic point of view. We’re not relying on a domestic market.“It’s an apprenticeship programme for engineering skills for the future. It incorporates electronics, hydraulics, robotics, and software. We believe an apprenticeship is a really fast-track way of learning compared to the traditional academic approach.“The great advantage of an apprenticeship is that the individual is studying at the college and is also in the workplace so they’re putting what they’re learning into practice. The skill is more embedded.“We need more serious focus on developing skills. According to a recent Irish Independent article and the Department of Employment Affairs and Social Protection more than 700 people have been on the dole for more than 20 years, despite major Government efforts to get them back to work.Figures reveal a total of 8,633 people have been on the Live Register for more than 10 years - representing 4pc of the total.Of these, 6,407 have been registered for between 10 and 15 years and another 1,503 between 15 and 20 years. The remaining 723 have been on the list for more than 20 years.They represent under 1pc of the total Live Register, according to the Department of Employment Affairs and Social Protection figures.A department spokesperson refused to say how long the longest-term claimant had been on the dole or the number on it for more than 30 years for data protection reasons.Fianna Fáil spokesperson on Social Protection, Willie O&#39;Dea, said it was hard to believe some people could be on the dole for more than 20 years, given the criteria they must be actively seeking work.&quot;The Government has spent a great deal of money bringing in private contractors Turas Nua and Seetec and spent €70m to €80m on them and their main job is to identify those who are long term unemployed and find them suitable work,&quot; he said.&quot;In the overall context, it&#39;s a small number but it still seems to be a significant number when employers are saying there is very little spare capacity in the jobs market and we are near full employment.&quot;He urged Social Protection Minister Regina Doherty to ask regional managers in social protection to provide details of people in this category and interview them to assess what the problem is.Brid O&#39;Brien at the Irish National Organisation for the Unemployed said many factors contributed to long-term unemployment, including ageism and the authorities&#39; lack of engagement with claimants.&quot;The system left a lot of people alone, either because of their background, or address, or maybe they could have had personal issues like mental health or drug use,&quot; she said.She said in some cases, individuals experienced discrimination looking for work because they had a Traveller background or &quot;postcode-ism&quot;, in terms of where they lived, went against them.&quot;Some employers do not entertain you if you are unemployed for a long time so they don&#39;t even get a chance to do a job interview,&quot; she said.She said a more personalised approach and supports were needed for those on the long-term list. by Ellen Tannam , Silicon RepublicIDA Ireland has unveiled its results for 2018, highlighting the effects of Brexit on the Irish economy.IDA Ireland and Minister for Business, Enterprise and Innovation Heather Humphreys, TD, have today announced that employment levels in IDA client companies have reached 229,057.IDA Ireland’s performance has exceeded Government targets contained in its strategy for 2015 to 2019.From regional growth to the effects of Brexit, the report outlines the agency response to changing global trends. Notably, 58pc of employment in IDA companies was outside of Dublin in 2018, which is the highest number of people employed by IDA clients in the history of the organisation.<h2>Brexit benefits</h2>A substantial number of Brexit-related investments were also secured in 2018, with 55 firms approved for investment, bringing with them more than 4,500 associated jobs. This strategy is likely to be continued by the IDA and Government, showing Ireland as a stable investment climate in an increasingly chaotic wider environment.Firms such as Morgan Stanley, Bank of America Merrill Lynch and Barclays are among those that declared a new or expanded presence for Ireland in 2018, as the Brexit fallout continues to accumulate.Humphreys said: “The IDA’s record results for 2018 underline how strongly Ireland continues to perform when it comes to attracting FDI.”<h2>FDI gains in 2018</h2>Humphreys emphasised the progress made in areas outside of Ireland’s main cities, with every region seeing employment gains in the last year. She added: “Our ongoing efforts to grow and sustain FDI here are complemented by other actions we are taking to improve the capacity and resilience of enterprise in Ireland.”CEO of IDA Ireland, Martin Shanahan, said: “FDI continues to drive the economy with strong employment growth at 7pc, compared to [the] national average of 3pc in 2018. This accounted for 12 per cent of the 855,283 passport applications in 2018.The number of Northern Irish residents applying for Irish passports rose by 2 per cent to 84,855.Overall, 822,581 passports were issued this year.Minister for Foreign Affairs Simon Coveney said the number of passport applications had risen since the Brexit vote in June 2016.He said extra staff were required for the Passport Service as a further surge in applications was anticipated in 2019, especially in the context of a no deal Brexit.An expansion of the Online Renewal Passport Service now allows all Irish citizens to renew their passport online.This service has cut costs and reduced turnaround times to 10 working days, excluding postage delivery, with applicants no longer needing to have their photos witnessed by a Garda, the Department of Foreign Affairs said in a statement.The oldest online applicant for an Irish passport this year was 99 years old while the youngest was two weeks old.Mr Coveney said it was important the Passport Service use technology to “deliver the best possible service to the citizen”.With over 7,000 passports reported lost or stolen annually, the Tánaiste also reminded citizens to look after their documents.“The Irish passport is a valuable document. My department continues to strengthen all processes to prevent fraud and maintain its integrity and security. I strongly encourage all citizens to take due care with their passport at home and when travelling. Citizens may also wish to consider applying for the convenient credit-card sized Passport Card.”During peak periods, more than 6,500 applications were submitted on a single day.Dublin had the highest number of applicants of any Irish county, with close to 45,000 people looking for new passports. This was followed by Cork, which had 14,632 and Kildare with 7,364.Requests for Irish passports were received by embassies across the world. Minister Doherty Introduces Significant Change to Jobseeker’s Benefit for Workers in Seasonal, Casual and Part-time EmploymentFriday, 21 December 2018: The Minister for Employment Affairs and Social Protection, Regina Doherty TD, today announced that she was updating and changing regulations regarding employment rights and earnings for workers with subsidiary employment – this includes those with seasonal, casual and part-time employment.Minister Doherty said;“I have decided to change the regulations around Jobseeker’s Benefit for workers with subsidiary employment to provide a fairer and more flexible system for people who want to work. The new regulation, which will take effect on New Year’s Day, will allow workers with subsidiary seasonal and casual employment to earn €7,500 a year without it impacting on their rights to Jobseeker’s Benefit when work is scarce.&quot;The current rate of €12.70 a day for subsidiary work for people who take on such short term employment was last set in 1991. <h3>Budget 2019: changes to National minimum wage</h3>The national minimum wage will increase from €9.55 per hour to €9.80 per hour (from 1 January 2019).<h2>Rules</h2><h3>Calculating the hourly rate</h3>Under Section 20 of the National Minimum Wage Act 2000, the basic method of calculation is to divide the gross pay by the total number of hours worked. To begin with, however, it is necessary to note what pay is taken into account, what hours are included as working hours and what is the pay reference period (over what period the calculation is made).<h4>What does not count as pay?</h4>The following items are not to be included in the minimum wage calculation:<ul><li>Overtime premium</li><li>Call-out premium</li><li>Service pay</li><li>Unsocial hours premium</li><li>Tips which are placed in a central fund managed by the employer and paid as part of your wages</li><li>Premiums for working public holidays, Saturdays or Sundays</li><li>Allowances for special or additional duties</li><li>On-call or standby allowances</li><li>Certain payments in relation to absences from work, for example, sick pay, holiday pay or pay during health and safety leave</li><li>Payment connected with leaving the employment including retirement</li><li>Contributions paid by the employer into any occupational pension scheme available to you</li><li>Redundancy payments</li><li>An advance payment of, for example, salary: the amount involved will be taken into account for the period in which it would normally have been paid</li><li>Payment in kind or benefit in kind, other than board and/or lodgings</li><li>Payment not connected with the person&#39;s employment</li><li>Compensation for injury or loss of tools</li><li>Award as part of a staff suggestion scheme</li><li>Loan by the employer to you</li></ul><h4>What counts as pay?</h4>For the purposes of the national minimum wage your gross wage includes, for example, the basic salary and any shift premium, bonus or service charge.If you receive food (known as board) and/or accommodation (known as lodgings) from your employer, the following amounts are included in the minimum wage calculation:<ul><li>€0.85 per hour worked for board only (calculation at hourly rate)</li><li>€22.56 for lodgings only per week, or €3.24 per day</li></ul>You can read more in the Low Pay Commission report on the allowances provided for board and lodgings under the National Minimum Wage 2017 (pdf). This might be, for example, on a weekly or fortnightly basis, but cannot be for a period longer than a month.The employer must include details of the pay reference period in the statement of employment conditions to be given to an employee under the Terms of Employment (Information) Act 1994.You may request a written statement from your employer of your average rate of pay for any pay reference period within the last 12 months. The employer has 4 weeks to supply the statement.<h3>Exceptions to those entitled to receive the national minimum wage</h3>There are some exceptions to those entitled to receive the national minimum wage. The legislation does not apply to a person employed by a close relative (for example, a spouse, civil partner or parent) nor does it apply to those in statutory apprenticeships. Also some employees such as young people under 18 and trainees are only guaranteed a reduced or sub-minimum rate of the national minimum wage.<h4>Sub-minimum rates</h4>Under the National Minimum Wage Act young people and those in the first 2 years of employment can be paid lower rates – called sub-minimum rates. See ‘Sub-minimum rates’ below for examples of how these rates are applied depending on age and experience.<h4>Trainees</h4>The National Minimum Wage Act also provides sub-minimum rates which apply to employees who are aged over 18 and undergoing a course of structured training or directed study that is authorised or approved of by the employer - see &#39;Rates&#39; belowThe Act provides certain criteria which the training course must meet if the trainee rates are to apply. For example, the training or study must be for the purposes of improving the work performance of the employee; the employee&#39;s participation on the training or study must be directed or approved by the employer; at least 10% of the training must occur away from the employee’s ordinary operational duties; there must be an assessment and certification procedure or written confirmation on the completion of the training course.<h3>Exemption for employer</h3>If an employer cannot afford to pay the national minimum wage due to financial difficulty the Labour Court may exempt an employer from paying the minimum wage rate for between 3 months and one year. Only one such exemption can be allowed.The employer must apply to the Labour Court for the exemption with the consent of a majority of the employees, who must also agree to be bound by the Labour Court decision.The employer must demonstrate that they are unable to pay the national minimum wage and that, if compelled to do so, would have to lay-off employees or terminate their employment.An exemption may only be sought from paying the full rate of the national minimum wage, not for cases covered by the reduced rate, for example, employees who are under 18 years of age.<h3>Victimisation</h3>If you seek your entitlement to the national minimum wage you are protected from victimisation or dismissal. Victimisation is prohibited by the legislation. In addition, if you are dismissed for seeking the national minimum wage, you may bring a claim for unfair dismissal regardless of length of service or number of hours worked per week.If you are due an increase under the National Minimum Wage Act, your employer cannot reduce your working hours without a corresponding reduction in duties or the amount of work.<h2></h2><h2>How to apply</h2>If you are not receiving the national minimum wage, you may enforce your rights by completing the online complaint form available on workplacerelations.ie. In the online complaint form you have 2 options:You may either request an inspector from the Workplace Relations Commission (WRC) to investigate a claim that the national minimum wage is not being paidorYou may refer a dispute to a WRC adjudicator. However this may only be done where you have requested from the employer a statement outlining the calculation of the average hourly pay. You must refer the dispute with 6 months of the supplying of the statement. (The time limit for referral limit may be extended to a maximum of 12 months.) Where the employer fails to provide the statement the time starts from the date at which the employer should have provided the statement, that is within 4 weeks of the request.Note: you may not refer a complaint to both an adjudicator and an inspector in relation to the same dispute under the National Minimum Wage Act.If you are alleging victimisation, you should request that the employer restore your employment conditions to their position before the victimisation. Where the employer fails to do this within 2 weeks of the request, you may refer the matter to the WRC adjudicator. As unemployment rates drop and employers struggle to recruit for specific roles across the Nation, we take a look at unemployment blackspots, industries impacted and employment schemes being implemented throughout the country.So, we’ve come a long way from the 15% unemployment rate at the height of the recession in 2012 to a post-crash low of 5.1% recorded July ‘18. Not bad at all compared to our EU counterparts in Greece and Spain who are recording 19.0% and 15.3% unemployment rates respectively. As a matter of interest the lowest recorded rates in Europe at the moment are Czech Republic 2.2% and Germany 3.5%.But while we’re improving well as a country, recovery brings its own problems for employers and statistics expose blackspots where families are still struggling to make the break from poverty and overcome barriers to employment.<h2>The statistics </h2>According to CSO figures available from the last full census, there were 79 unemployment blackspots across the country. A blackspot refers to an area with at least 200 people in the labour force where the unemployment rate is 27% or higher.In Dublin, the worst affected areas included; Priorswood 36%, Tallaght 33%, Clondalkin 32% and Ballymun 32%. Outside Dublin some of the highest hitting unemployment blackspots were in Johns A Electoral District, Limerick; Deanscurragh, Longford; Larchville, Waterford; Cavan Urban District, The Glen, Cork and Clonleigh South, Donegal. (See the full list of Unemployment Blackspots by Electoral District below).Meanwhile employers across the country are struggling to fill vacancies and they’re not all highly academic roles either. In a recent press article, Paul McGrath a horse breeder from Waterford expressed his concerns for the Horse Industry saying; “We do not need people with Degrees - we badly need those with common sense and who are willing to learn.” The Irish Thoroughbred Breeders Association are actively working on finding solutions for the industry and recently launched a new Apprenticeship scheme along with other incentives to attract particularly young people with an interest in Horses.The booming Pharma Industry is also struggling to fill vacancies. It’s estimated that over 10,000 new jobs will be created by 2021. Free courses are on offer for unemployed people for Certificate courses in eBioPharmaChem and other similar areas through Springboard at the moment. These courses aim to upskill candidates who have transferable experience and it doesn’t have to be Pharma or Lab experience either. Work experience in manufacturing, maintenance, technical skills or engineering are highly desirable. There’s a “75% job success rate within 6 months” for participants completing these courses and you could receive 30% more than the national average salary.<h2>Skills Shortages in Ireland</h2>We’ve all seen the media coverage as the hospitality industry faces skills shortages too. Although Fáilte Ireland, The Restaurants Association of Ireland, Solas and Institutes of Technology across Ireland are working together to solve the problem by establishing new Chef De Partie Programmes and Culinary and Hospitality Courses to attract more trainees into the industry. They’re also trying to source chefs from across the pond.Meanwhile, community programmes, Local Partnerships and Job Centres are expanding their services to provide short and long term unemployed people with access to training, support and placement opportunities. Funding is being provided to unemployment blackspots to address specific needs of local people, one of these centres, the Ballymun Job Centre in Dublin just launched their 4 year strategic plan. It will support jobseekers, particularly disadvantaged jobseekers to have access to sustainable labour market participation.
