Minister for Justice, Helen McEntee TD, has today welcomed the opening of the 2023 campaign for the position of Recruit Prison Officer in the Irish Prison Service and urges all passionate and driven individuals with an interest to apply for the Competition.The Public Appointments Service on behalf of the Irish Prison Service is running the competition. The Minister for Children, Equality, Disability, Integration and Youth, Roderic O’Gorman, has today announced that victims of domestic violence will receive their full pay if they need to take domestic violence leave.Domestic violence leave will be formally introduced in the autumn with the publication of regulations setting out the rate of pay and guidance for employers, currently being developed by Women’s Aid. The new form of leave was introduced as part of the Work Life Balance Act, passed earlier this year.Speaking today, Minister O’Gorman said:<blockquote>‘Domestic violence leave gives a victim of domestic violence the chance to access support without impacting on their employment and income. It is important that they can take the leave without worrying about losing income or being put at more risk. Ensuring that they can receive their full pay will go a long way to help with this.’</blockquote>The decision on the rate of pay was reached following consultation with employers&#39; representatives, trade unions and domestic violence support organisations. The requirement to consult with domestic violence support organisations on the rate of pay was added to the legislation at Report Stage by Minister O’Gorman to ensure that those who work most closely with victims of domestic violence would have the opportunity to contribute their views to the process.Minister O’Gorman went on to say:<blockquote>‘The decision on the rate of pay was taken following consultations with a range of bodies, and their views are reflected in this decision. Minister for Further and Higher Education, Research, Innovation and Science Simon Harris and Minister of State for Skills and Further Education Niall Collins have today (Monday, 5 June) launched more than 11,000 free or subsidised places on college courses.The courses are in areas that have been identified as of critical importance such as Cybersecurity, Virtual Reality, Health Innovation, Logistics and Online Retail.Programmes in Climate, Sustainability and Energy which are central to the Programme for Government are also being funded.Courses are free for the unemployed, previously self-employed and returners to the workforce.For others, 90 per cent of the course fee is funded by the government, with participants required to contribute just 10 per cent of the fee.Speaking today, Minister Harris said:<blockquote>&quot;This is providing brilliant opportunities for people to upskill and reskill in areas of skills shortages, futureproof their career, and progress in, or re-enter the workforce.</blockquote><blockquote>&quot;Most programmes are delivered either fully online or in a blended format making them fully accessible, meeting the rapidly-evolving needs of our economy and our commitment to lifelong learning.</blockquote><blockquote>&quot;Today’s announcement help us to ensure that our workforce is equipped to respond to the rapid changes in the world of work brought about by digitisation, with courses spanning areas such as Artificial Intelligence, Cybersecurity and Financial Technologies.</blockquote><blockquote>&quot;They will also play a vital role in our response to the green transition by providing funding for programmes in areas such as Climate, Sustainability and Renewable Energy which will provide the skills needed to help us reach our ambitious 2030 targets for energy efficiency and decarbonisation.</blockquote><blockquote>&quot;In this, the European Year of Skills, it is vital that we all consider the opportunity to learn a new skill. Courses are not all a full award at each level – they may also be minor awards or special purposes awards. All courses provide job-readiness training and most offer the opportunity for work placement, project-based learning or industry site visits where appropriate.All courses approved for funding under Springboard+ are selected following a competitive tendering process, with multi-annual funding arrangements in place. In particular, courses with a proven track record in getting people back into employment are recommended for funding. The majority of courses approved under Springboard+ 2023 will start later in 2023 and in early 2024.<h3>Human Capital Initiative Pillar 1 – Graduate Conversion Courses</h3>The Human Capital Initiative (HCI) was announced as part of Budget 2019. The initiative provides additional capacity across the Higher Education Sector to meet priority skill needs for enterprise. Graduate Conversion Programmes under HCI Pillar 1 offer incentivised places for graduates to reskill in areas of skills shortage and emerging technologies. These are being run alongside, and complementary to, the Springboard+ offerings.These courses are one year, full time conversion and part-time courses at Levels 7-9, in areas of identified skills need, building on experience of the ICT Conversion Courses under Springboard+. To date, HCI Pillar 1 has provided 7,288 graduate conversion places on 95 courses over a 3-year period.Under HCI Pillar 1 2023 a call for proposals was published to Higher Education Institutions (HEIs) in January 2023. Become a Community First Responder A CFR is a person trained to a minimum level of basic life support in CPR and the use of an AED/defibrillator, who attends a potentially life-threatening emergency such as a cardiac arrest, heart attack, stroke or choking. 
First Responder teams are engrained in the communities all across Ireland, they are run entirely by volunteers with Support from the National Ambulance Service. These community schemes offer services such as:-Community First Responders-Public Access Defib Programmes-Community TrainingWhat is a CFR?Community First Responders (CFR) are volunteers who are trained to attend certain types of emergency calls in the area where they live or work. Their aim is to reach a potential life-threatening emergency in the first vital minutes before the ambulance crew arrives.Their role is to help stabilise the patient and provide the appropriate care including CPR &amp; defibrillation, until the more highly skilled ambulance crew arrives on the scene to take over the treatment.  CFR groups who are linked to the National Ambulance Service-NAS National Emergency Operations Centre are alerted to an emergency in their area and as they arecommunity-based, can provide medical assistance within minutes of a 112/999 call being received.
What a Community First Responder doesIn order for Community First Responders to become active responding to emergency incidents on behalf of the National Ambulance Service there are a number of basic requirements.All Responders must-Have a can do and positive attitude towards helping your community-Be over 18 years of age-Be of good character and willing to learn.-Have access to a fully insured vehicle ( and licensed to drive it ) or transport enabling you to reach the patient within the assigned time &amp; radius.-NO medical experience is necessary as all training will be provided by your scheme.-Be Garda Vetted ( by your Scheme Manager )Whilst these requirements are mandatory for a response role, many CFR schemes have a variety of alternative volunteer positions including training, administration and fundraising. Ryanair has announced plans to expand its aircraft maintenance facility at Dublin Airport with the construction of a new state-of-the-art 4-bay hangar – a €40m investment and creating over 200 new highly paid and highly skilled jobs for engineers and mechanics. This new 120,000sq foot hangar will be one of the most environmentally friendly hangars in the EU with gas absorption heat pumps reducing energy use by up to 35%. Aircraft Maintenance Engineer Apprenticeship - Dublin / Shannon

New details of “groundbreaking” degree courses outside the CAO points race in areas such as nursing, computer science, engineering and business are due to be announced on Wednesday.The move is part of a drive to create alternative pathways to third level without the need to secure high points.It also aims to forge closer links between further education colleges and universities and reduce student dropout rates.<h4>September start</h4>Minister for Further and Higher Education Simon Harris, who is due to address the Teachers’ Union of Ireland conference on Tuesday, is expected to confirm details of 14 new degree programmes, outside the CAO system. These courses will start in a further education college before transitioning to a university or technological university.It includes a new programme in nursing which will be available in further education colleges in the northwest before moving to one of the Atlantic Technological University’s campuses at St Angela’s in Sligo, Letterkenny or Castlebar. The courses will commence in September and will be open for applications to students in July.A second batch of courses is due to commence in September 2024 in areas such as culinary arts, music technology, sustainability, performing arts and supply chain management.The pathway to accessing these courses will be determined shortly. Mr Harris is also due to outline new plans to roll out disability supports to further education students, apprentices and trainees.At present supports are confined to students completing a Post-Leaving Cert (PLC) course.<h4>Disability supports</h4>Under the new plan, any part of the training system now will be able to access supports including personal assistants and dedicated learner supports. This will commence in 2024. Candidates undergo psychometric and fitness testing, an interview and a medical exam.Candidates who are invited to interview will be required to complete and sign a Garda Vetting Application Form that, pursuant to Section 8 of the Data Protection Act, 1988, will authorise the Garda Síochána to furnish to the Defence Forces either, a statement that there are no convictions recorded against a candidate, or a statement of convictions, as the case may be.<h3>Training</h3>The purpose of cadet training is to develop character and leadership skills and instil a sense of duty and responsibility in the cadet. To benefit from that training, which is conducted in an environment of strict discipline, the cadet needs mental acuity and physical agility. During 17 months of training an Army Cadet masters basic military skills, such as rifle marksmanship, as well as developing the leadership skills required of an Army Officer. On commissioning the new Officer takes up a leadership position in one of the Army Corps.<h3>Third Level Education</h3>Personnel who have successfully completed their Officer Cadet training and who have not previously attained an Honours Bachelor Degree (Level 8 of the National Framework of Qualifications) or equivalent may be assigned to a course of study leading to a degree at National University of Ireland, Galway or a course of study leading to a degree at some other third level college of education.<h3>Career Progression</h3>Commissioning is just the start of an Army Officer’s career. Once assigned to an Army Corps a Young Officer will undertake a number of courses to become a fully qualified officer of that corps. The Young Officer must also adjust to the new responsibilities of commanding and training troops.<h3>Pay</h3>Cadets receive a salary from the day they are enlisted.
