As phase 1 of the government&#39;s roadmap for reopening of the country begins on Monday 18th May, it&#39;s great to see local businesses making announcements that they&#39;re getting ready to open their doors.Please shop local where possible. Your local businesses are the backbone of your community. Even if they can&#39;t open right now, check out their Facebook pages and Websites as they may be able to supply goods directly to you during lock down. The plan sets out five stages for unlocking restrictions, at three week intervals. As we ease restrictions, the rate of the virus in the community will be constantly monitored by the National Public Health Emergency Team and the government.The framework sets out how we can keep the level of transmission as low as possible while balancing continuing restrictions proportionately with the positive social and economic benefits which will be brought about by lifting restrictions.In the meantime, we are extending the distance you can leave your home, so from 5th May, it will be possible to go up to 5 kilometres for the purposes of exercise. People who are cocooning need to continue to do so, however it will be possible from the 5th May to go outside for exercise and fresh air, as with others in society, provided you keep within 5 kilometres of your home and observe social distancing at all times.There are 5 phases in the Roadmap to ease restrictions. As we begin the phased reopening of our economy, businesses will require additional supports.Separately, a National Protocol to protect the health and safety of workers is being developed by Government, employers and trade unions, with the assistance of the Health and Safety Authority and the HSE.The risk of a second wave of the virus is ever present. As a country, we can only move from one phase to the next if the virus stays under control between each phase. There will be a long-term need for physical distancing, for good hand hygiene, for respiratory hygiene, regular cleaning and for people to stay at home and isolate if they are sick.However, the government is very conscious that that there are significant consequences of social distancing measures. The normal structures of daily life – work, school, sport, entertainment - have temporarily ceased to exist and even as we reopen society, we will be living our daily lives in modified ways for as long as we live with this pandemic.We recognise that as we seek to mitigate the risks of transmission of COVID-19 through social distancing restrictions, we are creating other challenges for individuals, families and communities. Some of these challenges are manageable in the very short term but as restrictions continue, the impact becomes greater for some groups.In living with restrictions, the government will take account of these balancing impacts and the particular consequences for more vulnerable groups in our society.The areas where social-distancing causes most concern include:<ul><li>non-COVID-19-related health delays</li><li>wellbeing and mental health</li><li>vulnerable groups for whom home is not a safe place</li><li>minorities and other groups disproportionately impacted by the restrictions</li><li>risk-taking behaviour and offending</li><li>crime and policing and access to justice</li></ul>Government departments and agencies have been working to modify work practices, modes of delivery to meet with these challenges and this work will have to continue. It is acknowledged that additional measures have to be taken to reach out to more vulnerable groups and those that are particular affected by the guidance on cocooning and social distancing.Some of these measures are already underway, through various cross-government efforts such as the Community Call, In This Together and Still Here initiatives and campaigns.The Roadmap also acknowledges the need to continue to work intensively on our approach to travel restrictions and controls at ports and airports and our co-operation with Northern Ireland , the UK and our EU partners.

Looking forward to Phase 1 of re-opening the Country

Thankfully some normality resumes for selected businesses next week, as phase 1 of the government&#39;s roadmap for reopening of the country begins on the 18th May. Employers Recruiting as Phase 1 of re-opening the Country begins May 18th

The Teachers’ unions have voiced concerns with Department of Education officials about the health implications for members if the Leaving Cert goes ahead later this summer.Among the concerns relate to the safety thresholds for numbers that will be allowed in classrooms and exam halls, according to sources.The executive committees of the Association of Secondary Teachers, Ireland (ASTI) and the Teachers’ Union of Ireland (TUI) both met on Wednesday night to discuss these issues and what role their members may play in grading Leaving Cert students if the exams are cancelled.It followed a meeting attended by Minister for Education Joe McHugh on Wednesday, during which a number of alternatives to the written exams were discussed, including predicted or expected grades. This is an option that is being implemented by other countries across the World in light of the current health risks.<h4>Viable alternative</h4>Well-placed sources said at last night’s meetings there was a recognition among Teachers that an urgent alternative to the Leaving Cert is required and members need to be seen to support students.The views of both unions will be crucial is determining what viable alternative assessment options can be put forward.The development comes as a new survey shows an overwhelming majority of Leaving Cert students want the exams to be cancelled and replaced with estimated grades. Also, over 26,000 people have voted for the Cancellation of the Leaving Cert 2020 and in its place a system whereby college will look at past results from 5th and 6th year, obtain references from teachers detailing the results that they feel the student would have been capable of receiving. Finally an interview process conducted by the relevant faculties depending on the students chosen course.To Sign the Petition click <a href="https://www.change.org/p/department-of-education-and-skills-covid-19-change-to-the-2020-leaving-cert">here </a>In the Dail Debates today;Taoiseach Leo Varadkar has said that if the Leaving Cert exams are cancelled &quot;we have to make sure that we put in place an alternative&quot;.Speaking in the Dáil, he said is was &quot;extremely difficult&quot; to come up with an alternative that would be fair.He said this was &quot;the kind of work that is being done now at the moment involving the unions [and other parties] and that is going to be difficult&quot;.He has said the issue of the Leaving Cert is one that the Government wants to bring to a conclusion this week.He said that while it was possible to hold the exam within public health guidelines, it would not be the Leaving Cert &quot;as we know it&quot;. Responding to questions from Solidarity/People Before Profit&#39;s Mick Barry, he said he totally appreciated that the uncertainty was causing enormous stress.Mr Barry said that in 20 years as a public representative he had never before seen a Government decision cause so much mental anguish to young people.He said a survey of students found four out of five did not want the exams to go ahead.He told the Dáil they felt they were being forced to do exams against their will.He said he had held an online meeting last night with 2,500 Leaving Cert students and he asked for a committment to cancelling the exams.It comes as discussions on reaching a definitive decision as to whether or not to hold exams for this year&#39;s Leaving Certificate students continue today after teacher representatives were briefed at trade union meetings last night.ASTI and TUI executive committee members discussed other mechanisms for measuring student attainment, such as predicted grading and school profiling.Union reps were briefed on grave problems that the State Examinations Commission has identified with holding the exams, including the difficulty of maintaining social distance between students.Teachers discussed the feasibility of using existing data, such as school track records to arrive at alternative ways of assessing students.They also discussed the feasibility of awarding predicted grades.Discussions between the Department and education partners will continue.Ultimately though this is a decision for government and a decision is expected soon.Minister for Education Joe McHugh and officials from his department met student, teacher, parent and other education representatives yesterday.It is understood discussion at the meeting centred on a range of options, including holding the exams starting on 29 July, which is the current plan.The meeting also discussed other models of assessment, including predicted grades.In a statement issued after the meeting, Mr McHugh thanked participants &quot;for their ongoing engagement and support&quot;.He said the discussions would &quot;assist in making decisions regarding arrangements for the Leaving Certificate that have students&#39; best interests at heart and that are guided at all times by the public health advice&quot;.

Teachers concerned about health implications if Leaving Cert goes ahead

Google have started using government data and other sources to review whether or not businesses should be marked in searches as OPEN or TEMPORARILY CLOSED in Google Maps &amp; Search results during COVID Lockdown.Many businesses depend on Google Maps and Search to drive customers to their locations, but during the coronavirus outbreak many businesses have obviously had to shut down temporarily, so this is why Google Maps is adding a “temporarily closed” option However, in some cases businesses may have been marked as temporarily closed even though they may still be open, even if it&#39;s just for online, collections or deliveries. We would advise to check the status of your business by searching on Google and checking the results to be on the safe side.If they are incorrect you can correct them.The Temporarily Closed feature may be helpful to keep customers informed during Lockdown. A new page on Google’s support forums explains how business owners can mark their location as “temporarily closed” in Maps and Search if your business is incorrectly showing as open. The COVID-19 pandemic has presented unprecedented challenges for businesses in Ireland and
across the globe. The new circumstances have presented great difficulties for employers and
employees alike. The Government is continuing to address the changing situation and to assist
companies and has introduced a range of measures and supports in this regard.
The link below is for an official online, downloadable Guide was compiled to provide a comprehensive resource for businesses trying to manage their way through this current situation. This Guide contains detailed information on a huge range of supports from this Department and other Government Departments and Agencies and advice on other practical steps businesses can take at this time.
To ensure ease of access to this information, the Guide is divided into 5 sections and also includes
an Appendix which contains a COVID-19 Business Continuity Checklist which outlines some of the
key risks to businesses as well as preparatory actions that can be taken to respond.
Part 1 highlights a number of practical steps that businesses can initially take such as talking to your
bank and checking your insurance details.
Part 2 sets out in detail the business supports that are available, ranging from loans to grants to
vouchers to mentoring. These include the €450m Strategic Banking Corporation Ireland (SBCI)
COVID-19 Working Capital Scheme, Enterprise Ireland supports including the €2,500 Lean Business
Continuity Voucher and the €5,000 Business Financial Planning Grant as well as supports from the
Local Enterprise Offices (LEOs) like the Trading Online Voucher and the Mentor Programme.
Part 3 of the Guide outlines other Government supports that are available to businesses. Details
are provided on the Pandemic Unemployment Payment, the Temporary Wage Subsidy Scheme and
short time work supports. In addition, links are provided to other important resources like the NSAI
Workplace and Retail Protection and Improvement Guides, details on commercial rates deferral and
amendments to planning and development regulations to temporarily allow restaurants to operate
as takeaways, etc.
Part 4 provides information on the COVID-19 Rapid Response Funding Call which was developed
by the Government’s research and innovation agencies to help respond to the COVID-19 pandemic.
This Call is an agile and adaptive initiative to support development of innovative solutions (including
STEM-based, social/behavioural science) that can have rapid demonstrable impact on the current
COVID-19 crisis in Ireland.

It&#39;s the feeling of being out of control over a situation that makes us feel so scared. But we are all, globally, in the same boat. No one is immune from this trigger. If we recognize that we are not alone and that everyone is feeling tense right now, that will go a long way towards achieving some equilibrium. So, take some deep cleansing breaths and embrace these tips for managing anxiety during the coronavirus outbreak:Get Prepared. Make a list of items to purchase this week, the things that will keep you and your family functioning during the uncertain weeks ahead. After your fridge and pantry are stocked you will feel less anxious about potentially being homebound. If you are on any prescription drugs it is wise to get at least a two-month supply now - talk to your Chemist they will advise you. Don’t forget to grab some over-the-counter basics, like Paracetamol etc.Supplements. Begin boosting your immune system now by supplementing your diet with vitamin D, vitamin C, and zinc. In addition, it will be wise to grab some B-complex vitamins.Pet food. If you have pets, remember to plan ahead for them as well. Stock up on food and treats for a two-month period. Knowing your pet will be well fed will reduce stress.Entertainment Plans. If it happens that we are to remain in our homes for a prolonged period of a few weeks, why not get a couple of new board games or books. Make a list of all the shows on Netflix you have been wanting to see but never had the time. Unleash your creative juices and make jewellery, draw, paint, or make crafts—at least that will feel productive. Avoid News Binging. While in fear mode it is completely natural to want to know the updates on the virus. However, watching wall-to-wall news will likely increase feelings of distress and anxiety. Seeing newscasts about the number of cases in not only our country but across the world can become a heavy stress burden. Instead, grab an update in the morning and a wrap-up in the evening, but fill that in-between time with productive or recreational activities.Exercise. Within protocol get outdoors, take a hearty walk, a bike ride, or run. This will expose you to vitamin D through sunshine, which can help improve mood, as well as provide mental health benefits. Indoor exercise activities can be achieved through yoga or workout routines posted on YouTube. The videos offer a variety of toning, stretching and movements that can keep you in shape during a quarantine. Relaxation Techniques. Another way to increase relaxation and improve overall wellbeing is through practicing mindfulness techniques, deep-breathing exercises, or guided meditation. Mindfulness is the purposeful practice of focusing on the present moment. It helps you shift your wandering stressful thoughts back to the here and now, where you address the emotions, how you feel physically, and all sensations and accept them without judgment. Deep breathing exercises are very effective in quickly reducing stress and lowering blood pressure when fears about the coronavirus take a grip. Special Needs Assistants in schools are to be reassigned temporarily to other duties in essential public services as part of the state&#39;s response to Covid-19.Minister for Education Joe McHugh today announced a process has been set up by the Public Appointments Service to put the country&#39;s 16,000 SNAs on standby to free up frontline workers for essential services.They will be asked to replace nurses and other medical staff in settings such as community healthcare facilities for children with disabilities so that those healthcare staff can transfer to frontline services.<h1></h1><h2>All Special Needs Assistants to be available for work in some essential public services</h2>The Minister for Education and Skills Joe McHugh TD has today announced a contingency plan for all Special Needs Assistants to be available for a new temporary assignment scheme as part of the Government’s response to Covid-19.A dedicated process has been set up by the Public Appointments Service on publicjobs.ie to put SNAs on standby to free up frontline workers for essential services.The move is part of a wider temporary assignment scheme which is opening for public sector employees.All schools are currently closed under Covid-19 restrictions. 16,000 SNAs to be put on standby to free up Frontline Workers 

The Chairman of the Revenue Commissioners Niall Cody has urged more businesses to sign up for the government&#39;s Covid-19 wage subsidy scheme, which will see employees receiving between 75% - 100% of their wages rather than laying people off.He assured employers that they will not be deemed insolvent if they avail of the government&#39;s Covid-19 wage subsidy scheme, in fact he said it will be a “Mark of honour for employers who did the right thing&quot;.Concerns had emerged that an unpaid wages declaration would effectively be an admission that employers were trading while insolvent.The key criterion is an employer&#39;s declaration that disruption brought about by the pandemic has resulted in sales being cut by 25%.The Chairman of the Revenue Commissioners Niall Cody said that he does not believe it will be a challenge for employers to prove that their income has been reduced by more than 25% during this crisis.Chartered Accountants Ireland has recommended that employers keep any supporting records to demonstrate the negative impact so they can clarify issues with Revenue, should they arise.The Revenue Chairman has however urged employers to be careful when filling out applications for the Government&#39;s Covid-19 wage subsidy scheme to ensure that they fill their details in correctly. Niall Cody said there are 26,000 employers in the scheme already but there is still a small number, in the hundreds, that entered incorrect bank details. Mr Cody said this means Revenue is &quot;sitting on money&quot; that it wants to pay out to companies. He told Morning Ireland that €8m was paid to the scheme yesterday and €9m will be paid today.He added that he believes that number will continue to rise. Niall Cody said employers should not worry about being published on the list of companies who applied for the scheme and as mentioned previously he said it will be &quot;a mark of honour for employers who did the right thing&quot;. Mr Cody said Revenue guidelines show that even if a company has cash reserves for debt or future expansions they can still qualify for the scheme. The purpose of the scheme, he said, is to support employers and leave them in a position to be a valid business when the recovery comes.Mr Cody said businesses applying for the scheme will have an ongoing relationship with Revenue and he does not anticipate that many businesses will need to be reviewed at the end of the scheme.The purpose for the scheme is to leave companies in a position to be a viable business when we get through COVID-19.  Hear his full interview on this link <a href="https://www.rte.ie/news/business/2020/0331/1127480-revenue-on-wage-subsidy-scheme/">HERE</a>

<h1></h1><h2>Government has confirmed that part-time workers can avail of Covid-19 payment</h2>The Department of Employment Affairs and Social Protection has said that part-time workers can avail of the new emergency Covid-19 Pandemic Unemployment Payment.The Department said the income support can be claimed by people aged between 18 and 66, who are resident in Ireland, have become &quot;fully unemployed&quot; as a result of the virus, and are not being paid by their employer.They must have been in employment or self-employment on or after 6 March – a condition that will allow to factor in people who may have been on shift, short time, or other atypical work patterns prior to the commencement of the benefit entitlement on 13 March.However the Department states clearly: &quot;There is no restriction on the number of hours the person has to have been working. The only requirement is that they have become fully unemployed since 13th March, 2020&quot;.This means that anyone who was working part-time and claiming a Jobseeker payment either casually or on a systematic short-time basis (Short Time Work Support) is entitled to the payment - again provided they have now become fully unemployed.The Department also said: &quot;If a rate of payment higher than €350 per week is due, an adjustment will be made to the existing claim&quot;.Eligible applicants must apply either online at www.mywelfare.ie or by completing a paper application form. The Department has experienced unprecedented demand for income supports including the Covid-19 Pandemic Unemployment Payment and Jobseeker payments since 13 March.It said it is working on a technical solution to enable the payment to be made as soon as possible to these &quot;casual customers&quot; who interact with the Department on an intermittent basis.Further Details; The rate for this payment increased on the 24th of March. This new subsidy will cover 70% the net salary of workers, up to a maximum of €410 per week. Many employers will ‘top-up’ this salary to pay their workers as close as possible to their normal full wage. The payment will also be made to people who are self-employed but whose trade has temporarily ceased.Do not claim the Covid-19 Pandemic Unemployment Payment if your employer has not laid you off or if you were not previously in employment or if you are still in receipt of employment income, or if your employer takes you back onto their payroll.If you think you inadvertently applied for the Covid-19 Pandemic Unemployment Payment, or if your employer has re-employed you under the new Temporary Wage Subsidy Scheme, you must close your Covid-19 Pandemic Unemployment Payment claim now. This ensures that we can process claims for people who really need the support as quickly as possible.For more information and to apply for the COVID-19 Pandemic Unemployment Payment <a href="https://www.gov.ie/en/service/be74d3-covid-19-pandemic-unemployment-payment/">click here.</a>Payment Update for COVID-19 Pandemic Unemployment Payment and Jobseeker ClaimsPublished: 26 March 2020From: Department of Employment Affairs and Social ProtectionThe Department of Employment Affairs and Social Protection has experienced unprecedented demand for income supports including the COVID-19 Pandemic Unemployment Payment and Jobseeker payments since 13 March.The level of demand equates to 10 months normal claim-load in just 10 working days.The department wishes to assure its customers that it is processing these claims as fast as possible and that staff have been working long hours, over weekends and the bank holiday to ensure that claims are processed as quickly as possible.The first COVID-19 related payments, for approximately 90% of claims received from 13 – 19 March were issued last Friday, 20 March and were in customer’s bank accounts on Tuesday, 24 March.Some payments did not go forward for various reasons. This is normal. For example some claims may not have met eligibility criteria. Other payments may have been held back due to an error with an IBAN number or an inconsistency between PPSNs. The department is working very hard to resolve these issues and is contacting the customers concerned directly.Again this week nearly all claims received since 19 March and up to close of business today (Thursday 26 March) will be processed for payment tomorrow, Friday and will be in customer&#39;s bank accounts on Tuesday 31 March.The department is processing payments into Irish bank accounts and via the Post Office network only. We wish to reassure people that where they are entitled they will receive a payment from the department as soon as possible. Should there be any issues with individual payments the department will contact the claimants directly.<h2>COVID-19 Enhanced Illness Benefit</h2>If you have been diagnosed with COVID-19, or are medically certified to self-isolate as a result of COVID-19, you can apply for <a href="https://www.gov.ie/en/service/df55ae-how-to-apply-for-illness-benefit-for-covid-19-absences/">Illness Benefit for COVID-19</a> absences which is higher than the standard rate. <a href="https://www.gov.ie/en/service/df55ae-how-to-apply-for-illness-benefit-for-covid-19-absences/">You can apply for this whether you are an employee or if you are self-employed.</a>If you are a worker affected by COVID-19 (Coronavirus) there are various payments that you can claim from the department.As well as this, you do not need to sign on or attend back to work courses for as long as the Coronavirus pandemic lasts.
