<h1></h1><h2>Ireland placed on Level 5 Restrictions of the Plan for Living with COVID-19 - with a number of specific adjustments</h2>The government has today agreed that from midnight on 24 December until 12 January, Level 5 restrictions will apply nationally. There will be a number of specific adjustments to Level 5 and, in addition, certain transitional arrangements will apply during the Christmas period.The government has considered a number of factors in arriving at this decision, including NPHET concerns at the rapid increase in COVID-19 case numbers over recent days, the nature of social interaction likely to take place over the Christmas period involving mixing between younger and older people and the risk that this could lead to a wave of infection with a higher risk age profile.The government has also considered the economic and social impacts of the re-introduction of Level 5 restrictions. A double rate of Covid Restrictions Support Scheme (CRSS) will be paid for two weeks to businesses that are forced to close as a direct result of government restrictions on 26 December. Commercial rates relief will apply for affected areas for Q1 2021.The adjustments to Level 5 are as follows:<ul><li>non-essential retail may remain open. <h1></h1><h2>Minister Donohoe announces additional ‘restart week’ under Covid Restrictions Support Scheme to assist businesses in reopening</h2>The Minister for Finance, Paschal Donohoe TD, has announced an enhancement to the Covid Restrictions Support Scheme (CRSS) whereby businesses can claim for an additional one week payment to assist them in reopening after a period of Covid restrictions.The extra week which will be provided for by way of an amendment to Section 11 of the Finance Bill, will be paid to businesses the week after the restrictions are lifted as a further support to businesses on reopening. This is designed to take account of the fact that businesses may take some time and incur additional cost as they re-open once the restrictions are lifted.The additional week is payable if the restrictions are in place for 3 weeks or more and can be claimed at the end of the restriction period.The CRSS is a targeted support for businesses significantly impacted by restrictions introduced by the Government under public health regulations to combat the effects of the Covid-19 pandemic.A two-step process is necessary to make a claim under the CRSS. The qualifying person must first register for CRSS on Revenue Online Service’ (ROS) and then complete a claim in respect of a claim period or claim periods. Revenue have been accepting registrations for the scheme since 1 November, and the claims process is open since 17th November with over €45.5million in payments already issued.The details of the scheme have been published in Finance Bill 2020 and the key features of the scheme are:<ul><li>CRSS is designed to assist those businesses, who as a direct result of the restrictions as set out in the Government’s ‘Living with Covid-19’ Plan, have been forced to temporarily close or been significantly impacted in operating from their premises;</li><li>The scheme will generally operate when Level 3 or higher is in place and will cease when restrictions are lifted;</li><li>The scheme will apply to businesses where Government restrictions prohibit or reduce access by customers to their business premises;</li><li>Qualifying businesses can apply to the Revenue Commissioners for a cash payment in respect of an advance credit for trading expenses for the period of the restrictions;</li><li>To qualify under the scheme, a business must be able to demonstrate that, because of the Covid restrictions, the turnover of the business in the period for which the restrictions are in operation, and for which a claim is made, will be no more than 25% of an amount equal to the average weekly turnover of the business in 2019 (or average weekly turnover in 2020 in the case of a new business) multiplied by the number of weeks in the period for which a claim is made;</li><li>The scheme will operate from 13 October 2020 to 31 March 2021 and there is provision for the Minister for Finance to vary aspects of the scheme by Ministerial Order.</li></ul>Revenue have published an overview of the scheme with some detailed examples, together with guidance on the operation of the scheme on www.revenue.ie.The Minister for Finance, Paschal Donohoe said:<blockquote>’I am confident that the Covid Restrictions Support Scheme will provide much needed support to businesses that have had to close as a result of the restrictions necessary to address the spread of the Covid 19 virus. As we anticipate changes to the restrictions in the coming period, there will be an extra payment available to those businesses who can reopen to help with these expected and associated costs. This may be claimed through the Revenue Online System as was the case with the CRSS claims’.</blockquote><blockquote>“The additional week is payable if the restrictions are in place for three weeks or more and can be claimed at the end of the restriction period. We understand the difficulties businesses and individuals are facing and the Government remains committed to timely and targeted supports. The CRSS is just one part of the Government’s supports, which also include the wage subsidy schemes and temporary reduction in the VAT rate. Specific sectoral schemes are also being rolled out which will support many businesses who may not qualify for CRSS.</blockquote><blockquote>“The scheme came into effect from Budget day 13th October and the scheme will be implemented by the Revenue Commissioners. Revenue has been accepting registrations for the scheme since 1 November, and the claims process has been open since 17th November with over €45.5million in payments already issued. Claims can still be submitted to cover the period covering the current period of restrictions (to 1 December) until December 8th.</blockquote><blockquote>“I’m encouraging all eligible businesses to register with Revenue on ROS for the scheme so that they can participate in the scheme with payments issuing in 2-3 days following receipt of a valid claim. <h1></h1><h2>Pandemic Unemployment Payment will remain open for new entrants until end March 2021</h2>The change comes on the back of concerns from the retail and hospitality sector, that the closing date would act as a disincentive for workers to return to work in the run up to Christmas.Commenting on the extension, Minister Humphreys said:<blockquote>“By keeping the PUP scheme open to new applicants until March 31st 2021, we are providing certainty to employees who may be returning to work in the run-up to the Christmas period.</blockquote><blockquote>I have listened to the retail and hospitality sector and I know they have had concerns that closing PUP to new entrants on December 31st, as originally planned, would act as disincentive to take up work.</blockquote><blockquote>“Workers can be re-assured that if they have to re-apply for PUP in January, February or March, they will have an entitlement to the payment.</blockquote>Also extending the waiver on the waiting days for jobseeker’s paymentsMinister Humphreys also added:<blockquote>“In line with keeping the PUP scheme open for applications, I am also extending the waiver on the waiting days for jobseeker’s payments. This will ensure that individuals who get temporary work between now and the end of March, and who lose their job can claim a jobseeker’s payment and receive their income support immediately.</blockquote><blockquote>“Workers can be re-assured that if they have to re-apply for PUP in January, February or March, they will have an entitlement to the payment.</blockquote><blockquote>“The Pandemic Unemployment Payment has proved to be an extremely effective tool in responding to the economic impact of Covid-19 and in cushioning hundreds of thousands individuals and families from sudden income shocks.</blockquote><blockquote>“This extension will help mitigate the risk that employees might think they would encounter were they to take up work in the lead-in to Christmas. It’s about giving employees some peace of mind.”</blockquote>The extension of the closing date to 31st March will ensure workers can still access the PUP in January in the event that their employment ceases after Christmas. The closing date for new applications was originally 31st December.To date, over €4.3 billion has been paid out under PUP to hundreds of thousands of people who lost their jobs as a result of the Pandemic.The Minister added:<blockquote>“The Pandemic Unemployment Payment has proved to be an extremely effective tool in responding to the economic impact of Covid-19 and in cushioning hundreds of thousands individuals and families from sudden income shocks.</blockquote><blockquote>“This extension will help mitigate the risk that employees might think they would encounter were they to take up work in the lead-in to Christmas. It’s about giving employees some peace of mind.”</blockquote><h4>Extension of the waiver on waiting days for jobseeker’s payments</h4>Minister Humphreys also secured Government approval to extend the waiver on waiting days for Jobseeker payments until the end of March 2021.Ordinarily, when a person makes an application for jobseeker’s benefit or allowance, payment is not made for the first three days of unemployment – these are called &#39;waiting days’. These waiting days will continue to be waived on applications for Jobseeker’s payments until the end of March 2021.Minister Humphreys said:<blockquote>“In line with keeping the PUP scheme open for applications, I am also extending the waiver on the waiting days for jobseeker’s payments. Workers who return to work for Christmas can claim PUP afterwards

Google will donate 46 apartments in its huge Bolands Mill redevelopment to local public service workers, such as nurses and teachers, who will avail of rental rates below their market value for fixed terms. Google says it&#39;s doing this as a gesture to the local community in recognition of its 17 years there.Sundar Pichai told The Independent newspaper a while back that the technology giant was willing to subsidize the local housing sector. &quot;It&#39;s something we would think about doing over time,&quot; Pichai said. &quot;It makes sense for us as a company to do it and it&#39;s also the right thing to do.&quot;Pichai added that housing is one of the issues “we care about.” &quot;I think we are in the early stages here. I think being part of Dublin, for us, means it&#39;s important that we get our development right in a way that works for the community.&quot;Like other hubs elsewhere in the world, Dublin’s tech boom is having an impact on the local real estate market.Tech workers who gain on average around €100,000 a year are putting property prices out of budget for the rest of the population.In the U.S., Google is already spending some $1 billion for community housing in San Francisco to help reduce the city’s spiralling housing costs.Pichai said that his company wants to “engage with the community” and “do what is right.”&quot;If you look at Silicon Valley in the past, specifically companies like Hewlett Packard and it&#39;s founders, they invested a lot in the communities around them. In the San Francisco area, Google, Facebook and Apple have pledged $4.5bn towards general housing stock because of the acute problems there, some of which is caused by their success. Monthly rents for one-bedroom apartments regularly exceed $4,000, thanks to hundreds of thousands of richly-paid staff.Despite some easing off during the pandemic, rents in Dublin have proven to be surprisingly resilient. An average-sized two-bedroom (one bathroom) apartment on Pearse Street goes for €3,000 per month, or €36,000 per year, according to listings on Daft.ie. This is despite all of the talk about permanent work-from-home initiatives from Google, Facebook and others in the area. Living in the south inner city is, and will probably always be, in premium demand.A large part of that is Google and Facebook, the anchor corporate tenants in the docklands area. They employ over 10,000 (very) well paid people there. Tesco Ireland have announced that employees will be given a 10% Christmas bonus this year. &quot;Our colleagues continue to rise to the challenge of Covid 19 and we recognise that this will be a very different Christmas. <h2>Pfizer is creating about 300 new jobs at its manufacturing sites in Grange Castle in Co Dublin, Newbridge in Co Kildare and Ringaskiddy in Co Cork.</h2>The US drugs company said it is investing about €300m in its Irish operations to support the further development of the three sites.The investment and hiring of the new jobs will be completed over the next two to three years. Pfizer has been operating in Ireland since 1969 and has 4,000 workers across six locations based in Cork, Dublin, and Kildare. The new roles include comprise a broad range of highly skilled positions including analysts, technicians, engineers, scientists, technologists, quality specialists, data analysts and chemists. Pfizer said its latest investment will upgrade and enhance its facilities, expand manufacturing and laboratory capacity and add new technologies to ensure it is ready to support the next wave of medical innovations. It said that part of the investment includes the initial stage of a project to construct a development facility on its existing Ringaskiddy site to manufacture pharmaceutical compounds for the company&#39;s clinical trials globally. &quot;This is a very important development as it expands Pfizer&#39;s role in Ireland from the manufacture of already approved medicines into supporting the earlier phases of new medicine development,&quot; the company said.Pfizer&#39;s Irish sites manufacture medicines and vaccines in the areas of arthritis, inflammation, cancer, anti-infectives, haemophilia, pain and stroke. Paul Reid, Country Manager of Pfizer Healthcare Ireland, said the company&#39;s purpose is to discover breakthrough medicines that change patients&#39; lives.He said these new positions are key roles within the organisation and play an important function in the manufacturing and delivery of medicines to patients worldwide. &quot;Currently we are focused on our Covid-19 efforts, including our vaccine development programme.
