Job Description Prison Clerical Officers fill many different roles within prisons and supporting units across the organisation, particularly in the areas of general administration; human resource management; prisoner administration; financial administration; medical administration; governance, compliance, risk management and health and safety; and stores management in accordance with prescribed instructions typically set out in SOPs. Prison Clerical Officers normally report to and are supervised by a Prison Executive Officer. While administrative officers have no direct role in the safe and secure custody of prisoners, Prison Clerical Officers may be required to engage with prisoners and/or their families and may be required to work side by side with prisoners in controlled environments such as the prison stores. An overview of the key accountabilities associated with the role of Prison Clerical Officer both within a prison context and across the wider organisation is outlined below. 1. GeneralAdministration a. Performing general office management tasks. b. Administering incoming and outgoing post, emails and phone calls. c. Scheduling, co-ordinating, attending and taking minutes of meetings. d. Managing files e.g. staff, prisoners, contractors, etc. e. Drafting letters, analysing reports and preparing documents, statistics and records. f. Photocopying and scanning documents. g. Actively participating in peer-to-peer coaching and skills sharing, to ensure best practices are achieved across the prison administration network. h. Providing administrative support to the Prison Governor. i. Managing the diary of the Prison Governor. 2. HR Administration a. Processing travel and subsistence claims (subject to prior sign-off by relevant manager) in accordance with policies and SOP. b. Applying and administering the Absence Management Policy, Performance Management Development System (PMDS), Probation Policy, Civil Service Disciplinary Codes, awarding of Length of Service Medals, etc in accordance with policies and SOP. c. Recording unauthorised absences on Clockwise and People XD in accordance with policies and SOP. d. Administering correspondence including forms, applications, medical certificate and notifications on individual staff files in accordance with policies and SOP. e. Preparing staff files for secure and timely transfer when staff are assigned to new locations in accordance with policies and SOP. f. Communicating with the HR Directorate regarding staff queries and requests for information. g. Liaising with the Detail Office ,HR Governor and IPS HR Directorate regarding HR matters. h. Ensuring that any personal data processed (using personal data in any way, including; collecting, storing, retrieving, consulting, disclosing or sharing with someone else, erasing, or destroying personal data) is done so in compliance with data protection legislation and medical confidentiality and effectively contribute tothe organisation’s data analytics policy and performance metrics. i. Communicating HR information to individual staff. 3. Prisoner/General OfficeAdministration a. Processing prisoner information at committal (collecting and verifying personal details, and recording on the Prisoner Information Management System [PIMS]) in accordance with policies and SOPs. b. Creating and managing prisoner files (paper and electronic) in accordance with policies and SOPs. c. Recording and processing warrants, calculating prisoner sentences and presenting to the relevant line manager for review and approval in accordance with policies and SOPs. d. Preparing daily discharge papers; preparing prisoner profiles and daily discharges for the Courts and hospital visits; and presenting to the relevant line manager for review and approval in accordance with policies andSOPs. e. Co-ordinating secure transportation for prisoners to attend court, hospital, etc with the Prison Service Escort Corps (PSEC) and An Garda Síochána in accordance with policies andSOPs. f. Recording, logging and checking prisoners’ transfers from otherPrisons in accordance with policies and SOPs. g. Processing and recording returns from Court and ensuring all new court dates andwarrants are entered on the Prisoner Information Management System (PIMS) and approved by the line manager in accordance with policies and SOPs. h. Processing, liaising and recording temporary release applications onthe Prisoner Information Management System and engaging with Operations Directorate to ensure appropriate approval is obtained in accordance with policies and SOPs. i. Processing inter-prison transfer requests received from senior managers and engaging with Operations Directorate to ensure appropriate approval is obtained in accordance with policies and SOPs. j. Creating prisoner accounts on the Prisoner Account Management System (PAMS) in accordance with policies and SOPs. k. Processing and recording daily transaction requests on the Prisoner Accounts Management System (PAMS) in accordance with policies andSOPs l. Balancing and reconciling cash and presenting to the Imprest holder for review and sign off in accordance with policies and SOPs. m. Securing and recording prisoner valuables on the Prisoner Information Management System (PIMS) in accordance with policies andSOPs. n. Administering prisoner complaints in accordance with policies andSOPs. o. Administering parole applications in accordance with policies and SOPs. p. Administering legal correspondence/ queries in accordance with policies and SOPs. q. Administering online visits requests/ professional visits in accordancewith policies and SOPs. r. Actively role modelling positive behaviours in your general appearance, demeanour, in your daily interactions with colleagues and prisoners and by ensuring that decisions relating to prisoners’ requests are responded to quickly and the prisoner understands the justification for thedecision. 4. Financial Administration a. Preparing and reconciling Imprest Account in accordance with policies and SOPs. b. Counting, securing, lodging and accounting for cash held in the prison and accurately maintaining supporting documentation for sign-off by the relevant line manager daily in accordance with policies and SOPs. c. Ensuring all cash transactions are reconciled and signed off on Prisoner Accounts Management System (PAMS) in accordance with policies and SOPs. d. Preparing monthly Tuck Shopaccounts in accordance with policies and SOPs. e. Preparing quarterly Prisoner Assistance Programme Fund (PAPF) accounts in accordance with policies andSOPs. f. Providing input to the annual Appropriation Account in accordance with policies and SOPs. g. Completing and submitting annual Prisoner Assistance Programme Fund (PAPF) forecast in accordance with policies and SOPs. 5. MedicalAdministration a. Logging and co-ordinating applications for hospital appointments in accordance with policies andSOPs. b. Scanning signed prescription list to pharmacies from clinics inconsultation with the Doctor in accordance with policies and SOPs. c. Printing and scanning medical records in response to requests to the Governor in respect oflitigation, complaints, requests fromthe State Claims Agency, the Inspector of Prisons, solicitor queries etc in accordance with policies and SOPs. d. Updating medical records on thePrison Healthcare Management System (PMMS). e. Respecting and protecting prisoner medical data. 6. Governance,compliance, riskmanagement and health and safety: a. Complying with the Prison Rules, Health and Safety legislation, other legislative frameworks, IPS Policies, SOPs, local orders; and respecting,protecting and upholding the human rights and statutory entitlements of prisoners in the performance of their roles. b. Providing administrative support to the Health and SafetyCo-Ordinator. c. Logging and administering all health and safety incidents on the National Incident Management System (NIMS) in accordancewith policies and SOPs. d. Liaising with the State Claims Agency regarding prison risk. e. Recording maintenance issues on Maintenance Environmental Safety Hazard (MESH) system and liaising with the Chief Trades Officer regarding the closing off of reported issues. f. Liaising with the Visiting Committee, the Inspector of Prisons and other monitoring and inspection bodies. 7. Stores Management: a. Procuring and ordering allprison supplies including food and consumables in accordance with policies and SOPs. b. Managing and recording inventory, including accepting and receipting deliveries, checking and reporting any traces of tampering of packaging or potential breaches of security, updating the Oracle systemwith stock movements, undertaking regular stock takes and stock spot checks in accordance with policies and SOPs. c. Logging fixed asset movements and disposals on the Fixed Assets Register in accordance with policies and SOPs. d. Creating and processing maintenance purchases/requests using the Maintenance Environmental Safety Hazard (MESH) system in accordance with SOPs. e. Creating and processing invoices through Oracle on confirmation that all goods are received, and submit to the relevant line manager for approval. f. Recording fuel card transactions, managing the issue and return of cards and reconciling end of month statements. g. Ordering uniforms for specialisedareas and processing staff uniform returns. 8. Be preparedto: a. Performing or assisting in the performance of the duties and responsibilities of the Prison Executive Officer when required. b. Eligibility and Certain Restrictions on Eligibility to Compete Citizenship Requirements Eligible candidates must be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who has a stamp 4 permission* or a stamp 5 permission. *Please note that a 50 TEU visa, which is a replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4 equivalent. To qualify candidates must be eligible by the date of any job offer. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28 June 2012 to Personnel Officers introduced, with effect from 01 June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Earl Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re- employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of noneligibility). Department of Environment, Community & Local Government The Department of Environment, Community & Local Government Circular Letter LG (P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for reemployment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). Declaration: Applicants will be required to declare whether they have previously availed of a Public Service scheme of incentivised early retirement. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment. Principal Conditions of Service General The appointment is to a permanent post in the Civil Service and is subject to the Civil Service Regulations Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service. Pay The Prison Clerical Officer Salary PCC Scale (rates effective 1 October 2024) is as follows: €32,232.00 €33,731.00 €34,853.00 €36,260.00 €37,336.00 €38,560.00 €39,951.00 €40,977.00 €42,317.00 €43,657.00 €45,001.00 €46,340.00 €47,673.00 €49,748.00 €51,389.00 €52,146.00 NMAX LSI1 LSI2 Personal Pension Contribution (PPC) The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is a civil servant or public servant recruited before 6th April 1995 and who is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Tenure The appointment is to a permanent position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date specified on the contract. During the period of your probationary contract, your performance will be subject to review by your supervisor(s) to determine whether you – (i) Have performed in a satisfactory manner, (ii) Have been satisfactory in general conduct, and (iii) Are suitable from the point of view of health with particular regard to sick leave. Prior to the completion of the probationary contract a decision will be made as to whether or not you will be retained pursuant to Section 5A(2) Civil Service Regulation Acts 1956– 2005. This decision will be based on your performance assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to you by the Irish Prison Service and you will be given a copy of the Department of Public Expenditure and Reform’s guidelines on probation. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. Hours of attendance Hours of attendance will be fixed from time to time but will amount to not less than 39 hours net per week. The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the limits set down in the working time regulations. The rate of remuneration payable covers any extra attendance liability that may arise from time to time.
