Reporting Relationship Year 1 – Student Paramedic – General Manager, Tertiary Education or his / her designated alternate Year 2 - Under Graduate Paramedic Intern – General Manager, Tertiary Education or his / her designated alternate Year 3 - Post Graduate Paramedic Intern – District Operations Manager or his / her designated alternate The purpose of the post of Student Paramedic is to: ·        Successfully complete the course ·        Achieve the award of the BSc (Hons) in Paramedical Science, UCC ·        Secure Paramedic Registration with the Pre-Hospital Emergency Care Council ·        Successfully discharge the probationary period as an employee of the HSE ·        Secure enduring employment with the HSE as a PHECC Registered Paramedic Principal Duties and Responsibilities (PHECC Registered Paramedic) Clinical Responsibilities ●        Maintain PHECC Registration at the appropriate practitioner level through maintenance of relevant Clinical Professional Competence as prescribed by the PHECC ●        Deliver care to patients in a variety of settings and situations up to their level of competence i.e. Paramedic ●        Attend to cases of accident and sudden illness and respond to AS1, AS2 and AS3 calls in a prompt and timely manner ●        Demonstrate critical decision making when deciding on appropriate care delivery ●        Liaise effectively with medical support including clinical support lines, Trauma Units and Major Trauma Centres, Critical Care and Retrieval Services, Approved Mental Health Centres, Primary Care Teams and specialist teams in the community and acute setting. ●        Interpret clinical findings using both technology driven solutions such as Mobile Data Terminals, Patient Assessment equipment to include multifunction monitors as well as non-technology based tools such as physical examination and history gathering ●        Using structured clinical and environmental assessment tools develop clinical and operational solutions to patient presentations to include the administration of a wide range of medications and interventions in a specialist practitioner context ●        Identify events where own scope of practice is exceeded by the patient’s needs and seek appropriate additional or specialist support ●        Having critically assessed the patient’s clinical needs identify the most appropriate care pathway to include consideration of hospital by-pass to regional speciality centres alternatives to ED attendance, etc. ●        Work in collaboration with other colleagues and NEOC staff to effect the safe and dignified transportation of bariatric patients using specialised patient moving and handling equipment. ●        Act as a Patient advocate and speak up where poor practice is witnessed or identified ●        Provide clinical leadership when multiple practitioners are present ●        Show leadership amongst peers in the completion, audit, evaluation and development of clinical records including electronic Patient Care Report Forms (PCR) ●        Adhere to NAS Medicines Management Policy ●        Assist patient comfort in a professional, courteous and compassionate manner. ●        Communicate with a broad range of HSE and non HSE professionals as appropriate. ●        Adopt a “can do” and flexible approach to every situation. ●        Attend to patients in a professional courteous and compassionate manner using best practice including compliance with Clinical Practice Guidelines. ●        Support and participate in patient cohorting and the work of a Hospital Ambulance Liaison Person where deployed to reduce the impact of arrival to handover delays on patients awaiting a response in the community. Deployment/Flexibility ●        Work rosters as assigned as a Paramedic, carry out the duties of the Paramedic ●        During any shift, work in any Ambulance Station as assigned from time to time ●        Be prepared to participate in strategic deployment at any designated Main Ambulance Station, Small Station, Sub-Station or other location as may be implemented in the future ●        Where directed, split crews to ensure effective crewing of Emergency Ambulances or Rapid Response Vehicles ●        Support and participate in the deployment of Alternative Pathways Services focussed on non-conveyance ●        Work in the NEOC Clinical Hub if required to support Hear and Treat activities ●        Work in rotational roles where required, e.g. Primary Care Teams and Emergency Departments ●        Operate any NAS vehicle as and when directed for deployment to clinically appropriate calls as set out in the PHECC Dispatch Standard including Emergency Ambulances, Intermediate Care Vehicles, CCRS Vehicles, Rapid Response Vehicles, Aeromedical Services or any other transport modality deemed appropriate to support service delivery. ●        Report to a Supervisor or Manager as designated by the District Operations Manager ●        Comply with all Standing Operational Procedures including clinical, operational and NEOC related ●        Act within the principles of Framework for Major Emergency Management during major emergencies if the need arises and to carry such communications equipment as necessary and to be familiar with the Major Emergency Plan. ●        Participate in exercises and training sessions designed to improve the ability of the NAS to respond to a Major Emergency. ●        Communicate with a broad range of HSE and non HSE professionals as appropriate ●        Carry out duties in an acting up capacity as required ●        Paramedics in NAS are both professional and societal examples by maintaining a high standard of dress and appearance as well as conducting themselves in a responsible manner at all times. ●        Ensure appropriate details and method of communications are available to NAS to ensure any necessary contact outside of working hours is available and acted upon responsibly by you Development, Education & Training ·        Engage in the HSE performance achievement process in conjunction with your Line Manager and staff as appropriate. ●        Be an exemplar for the progression of the profession and support all continuous quality improvement initiatives ●        Take personal responsibility for maintaining your currency and competence in Paramedic practice ●        Take part in training and development programmes as appropriate. ●        Be prepared to undertake continuous professional development opportunities. ●        Support the development of colleagues. ●        Mentor Undergraduate and Post Graduate Paramedic Interns, including those from external agencies and foster an atmosphere of learning by example. ●        Co-operate fully with the role and function of Paramedic Tutors and Clinical Practice Facilitators ●        Facilitate both internal and external observer and student placements ●        Undergo such training as may be prescribed by the NAS for both organisational and individual development. ●        Identify and seek the support of the NAS for relevant professional development opportunities necessary to maintain and improve clinical competence. ●        Identify developmental opportunities within the work context and take part in activities, which lead to personal and professional development. ●        Interact with, support and mentor Community First Responders ●        Attend supervision and appraisal session with Supervisors and Managers as required. ●        Where relevant and deemed necessary by the Clinical Director, engage fully and willingly in the Return to Practice process Personal Health & Wellbeing ●        In the context of delivering high quality Emergency Medical Services, maintaining a level of physical fitness and on-going personal professional development appropriate to the role is essential ●        Foster good ensuring that it is fully equipped, visually checked for defects and that all equipment is functioning and ready for use in accordance with Service Procedures ●        As part of on-going professional development, ensure an up to date knowledge of equipment required to perform duties. ●        Carry out maintenance, equipment and drug checks on emergency ambulance, intermediate care and specialist vehicles as may be in service at any given time ●        Operate equipment in accordance with Standing Operational Procedures and manufacturer’s instructions ●        Maintain the NAS standards of cleanliness for vehicles, equipment and stations ●        Be personally responsible for not undertaking any task or action which would knowingly cause risk to self, others, or to the NAS ●        As far as is reasonably practicable attempt to prevent other people from undertaking tasks or actions which would knowingly cause risk to themselves, others, or to the NAS ●        Participate in briefing/training sessions and carry out any agreed control measures and duties as instructed ●        Comply with all Health and Safety guidelines, be familiar with Safety Statements and Site Any posts that may be offered, either specified purpose or permanent, full time and pensionable employment as a Registered Paramedic are subject to successful completion of the Paramedic Training Programme, successful discharge of the Paramedic Internship and successful acquisition of registration as a Paramedic with PHECC. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointments) Act 2004 and Public Service Management (Recruitment and Appointments) Amendment Act 2013. Remuneration The Salary scale as at 01/01/2024 is: €33,210 - €33,640 - €34,070 - €34,400 New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies. The salary for this role reflects the requirements set out in the eligibility criteria and is all inclusive. Hence no other allowances, including qualification allowances, or payments are payable with the exception of premia payments associated with shift working* or unsocial hours. *Qualification for shift allowance is subject to working a recurring cycle of shifts which involve days, nights and weekend working, i.e. covering a 24/7 period Working Week The hours of attendance i.e. average of 39 hours per week calculated over a predetermined period of time, involves shift work. You will be expected to be available for duty outside of the rostered hours as and when the need may arise. Shift patterns are normally of 8, 10 or 12 hours duration. The IRCG’s mission is deliver a world class search and rescue, maritime casualty, and pollution response service and their purpose include: • Reducing the loss of life within the Irish Search and Rescue Region and on rivers, lakes, and waterways. • Protecting the quality of the marine environment within the Irish Pollution Responsibility Zone, Harbours, and Maritime Local Authority areas and to preserve property. • Promoting safety standards, and by doing so, prevent, as far as possible, the loss of life at sea and on inland waters and other areas. • Providing an effective emergency response service. Coast Guard Units & Support Section The Coast Guard Units & Support (CGU&S) is a section within the IRCG. There are 44 CGUs divided into six sectors strategically located around the coast and on the inland waters of Ireland. Each of the six sectors is managed by a Coastal Unit Sector Manager (CUSM). All CGUs are staffed, trained, and equipped to provide a mixture of the current four core functions within their communities: • Coastal search capability • Cliff rescue capability • Boat rescue and support capability • Unmanned Aircraft System (drone) search capability CGUs are declared operational by CGU&S to the Operations section of IRCG who then task the units, as required, to respond in line with their unit capabilities. The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance. Sector Officer in the Irish Coast Guard

The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance Principal Duties and Responsibilities The duties of the post may include some or all of those listed below: • Supporting CGUs by undertaking the following tasks: o Conducting routine inspection of vehicles, buildings, boats, and equipment to a fixed schedule, completing appropriate checklists and administrative duties. o Initiating corrective action against defects, monitoring corrective actions, and maintaining defect records. o Managing CGU equipment, inventory and logistical requirements including associated administrative duties. o Managing local inventories. • Supporting management of the planned maintenance system. This includes recording, monitoring, and reviewing periodic service, maintenance, repair, inspection, and defect reports and compiling periodic reports on same. • Supporting maintenance and repair works undertaken by third party contractors, including associated logistical and administrative support. • Supporting the CUSM by assisting in the following tasks: o Effecting corrective actions to findings identified through audit, inspection, and safety meetings. o Managing and implementing the requirements of the safety management system. o Procuring goods, equipment, and services. o Managing the fixed asset register. o Managing inventory, vehicles, buildings, boats, and equipment including the update of computerised maintenance management system. o Providing general unit management support including logistical support and associated administrative tasks. • Carrying out any other duties relevant to the role that may be assigned to the Sector Officer from time to time. The position is a uniformed grade. The successful candidate will be required to wear their uniform in a presentable manner and to maintain a smart and neat appearance, as determined by Coast Guard Management. Working Environment The work will be divided between office and field. Depending on the needs of the business, a typical week may consist of 4 days travel and 1 day of office-based administrative duties. Please note, a significant amount of travel is required as Sector Officers are obliged to travel to various locations within their sector on a regular basis and on occasion to travel to other sectors as needed. Travel and subsistence payments will apply at central civil service rates. A panel will be formed from this competition to fill any further vacancies which may arise in any of the Sectors. Special Personal Attributes required for the performance of the job • Have a high standard of physical and mental fitness, as this post requires Officers to work in a professional emergency service. Good eyesight and hearing are essential. • In a safety sensitive organisation non-dependence on drugs is essential. In addition to the above, candidates must also be able to demonstrate the Key Competencies identified for effective performance at this level (detailed overleaf). Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister’s consent will have to be secured prior to employment by any Public Service body. Incentivised Scheme for Early Retirement (ISER): It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Housing, Planning, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for re-employment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). The appointment is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance increments may be payable in line will current Government Policy. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Annual Leave The appointee will be entitled to 23 days annual leave a year rising to 24 days a year after 5 years’ service, 25 days after 10 years’ service, 26 days after 12 years’ service and 27 days after 14 years’ service. This leave is exclusive of public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross and 35 hours net per week. Extra attendance will be compensated as set out in the requirements of Circular 14/2014. Location The officer’s headquarters will be within their sector or as may be designated from time to time by the Head of the Department. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices. Part II - Conditions which apply generally to this position Tenure & Probation The appointment is to an established position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date of appointment. During the period of the probationary contract, the appointee’s performance will be subject to review by the appropriate supervisor(s) to determine whether the officer: (i) Has performed in a satisfactory manner, and (ii) Has been satisfactory in general conduct, and (iii) Is suitable from the viewpoint of health with particular regard to sick leave. Prior to completion of the probationary contract a decision will be made as to whether or not the appointee will be retained pursuant to Section 5A (2) Civil Service Regulations Acts 1956-2005. This decision will be based on the appointee’s performance assessed against the criteria set out in (i) to (iii) above. The details of the probationary process will be explained to the appointee by the Department of Transport. A copy of Department of Public Expenditure and Reform guidelines on probation will also be made available to the appointee. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended, and your probation period suspended. • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation. • Probation may be suspended in cases such as absence due to a non-recurring illness, and • Any other statutory provision providing that probation shall - (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employees return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Duties The appointee will be required to perform any duties appropriate to the position, which may be assigned from time to time. Travel, both within their sector, and potentially the other five sectors, will be required. Retained Firefighters

Background: The Fire Service responds to all emergency calls from the public for assistance, primarily to protect life and save injury to individuals, but also to prevent and restrict damage to property. Many emergency calls are not just in relation to fires, but can be to incidents involving road traffic collisions, incidents involving chemical spillages or toxic emissions and river rescues, etc. In order to maintain this emergency response we need to recruit more Retained Firefighters. Without Retained Firefighters we will not be in a position to respond to emergency calls with speed and proficiency needed to protect the businesses and citizens of County Wexford and its surrounding areas. This could have a serious impact on communities and businesses in your area. What are Retained Firefighters? Retained Firefighters are On-Call Firefighters that go about their daily lives like any other member of the community, they are mechanics, electricians, parents, engineers and factory workers. Wexford Fire Service Firefighters consist of both men and women from within your community. An electronic alerter will notify then when a 999/112 call is received by the regional control centre in Dublin. When they receive the alert, Firefighters then have a maximum of 5 minutes to attend the station and quickly change into their Fire Kit and leave the station in a fire appliance. Normally a minimum crew of 5 highly skilled Firefighters will leave the station ready to tackle whatever emergency awaits them in a speedy and professional manner, saving lives, businesses and communities. When they have successfully completed their Firefighting roles they return to their normal daily routines. How long does it take to train a Firefighter? • Initial 3-week recruit induction course • 2 week Breathing Apparatus (BA) Course • 1 week Compartment Fire Behavior training • Emergency First Responder and Cardiac responder training There are also a number of other courses that Firefighters will complete during their career some of which are listed below. • Ongoing refresher training i.e., every 2 years complete 3-day BA refresher training • Hazardous Materials Course • ESDS training – HGV advanced driver training which is RSA accredited. • Pump Operators course • Officer training Qualifications 1. Character: Each applicant must be of good character. 2. Age: Each applicant must be at least 18 years of age and not more than 55 years on the closing date for receipt of application forms. Any candidate who reaches the age of 55 years prior to appointment will cease to be eligible for appointment on the result of this competition. 3. Education: On the closing date for receipt of completed applications, each candidate must:- (a) have obtained a good standard of general education. (b) hold a current Class B Driving Licence free from endorsement and have satisfactory experience of driving. Successful applicants will be required to obtain a Full Class B Driving Licence within 12 months of appointment. 4. Health: Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying the requirement as to health it will be necessary for a successful candidate, before he/she is appointed, to undergo a medical examination (which may include x-ray, physical fitness test and/or other special tests), and any further medical examinations required during his/her employment with the Fire Service, by a qualified medical practitioner to be nominated by the local authority. Candidates shall be required to submit details of their medical history to the Council's medical advisor. This information will be treated in the strictest confidence. Failure to successfully complete the medical may necessitate release from the Fire Service. 5. Garda Vetting: Each candidate will be required to co-operate with a Garda vetting procedure. The successful candidate must have Garda clearance. 6. Citizenship: Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa Please Note Selection shall be by means of a competition based on an interview, a basic numeracy/literacy test and a practical assessment, conducted by or on behalf of the local authority. 1. The employment is part-time and will be probationary for 6 months following appointment. 2. Age: A Fire-fighter must submit a birth certificate to the County Council as proof of age before they are engaged as a recruit. 3. On reaching 55 years of age, or sooner if found to be medically unfit, a Firefighter shall cease to be a Firefighter. The maximum age limit of 55 years may be lowered by the County Council should the normal age for retirement in employment generally be lowered and in such case, the age lower than 55 years shall apply. Fire-fighters who would be physically capable of working beyond age 55 have the option to continue working for a defined limited period (subject to compulsory medical assessment, on an annual basis). The extended optional period would be to age 58. No Retained Fire-fighter shall be employed beyond age 58, in accordance with the Report of the Expert Group on retirement age for Retained Firefighters (April 2003). 4. Rostering: Firefighters shall participate in any rostering arrangements as agreed. 5. A Firefighter must attend and satisfactorily complete each of the following courses during his/her probationary period or such longer time as the Council decides:- (a) Retained Recruit Firefighters Course AND (b) Breathing Apparatus Wearers Course AND (c) Any other course that the County Council may consider necessary. One repeat course will be provided should any Firefighter fail on the first attempt. Failure to successfully complete the repeat course(s) will result in the termination of the Firefighter’s employment. Some or all of the above courses will be held at a recognised training centre which may or may not be situated locally. Drill fees will be paid at the current hourly rate for Firefighters during training 6. A Firefighter must reside and work within 2.5 kms of the Fire Station. In addition, on receipt of an alert a Firefighter must be able to attend at the Fire Station within five minutes. A Firefighter, rostered on duty, must remain within convenient proximity of the Fire Station. Failure to respond promptly to fire or other calls shall, at the discretion of the County Council, result in termination of service. A Firefighter shall notify the Fire Authority in writing of any subsequent changes of residence or place of employment. A change of residence or place of employment that would place the Firefighter outside these limits will mean automatic termination of employment. A Firefighter shall be required to report for duty to the Fire Station in its present location, or in the event of change of location to such new location as may be decided by the Fire Authority. Changes in the location of the Fire Station will not result in payment of disturbance money or other compensation. 7. It shall be necessary for Firefighters to be released from their normal employment, on any occasion that attendance at fires or other emergencies shall be required. Written evidence from the employer as to availability must be provided and the County Council in its sole discretion shall decide as to whether the availability as so evidenced is acceptable. Self-employed persons must provide written evidence as to availability. Such written evidence must cover a candidate’s availability for initial training and on recruitment for fire and other calls, drills, training, and such other duties which he/she may be required by the County Council to perform. If the County Council deems his/her attendance to be unsatisfactory, it may terminate his/her service. 8. Absence from training or fire calls without good reason will lead to disciplinary proceedings which may include suspension without pay and dismissal from the Fire Service. 9. All Firefighters joining the Fire Service after the 15th June 1996, will, as a condition of their employment, operate and be remunerated in accordance with the revised working practices introduced on the basis of the report of the Wexford Fire Services Working Group (November 1995) and the findings of the Arbitrator, Mr. John O'Connell, dated 14th June 1996 and will be subject to Composite Agreement of August 1999. This condition will apply whether or not the changes proposed have been introduced on the date of appointment. 10. Firefighters are required to attend Fire Service Training Programmes which will include: • Regular or weekly training sessions, • The training itemised at 5 above, • Full day training session or major emergency exercises, • Other training arranged by the Chief Fire Officer including training courses outside County Wexford, • It shall be necessary for each Firefighter to undertake driving instructions for fire brigade appliances, as and when decided by the employer in order to qualify as a Category C driver. 11. A Firefighter shall be available at all times when required for attendance at fires or other incidents. 12. Firefighters will be called to attend fires in a manner to be decided by the Chief Fire Officer which may include the following: (a) Pocket Alerter Firefighters will co-operate in reasonable measures designed to facilitate call out. In particular, each Firefighter shall carry a Fire Service pocket alerter at all times and it shall be his/her responsibility to ensure that it is kept in proper working order. 13. When required, a Firefighter will substitute for any other Firefighter absent through sickness, annual leave or any other reason. 14. A Firefighter shall be responsible for items of personal equipment issued to him/her in connection with his/her employment. 15. Firefighters are issued with personal protective clothing as listed below; a) one firefighters helmet b) two pairs of firefighters boots a) two firefighters tunics b) two pairs of firefighters pants c) two pairs of firefighters gloves d) two flash hoods Firefighters shall ensure that all personal protective clothing issued is maintained to a satisfactory standard. 16. A Firefighter, as and when required, shall perform such duties as are assigned to him / her from time to time by the Chief Fire Officer and/or other designated person by the Council and without prejudice to the generality of this requirement, driving duties and general firemanship duties such as the wearing of breathing apparatus, the operation of pumps, lifts, hoists, rescue and cutting equipment, hydrant testing, etc. All activities shall be conducted in accordance with Wexford County Council’s Safety Management System and comply with the Safety, Health and Welfare at Work Act 2005. Firefighters are under the immediate control of the Station Officer of the Brigade to which they are attached and must give adequate notification of their intended departure at any time, from their station ground, to the Station Officer. A Firefighter shall report for duty in a sober manner in accordance with the Safety, Health and Welfare at Work Act 2005. 17. When required, a Firefighter shall assist in or carry out the cleaning, testing or repair of equipment. Cleaning of Fire Station premises and environs is included in this requirement. 18. A Firefighter shall carry out any further duties which may be assigned to him/her from time to time by the Local Authority. These duties may include driving duties (when the Firefighter is suitably qualified) or deputising for the Station Officer or Sub-Station Officer, where necessary. 19. Wexford County Council recognises the Trade Union SIPTU as having negotiating rights for Firefighters. Firefighters will be bound by agreements entered into on their behalf by their Trade Union. 20. Probation: Where a person who is not already a permanent employee of Wexford County Council is appointed, the following provisions shall apply:- (a) there shall be a period after such appointment takes effect during which such person shall hold such employment on probation; (b) such period shall be 6 months, but the Chief Executive may, at his discretion, extend such period; c) such person shall cease to hold such employment at the end of the period of probation, unless during such period the Chief Executive has certified that the service of such person is satisfactory. 21. Recruitment: Selection shall be by means of an interview, a basic numeracy/literacy test and a practical assessment, conducted by or on behalf of the local authority. A local authority may decide, by reason of the number of persons seeking admission to a competition, to carry out a short listing procedure. The number of persons to be invited to interview shall be determined by the local authority from time to time having regard to the likely number of vacancies to be filled. A Panel may be formed on the basis of the interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the post and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. The life of the panel, unless extended by Chief Executive’s Order, will not exceed 12 months. The County Council will not be responsible for any expenses a candidate may incur in attending for interview. 22. Health: A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Medical Examination, etc. Under the terms of the agreed Occupational Health Scheme for members of the retained fire service, you will be required to undergo a regular medical examination by a Medical Practitioner nominated by the Council. Retention as a Firefighter will depend upon receipt of satisfactory reports by Medical Examiner(s) and to the general condition above as to health. An operational Firefighter must maintain a good level of physical fitness. 23. Sick Leave: Any absence on sick leave must be reported to the Station Officer or Sub-Station Officer on the first morning of illness. Where a Fire-fighter is absent due to sickness, a certificate from a qualified Medical Practitioner must be submitted on the third day of a continuous absence and on a weekly basis thereafter. Return to Work Form must be completed by any staff member absent on uncertified and certified sick leave. The form must be countersigned by the Station Officer and forwarded to a Senior Fire Officer prior to submission to Human Resources. The medical certificate should state the general nature of the illness. This information will be treated in confidence. The local authority reserves the right to refer you for an independent medical examination. A certificate of fitness will be required before resuming work. Where a Firefighter becomes incapacitated as a result of serious illness or injury, retainer fee shall be paid for twelve weeks on receipt of a Medical Doctor’s report. The retainer fee may be extended to six months depending on the merits of the case and the applicant’s attendance records. Extended sick leave would generally only be extended to a Firefighter on one occasion only. Where a Firefighter is absent on sick leave he/she must inform the Station Officer. If the period of sick leave extends for more than two consecutive days he/she must submit a sick leave certificate from a Medical Practitioner to the Council. 24. Annual leave shall be provided in accordance with the organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. Annual leave shall be taken within the appropriate leave year, such leave should be pre-approved. The present annual leave entitlement is 28 days per annum. You will be required to participate in the rostering of holidays at the commencement of each quarter to ensure that the appropriate number of personnel approved by the Station Officer will be available for duty. 25. Remuneration will be as follows:- (i) An annual retaining fee, paid in instalments. (ii) Fees for attendance at fires, training and other incidents. (Rates for (i) and (ii) above will be as determined from time to time. The current rates are attached). Payments to Firefighters will be made fortnightly for fire fees and quarterly for retaining fees. Payment of the retaining fee will be subject to satisfactory attendance at Training Sessions.
