Further information is available on www.nui.ie • In order to be eligible to apply for a Cadetship, holders of European and International qualifications must satisfy the Matriculation Registration requirements as outlined in the current “NUI Matriculation Regulations available on www.nui.ie. The equivalent grades required for those candidates who sat the Leaving Certificate Examination prior to 2017 can be found at Annex E.3. 3. MEDICAL AND PHYSICAL STANDARDS Candidates must be in good mental and bodily health and free from any physical defect, abnormality, physiological condition or history of serious illness likely to interfere with the efficient performance of their duties. The following are the minimum physical requirements: a. Height A candidates’ height will be determined at the Medical Examination – see Para. 8. Weight and chest measurements must be in keeping with height and age. Min. height: 157.48cm Note: BMI will be determined at Stage 2, the Assessment Phase of the competition. b. Vision Colour vision must be normal. Both eyes must be free from disfiguring or incapacitating abnormality and free from acute or chronic disease. There must be no evidence of squint or latent squint. The eligibility of applicants who have had previous incisional or laser treatment to correct visual acuity will be determined at the Medical Examination. Please see Annex C for further information. • Operations Branch: Vision not less than 6/9 in one eye and not less than 6/12 in the other eye with normal night vision, without the use of corrective lenses. • Engineering Branch: Not less than 6/18 in each eye, corrected to not less than 6/6 in one eye and 6/9 in the other. c. Dental Candidates must be free from any serious periodontal disease and possess teeth to a specific standard, which is not less than the equivalent of eleven over eleven natural teeth functionally opposed. In certain circumstances, artificial teeth may be acceptable. d. Hearing A good standard of unaided hearing is essential. Candidates will be required to undergo an audiometric test at which: (1) The sum of the hearing threshold at 1,2,3, 4 and 6 kHz should not exceed the age and gender related warning levels contained in the "Guidelines on Hearing Checks and Audiometry Regulations 2007", issued by the Health and Safety Authority (2) Candidates under 25 years of age must be able to hear all measured pure tones up to and including 8 kHz at 20dB in each ear. Candidates aged 25 and older must be able to hear all measured pure tones up to and including 8 kHz at 25dB in each ear. Candidates must also be free from acute or chronic ear disorders. Salary: €45,972 - €71,826 as per DE CL 035/2024 Function of Job The staff member will be responsible, under the direction and guidance of the assigned FET Manager/AEO, and in co-operation with other FET coordinators, for the organisation and development of assigned transversal and non-transversal skills development in Core Skill/ Part-time provision (Core Skills; VESD, Community Education). His/her role will also include learner recruitment and progression, programme/course planning, curriculum development, evaluation, administration, management & development of staff and quality assurance. As a member of the FET Division’s College of FET Part-Time Management Team and, in collaboration with colleagues, other programme staff, community-based organisations and other institutional partners, s/he will play an active role in developing coherent and strategic part-time education and training programmes for participants across Limerick and Clare. Duties and Responsibilities The individual will bring to the role a high level of experience and expertise. The duties and responsibilities of the post are ever evolving as the exigencies of the post require. Sector Officer in the Irish Coast Guard

The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance Principal Duties and Responsibilities The duties of the post may include some or all of those listed below: • Supporting CGUs by undertaking the following tasks: o Conducting routine inspection of vehicles, buildings, boats, and equipment to a fixed schedule, completing appropriate checklists and administrative duties. o Initiating corrective action against defects, monitoring corrective actions, and maintaining defect records. o Managing CGU equipment, inventory and logistical requirements including associated administrative duties. o Managing local inventories. • Supporting management of the planned maintenance system. This includes recording, monitoring, and reviewing periodic service, maintenance, repair, inspection, and defect reports and compiling periodic reports on same. • Supporting maintenance and repair works undertaken by third party contractors, including associated logistical and administrative support. • Supporting the CUSM by assisting in the following tasks: o Effecting corrective actions to findings identified through audit, inspection, and safety meetings. o Managing and implementing the requirements of the safety management system. o Procuring goods, equipment, and services. o Managing the fixed asset register. o Managing inventory, vehicles, buildings, boats, and equipment including the update of computerised maintenance management system. o Providing general unit management support including logistical support and associated administrative tasks. • Carrying out any other duties relevant to the role that may be assigned to the Sector Officer from time to time. The position is a uniformed grade. The successful candidate will be required to wear their uniform in a presentable manner and to maintain a smart and neat appearance, as determined by Coast Guard Management. Working Environment The work will be divided between office and field. Depending on the needs of the business, a typical week may consist of 4 days travel and 1 day of office-based administrative duties. Please note, a significant amount of travel is required as Sector Officers are obliged to travel to various locations within their sector on a regular basis and on occasion to travel to other sectors as needed. The Position Limerick City and County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Retained Fire-Fighter may be filled throughout the lifetime of the panel. The common image of the Fire & Rescue Service is naturally one of fire-fighters turning out in fire appliances and fighting fires. While some of the work involves attendance at fires, the role of the Fire & Rescue Service is much wider and the needs of the community much more varied. Limerick Fire & Rescue Service responds to all emergency calls from the public for assistance, primarily to protect life and save injury to individuals, but also to prevent and restrict damage to property. Many emergency calls, however, are not to fires, but to incidents where members of the community are trapped in vehicles following road traffic accidents, trapped in machinery, or trapped in less life threatening circumstances, as well as being called to chemical spillages and toxic emissions, river rescues, etc. To deliver this service to the public, Limerick Fire & Rescue Service has to develop operational plans, including the provision of adequate water supplies for fire fighting; ensure that effective arrangements exist to receive emergency ‘999’ calls and mobilise resources; implement effective operational communication systems throughout the Fire & Rescue Service; enforce, promote and encourage fire safety throughout Limerick by programmes of inspection and publicity; conduct effective training to develop the skills and abilities of personnel; and provide, maintain and repair its premises, vehicles, plant and equipment. The Fire-Fighter’s working life and training is geared to responding safely and effectively to emergency calls, regardless of weather conditions or the time of day or night. Every time Fire-Fighters are called to the scene of an emergency they must be prepared to deploy each and every skill in which they have been trained. When they arrive at an incident as part of a team under the command of an Officer, they may individually have to absorb a great deal of information rapidly and apply the skills they have learned in conditions which will often be extremely dangerous and confusing. Despite all the training given in preparation for such incidents, however, Fire-Fighters will from time to time be faced with new situations where they may individually be required to provide the answers using previous experiences as a guide. Fire-Fighters wearing breathing apparatus, feeling their way through a smoke filled building with toxic hazards, in order to effect a rescue, cannot ask for instructions. In order to function effectively in emergencies every fire-fighter’s pre-eminent characteristics must be those of: 4. Driving Licence Candidates must hold a full driving licence, Category “B”, free from endorsement and provide their own motor vehicle for use in carrying out their duties and their motor insurance policy must indemnify the Council. A current category C licence is desirable. Where a candidate does not hold a C licence on appointment, he/she must obtain same within the first year of appointment. Terms and Conditions 1. The Post: Subject to the availability of suitably qualified candidates a panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. The panel may be used by Limerick City and County Council to fill permanent and temporary positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. 2. Residence/Employment: Applicants who may be considered for membership are confined to those who reside in the area of the fire brigade and whose ordinary employment does not take them away from the area of the fire brigade. The Retained Fire Service is an emergency service and requires an immediate turnout – therefore the maximum acceptable time of travel from home and place of employment will be 7 minutes of the Newcastle West, Cappamore, Foynes, Abbeyfeale, Kilmallock & Rathkeale Fire Stations. 3. Annual Leave The successful candidate will have 28 days annual leave. 4. Salary: Salary scale: €11,019 - €14,317 per annum, inclusive of LSIs. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government & Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point (currently €11,019). The earnings of a retained fire fighter are variable depending on the level of activity undertaken by each individual. Earnings are made up of an annual retainer, payments for attending training, payments for attending callouts and payments for other duties. Whilst callout numbers cannot be guaranteed, the estimated earnings for an individual in each retained fire station is expected to be between €30,000 and €40,000 per annum 5. Availability Availability means that a fire fighter is required to both live and work within the maximum time of travel of the fire station at all times while on call for emergencies. A minimum level of staffing is required to be available in all Limerick Retained Fire Stations at all times. Structured time off will be available to all staff, subject to operational requirements, approval of the Station Officer and subject to maintaining minimum staffing levels in the Fire Station at all times. 6. Sick Leave: The terms of the Public Service Sick Pay Scheme will prevail. 7. Superannuation: The relevant Superannuation Scheme if applicable will be applied. 8. Retirement Age The retirement age for Retained Firefighters is 55 years. However, Firefighters in the Retained Fire Service have the option to continue working up to the age of 60, subject to a formal application process and passing an annual occupational health test. 9. Travel: For the purposes of recruitment, we utilised the website www.smappen.com to configure maps showing a driving distance of 7 minutes from each of the fire stations. These maps can form an indicative measure of where possible new recruits can live and work. Taking Up Appointment: The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of four weeks and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 13. Garda Vetting : The National Vetting Bureau (Children and Vulnerable Persons) Act 2012 to 2016 came into effect on 29th April 2016. The Act places a statutory obligation on Limerick City and County Council to ensure that ‘any work or activity which is carried out by a person, a necessary and regular part of which consists mainly of a person having access to or contact with children or vulnerable persons will be subject of Garda Vetting’. 14. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointments take effect, during which such person shall hold such post on probation. (b) Such period shall be set by the Chief Executive and this period may be extended at their discretion. (c) Such person shall cease to hold the post at the end of the period of probation, unless during such period, the Manager has certified that the service of such person is satisfactory. 15. Citizenship: Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA).
