Temporary Assistant Manager

Reporting to: Director of Further Education and Training (FET)

Tenure of Post: Two-Year Fixed Term

Function of Job:·

  • Assisting in the effective management of staff performance, physical, financial and other resources
  • The efficient and effective delivery of agreed and appropriate services and programmes as required by the Director of FET
  • Assisting in delivery of targets through the annual business planning process, utilising a team approach.

Duties and Responsibilities will include:

  • Participation in the planning budgeting process
  • Manage activity plans while adhering to budgets and achieving the Key Performance Indicators as set out by the Director in line with Strategic Performance Agreements
  • Identify and/or lead the development of new FET programmes including, but not limited to, Consortium Led Apprenticeships, Traineeships, and other full and part-time education and training opportunities across Galway and Roscommon
  • Assist in the selection and development of suitably qualified and competent staff to perform their assigned duties. Manage an effective work team, communicate with and motivate staff to meet the changing needs of Galway and Roscommon ETB’s key stakeholders
  • Ensure appropriate management of information systems, which integrate into wider GRETB systems, are monitored, maintained and fully utilised as a management tool
  • Establish and maintain effective internal and external communication/linkages with appropriate bodies, organisations and agencies including representing GRETB on boards and committees as appropriate
  • Promote continuous improvement and innovation
  • Demonstrate strong leadership resulting in GRETB’s leadership of key projects across the ETB sector
  • Provide a safe and healthy work environment in compliance with Health & Safety Legislation and regulations
  • Manage administration systems and processes throughout areas of responsibility
  • Manage staff relations and HR administration at local level in accordance with GRETB Policies and Procedures
  • Approve purchase of services/goods and recommend/authorise payment in accordance with GRETB Procurement Policies and Procedures. Ensure that the assets of the organisation are properly protected
  • Assist in the delivery of GRETB’s Further Education & Training Strategy and assist in the supervision and co-ordination of Training Standards Systems, Quality Assurance, Risk Management, Corporate Governance and Performance Management System
  • Undertake any and all such other duties and responsibilities as assigned by the Director/CE from time to time.

Requirements and Eligibility for the Post:

Essential Requirements:

  • A work history which demonstrates initiative and the ability to accept change & new challenges
  • A flexible approach with the ability to work independently or in a team
  • A knowledge of the different functions of Galway and Roscommon ETB and an understanding of the responsibilities of the Assistant Manager role
  • Demonstrate an understanding of the strategic challenges for GRETB
  • Demonstrate an understanding of the linkage between strategy and business plans with operational goals and targets
  • Diploma/Degree level qualification in a relevant discipline
  • High proficiency in ICT applications and systems
  • Able to meet the travel requirements of the position
  • Willing to work flexible hours from time to time as required

Desirable Requirements:

  • Previous management/supervisory experience
  • Have worked in more than one functional area of an ETB
  • Experience in implementing Further Education & Training initiatives
  • Experience of managing multiple projects
  • Capacity to discharge the duties of the post effectively through the medium of Irish or a willingness to engage relevant CPD would be an advantage

Conditions of Service

Tenure of Post:

The post is full time, temporary (2 year contract) and pensionable.

A panel may be formed from which future relevant temporary vacancies may be filled.

Any such panel formed will be six months in duration.

Remuneration:

€59,903 - €93,260 (Circular Letter 0035/2024 refers)

IMPORTANT NOTICE RE: SALARY:

As per DES guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy.

Starting Salary is not subject to negotiation.

Hours of work:

A 35-hour week is in operation. Hours may be adjusted from time to time under relevant Public Sector Agreements. Attendance will be 35 hours per week, required during normal ETB office hours and at such other times as are necessary for the delivery of the Service.

Attendance outside of office hours will be in agreement with line management.

Location:

Initially assigned to the Further Education and Training Offices, Athenry, Co. Galway. However, the post holder could be moved to another area of the organisation as required.

Annual leave:

The Annual Leave entitlement for this post is 30 days.

This allowance is subject to the usual conditions regarding the granting of annual leave in GRETB, is based on a five-day week, and is exclusive of the usual public holidays.
