Senior Aviation Security Training Manager
The purpose of this role is to lead the team delivering and developing security training programmes to all daa employees and third parties as required. All training will be delivered and recorded in accordance with Chapter 11 of the National Civil Aviation Security Programme (NCASP) and EU regulatory training requirements. The successful candidate shall be required to attain an IAA AvSec Instructor certification and to secure IAA examiner approval examine in all competencies required for IAA certification.
The successful candidate will be the designated AvSec Security Manager for the approved Security Training Organisation (ASTO) in accordance with Chapter 11 of the NCASP and therefore be the designated point of contact for Dublin Airport and interface with the Irish Aviation Authority.
Responsibilities- Lead, support, and monitor specialised Aviation Security instructional programmes across Dublin Airport.
- Deliver the training services required to meet the demands of the airport training requirements using current and emerging learning methodologies.
- Deliver Specialised Aviation training in person and provide training and certification support.
- Manage the continual improvement of training and certification, using observation, feedback, and benchmarking to build excellence into both curriculum and delivery.
- Accountable for driving the continuous improvement and review of training material and content including record keeping.
- Accountable for ensuring that all specialised training documents and records are completed accurately and are inspection ready.
- Responsible for performance management and role progression for the the management team and all instructors with a view to assisting them achieve the daa’s high standards.
- Carry out duties beyond assigned tasks in response to customer/stakeholder/operational needs as they arise.
- Deliver high quality performance in line with departmental and personal objectives to achieve set targets and specified quality standards.
- Execute duties in a consistent and professional manner in keeping with daa’s values and standards.
- Provide expertise and support to the airport community working with and supporting the whole of the training team and all stakeholders.
- Undertake any other reasonable duties as requested by the Head of Security Standards & Assurance.
- Responsible for the development and implementation of a structured continuous professional development programme for all AvSec Instructors to enhance role development and progress.
On the Job Requirements:
The successful candidate will have experience in airport security operations and have an in-depth knowledge of standard operating procedures (SOP’s) of security screening operations (EU and TSA) Operational experience in a security-related environment is essential.
The successful candidate shall:
- Manage and maintain the day to day running of the training academy.
- Have a proven ability to participate in the introduction of new initiatives.
- Secure and retain IAA AvSec instructor certification.
- Secure and retain IAA examiner status for the purpose of examining in both practical and theory elements of IAA certification exams.
- Be responsible for submission of the Dublin Airport AvSec security training programme to the IAA through the MySRS portal and for maintaining the security programme in compliance with Chapter 11 of the NCASP.
- Hold the required security clearance as required for the role.
- Liaise with the Airport Security Manager (ASM) and the Accountable Manager on matters pertinent to the training academy and that of the IAA.
- Participate in coordination activities with the Irish Aviation Authority and support role out of guidance material.
- Represent Dublin and Cork Airports at meetings with the IAA.
- Represent Dublin and Cork Airport during Audits and Inspections from regulatory agencies in respect of the requirements of the NCASP.
- Ensure that all instructors are qualified to QQI level 6 or equivalent standard and are competent in delivering Chapter 11 of the Nation Civil Aviation Security Programme and maintain their certification as valid.
- Ensure all instructors are up to date with changes in EU, ICAO, ECAC, TSA and National legislation.
- Carry out regular staff briefings and preparation for audits and inspections.
- Ensure Instructor competencies are subject to performance review.
- Ensure the needs of core competencies for all roles are adequately covered in training, be it online, classroom and on the job training.
In addition, we are looking for an individual who has the proven ability to motivate and drive excellence to develop and improve the relationship and performance of the training team both in the training academy and the operation.
Knowledge, Skills, and Experience:
- QQI level 6, equivalent or higher in training and development.
- A minimum of 5 years’ experience in highly regulated shift-based environment.
- Previous experience working within a security environment.
- Experience in developing training programmes.
- Proven experience delivering training in the last 5 years.
- Strong comprehension of the English language both written and spoken
- Strong Microsoft office skills for administration with knowledge of IT to set-up for presentations
- A high degree of attention to detail is essential for this role.
- Excellent record-keeping and report-writing skills
- Ability to work in a fast-paced environment.
