Operational Technology Site Analyst
The Role:
Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business, and across the Local Authority user base.
The IT-OT team houses the Operational Technology skills necessary to ensure the implementation and availability of all site level IT-OT applications and infrastructure, including site hardware, site networks, site maintenance. The team plan and manage technical IT-OT projects to renew and update the underlying site IT-OT infrastructure and safeguard UÉ site OT systems by implementing robust security standards. The team play a critical role in the support and operations of Treatment Plant OT Perimeter defense, site level cybersecurity monitoring systems and devices as well as ensuring availability and security of site level OT applications and devices on Uisce Eireann’s assets.
Reporting to the IT-OT Site Support Lead, the IT-OT Site Analyst is part of a team that provides site-level support activities for their respective areas (Apps, Delivery, Networks, Infrastructure) and works closely with other IT-OT support teams to ensure sites are receiving the appropriate level of support. This team is dedicated to site-level IT-OT systems, networks and devices.
Main Duties and Responsibilities:
- Work within a team of skilled IT-OT Site Analysts to ensure the high availability of site IT-OT applications to meet operational business requirements
- Assist with the governance of the site IT-OT systems patching, upgrades and required system changes to maintain the security, stability and operation of site level IT-OT systems and networks
- Manage contractual relationships with external IT and OT third parties where appropriate
- Build strong relationships with the Local Authorities, supply chain, system integrators and the user community
- Build strong relationships with peer site Analysts and leads, as well as Insturmentation Control and Automation Teams in Asset Operations with the aim of optimising cooperation and maximising efficiencies
- Support the IT-OT Site Support Lead with the development of Service Level Agreements and Operational Level Agreement, validating and agreeing these with stakeholders for the support and delivery of site IT-OT systems
- Ensure the continuous improvement of site IT-OT Support and Delivery processes for UÉ’s sites
- Assist in ensuring an effective Test Management process is delivered for all Uisce Éireann site IT-OT systems and networks
- Support in procurement activities across IT-OT site systems where required, ensuring that all activities are compliant with organisational policy
- Drive compliance with cybersecurity compliance requirements and best practice in line with the Network and Information Systems Directive (e.g: NIST Controls, CIS Hardening, IEC 62443 etc)
- As part of the overall IT-OT Support Model Resolver Group network, support in day to day site support issues and resolution of incidents and tickets raised, working closely with peer IT-OT Operations Analysts
- Assist in the implementation of the Uisce Éireann Telemetry Strategy as a key contributor for Uisce Éireann IT, Asset Operations and Asset Management through the Telemetry Programme’s work streams.
- Support in management of site IT-OT legacy systems as required
- Participation in On Call Rota and flexibility for out of hours work as required
General Duties and Responsibilities
- Collaboration with key internal stakeholders across the UÉ business, including but not limited to;
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Other duties as required.
Knowledge, Skills and Experience:
- Relevant experience in a technical operational role in a complex 24x7x365, security focused environment is desirable
- Relevant third level qualification in Information Systems, Technology Management, Computer Science, Engineering or related field desirable
- At least three years relevant experience in an OT, IT or Control and Automation environment in a water utility or similar is advantageous
- Relevant third level qualification and or accreditation is desirable
- A minimum of 3 years experience in the water, utilities or similar industries is desirable and or relevant experience
- Ability to develop and maintain effective partnerships with key stakeholders internally and externally
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
