JOB DESCRIPTION PRIMARY OBJECTIVES/KEY RESPONSIBILITIES This Officer role will work within a sub-team within the Human Resources Division and responsibilities will have a strong focus on Recruitment & Selection and Workforce Planning however with the ever-evolving role of human resources within the organisation these responsibilities may broaden or change over time

RECRUITMENT & SELECTION • Proactively and collaboratively co-ordinate a recruitment and selection function that is in line with best practice and compliant with legislation, regulations and Fáilte Ireland policies and procedures • Manage recruitment campaigns from initial identification to the successful placement of candidates into roles and onboarding of new colleagues encouraging a diverse range of applicants and an inclusive recruitment process that has equal access for all • Manage relationships with external stakeholders, e.g. executive search agencies, recruitment agencies, Public Appointments Service etc. • Inform policy development in line with best practice and continuously develop and improve the recruitment and selection process • Manage the Applicant Tracking System as part of the Human Resources Information System to ensure controlled access, efficient retrieval and completeness and accuracy of information stored relevant to specific campaigns. • Manage Fáilte Ireland’s careers page ensuring content up to date and relevant.

WORKFORCE PLANNING • Manage the administration of Fáilte Ireland’s Workforce Plan • Management of employment control data including maintenance of employee complement and vacancy control reports • Point of liaison with the Department of Tourism, Culture, Arts, Gaeltact, Sports and Media in relation to the administration of the Workforce

Plan and Delegated Sanction • Partake in the management of the internal Workforce Planning Committee. • Work with the Finance Division in relation to resource budgeting / forecasting.

HR ADMINISTRATION • Manage Human Resources Information System (HRIS) to ensure controlled access, efficient retrieval and completeness and accuracy of information stored relevant to specific projects. • Ensure the Intranet (MyFI) is up to date with relevant HR Information • Monitor and maintain the integrity of data/records • Provide quality HR reports to senior management team • Monitor and manage HR budget ensuring compliance with procurement and financial policies and procedures.

STAKEHOLDER / RELATIONSHIP MANAGEMENT • Develop a productive working relationship providing excellent internal customer service to colleagues • Develop and maintain relationships with key stakeholders • Develop a productive working relationship with Fáilte Ireland third party providers and provide regular feedback & reviews on their performance to the HR Management Team.

PEOPLE MANAGEMENT • Train, evaluate, motivate, develop, delegate, and monitor the work outputs of reporting team members • Conduct Performance Reviews in line with Fáilte Ireland policy.

Carry out all other duties as required and participate as a full member of the Human Resources Team by supporting different work projects, as required, from time to time. The following areas are the responsibility of the Human Resources Division and may, over time, form part of this role:

EMPLOYEE DEVELOPMENT, SAFETY, HEALTH & WELFARE • Drive the implementation of the occupational safety management system ensuring compliance with the Safety, Health & Welfare at Work Act, 2005

PERSON SPECIFICATION ESSENTIAL CRITERIA • A minimum of three years’ experience in a HR role that includes a good working knowledge of the following: • HR policies and procedures, • Recruitment and selection, • Learning and development, • Employment legislation, • Data protection, • Employee Welfare • Occupational Welfare, Health & Safety • Human Resources Information Systems (HRIS). • The successful candidate will be proficient at MS Office.

ESSENTIAL QUALIFICATIONS/MANDATORY TRAINING • A Professional Qualification (minimum Level 6 under the QQI Framework) in Human Resources, Learning & Development or Business.

DESIRABLE CRITERIA • CIPD Membership • A professional Qualification (minimum Level 8 under the QQI Framework) in a related discipline • Previous experience in using and managing an Applicant Tracking System • An understanding of rules and regulations applying to human resources in the Public Sector • People management experience • Experience of supporting a safety management system from an occupational health and safety perspective. • Experience in HR systems, in particular PeopleXD an advantage.

LEARNING & DEVELOPMENT • Co-ordinate the learning and development function relevant to specific projects or training, • Liaise with training providers to develop and implement specific learning and development initiatives • Monitor the effectiveness of these initiatives ensuring value for money and specific learning outcomes are achieved • Contribute to policy development in line with best practice and continuously develop and improve the learning and development process.

HR POLICY AND PROCEDURES • Develop and document specific HR policies and procedures in line with best practice to ensure that they are aligned with Fáilte Ireland strategic vision and legal requirements • Provide HR policy guidance and interpretation • Develop, implement, and deliver, where required, training and awareness sessions on policies. SALARY, KEY BENEFITS & LOCATION Salary: €55,693 - €79,643* per annum

*This role will be filled in line with Public Pay Policy at Point 1 of the relevant Salary Scale unless the successful candidate is appointed from an existing public sector role
