Applications are now sought to recruit a Lending Executive (Executive Officer) at the Housing Finance Agency plc (HFA). The HFA Office is in Dublin City Centre. The closing date for receipt of applications is 3pm on Monday, 29th of July 2024

BACKGROUND The Housing Finance Agency plc (HFA) is a public body under the aegis of the Minister for Housing, Local Government and Heritage. The HFA’s board is appointed by the Minister for Housing, Local Government and Heritage, with the consent of the Minister for Public Expenditure and Reform. There are twelve board members. The HFA has a staff complement equivalent to 25 full time staff members (FTEs).

What do we do? The HFA’s main remit is to lend to local authorities (LAs), approved housing bodies (AHBs), the Local Government Management Agency, Higher Education Institutes (HEIs) and the Housing Agency for housing and related purposes and to borrow or raise funds to enable such lending. The HFA currently has an outstanding loan book of €7.7 billion.

THE ROLE Applications are sought to fill the post of Lending Executive in the HFA. The HFA has four teams – HFA Corporate, HFA Finance, HFA Lending and HFA Risk and Compliance. The Lending Executive will be part of the HFA Lending team. Reporting to a Higher Executive Officer, the successful candidate will work collaboratively within the HFA Lending team.

The ideal candidate should take ownership of tasks through to a satisfactory conclusion and have excellent organisational and communication skills. The Lending Executive should maintain a focus on dealing with customers in an effective, efficient, and respectful manner and will demonstrate a willingness to learn and acquire new skills on a continual basis.

KEY RESPONSIBILITIES • Processing and reviewing LA, AHB and HEI loans on the HFA’s systems. • Preparing monthly reports on loans for the accounts team. • Maintaining and updating data and reporting requirements with respect to HFA activity with LAs/AHBs/HEIs. • Assisting in the credit review process for AHBs and HEIs, including applications for Certified Body status and annual corporate reviews. • Assisting in the financial assessment of AHB and HEI individual loan applications, and preparation of comprehensive credit assessment reports. • The preparation and circulation of credit review papers for Credit and Management Committee meetings. • Drafting of loan documentation. • Interacting with legal advisors with respect to loan drawdowns. • Reviewing and supporting changes to existing Loan systems as required. • Collating and reviewing of AHB quarterly and half yearly management accounts. • Other duties: The Lending Officer can be assigned other duties from time to time as deemed appropriate by the HFA.

REQUIREMENTS Essential Qualifications • Relevant experience at an appropriate level. • Third level degree. Essential Skills and Experience • Strong analytical and problem-solving skills and an ability to see tasks to completion. • A reasonable understanding of the LA, AHB and HEI sectors. • Experience in managing corporate relationships. • Strong I.T. skills and knowledge of Microsoft Office packages. • Strong organisational ability. • A proven record of achievement having demonstrated sound judgment, analytical thinking, problem solving and decision-making skills.

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed requires the flexibility to fulfil other roles and responsibilities at a similar level within the HFA.

PRINCIPAL CONDITIONS OF SERVICE Tenure The appointment is a permanent contract. Salary Scale The salary scale for the position (rates effective from 1 June 2024) is as follows:

This rate applies to new entrants and will also apply where the appointee is an existing civil or public servant appointed on or after 6th April 1995 and is required to make a personal pension contribution.

This rate will apply where the appointee is a civil or public servant recruited before 6th April 1995 and who is not required to make a Personal Pension Contribution. Long service increments may be payable after 3 (LSI 1) and 6 (LSI 2) years satisfactory service at the maximum of the scale.

Important Note Entry will be at the minimum of the scale; the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Subject to satisfactory performance increments may be payable in line with current Government policy. Different terms and conditions may apply if, immediately before appointment, you are a currently serving civil/public servant.

Annual Leave In addition to the usual Irish public holidays annual leave for this position is 23 working days, based on a five-day week. This will rise to 24 days after 5 years’ service and to 25 after 10 years’ service.
