Role Overview
The ICT Manager oversees NSAI’s ICT infrastructure, systems, and services, ensuring they run efficiently and securely to support NSAI's goals. This role requires strategic thinking, aligning ICT initiatives with organisational objectives, and a proactive approach to problem-solving. The ICT Manager will attend the Leadership Management Team (LMT) meetings and high-level meetings to communicate ICT issues and initiatives clearly.
Leading the ICT team, the ICT Manager will ensure network resilience, security, application and database development, business analysis, information security, hardware and software deployment, and helpdesk support. They must understand current and emerging ICT technologies and adopt both strategic and operational perspectives to deliver solutions in a complex environment.

The ICT Manager oversees NSAI’s ICT infrastructure, systems, and services, ensuring they run efficiently and securely to support NSAI's goals. This role requires strategic thinking, aligning ICT initiatives with organisational objectives, and a proactive approach to problem-solving. The ICT Manager will attend the Leadership Management Team (LMT) meetings and high-level meetings to communicate ICT issues and initiatives clearly.
Leading the ICT team, the ICT Manager will ensure network resilience, security, application and database development, business analysis, information security, hardware and software deployment, and helpdesk support. They must understand current and emerging ICT technologies and adopt both strategic and operational perspectives to deliver solutions in a complex environment.
Key Responsibilities:
- ICT Strategy and Planning: Create and execute an ICT strategy aligned with NSAI’s goals. Lead ICT projects and recommend new technologies.
- Infrastructure Management: Maintain and support ICT infrastructure. Ensure system reliability.
- Supplier Relationship Management: Ensure ICT support and service provider contracts are reviewed annually against agreed service levels
- Cybersecurity: Implement cybersecurity policies, monitor incidents, conduct audits, and ensure ISO27001 compliance.
- Systems and Software Management: Manage software deployment and updates. Integrate new software with existing systems.
- Support and Training: Provide technical support, develop ICT training, and manage the helpdesk for quick issue resolution.
- Data Management: Ensure data integrity and confidentiality. Oversee data backup and recovery.
- Asset Management and Procurement: Handle ICT procurement, lifecycle management, and asset tracking.
- AI Policy and Application: Implement AI policies, recommend AI solutions, and integrate AI technologies.
- Budget Management: Prepare and manage the ICT budget, ensuring cost-effectiveness.
- Quality Management: Ensure compliance with policies, regulations, and industry standards. Stay updated on legal changes and maintain ISO27001 and ISO9001 quality management systems.
Qualifications and Experience
Essential
- Bachelor’s Degree in Information Technology, Computer Science, or a related field (Minimum Level 8 QQI, or equivalent).
- Minimum of 3 years’ experience in a similar role with proven experience in leading/managing teams.
- Proven experience in managing ICT infrastructure and services.
- Experience in leading on implementation of multiple projects in a busy operational environment.
- Experience in developing and implementing ICT policies and procedures.
Desirable Criteria
- Master’s degree in Information Technology, Computer Science, or a related field (Level 9 QQI, or equivalent).
- Demonstrable experience in asset management and Public procurement processes.
- Relevant certifications such as CISSP, ITIL, PMP, or equivalent.
- Strong knowledge of network and system administration.
- Ability to manage budgets and control costs effectively.
- Understanding of ISO27001 standards and requirements.
- Experience with AI technologies and their application in business contexts.
- Experience with cloud computing and virtualisation technologies.
- Familiarity with data analytics and business intelligence tools.
- Knowledge of relevant public sector policies and procedures would be desirable

- Strong networking and interpersonal skills, with the ability to relate to people at all levels within and outside the NSAI.
- Ability to lead a team, meet KPIs and fulfil the objectives of the Division and NSAI.
- Ability to work on own initiative and to work as a team member.
