The Authority operates within a fast moving and constantly evolving regulatory landscape, and it is important that our ICT infrastructure and solutions continue to keep pace with developments to support the effective execution of our statutory functions into the future.

The Authority is undertaking a significant technological transformation at present, which involves distinct work streams across core platforms, internal business applications, customer-facing applications, infrastructure and cyber security.

In addition to carrying out general management functions for their area of responsibility, the successful candidate will be expected to make a broader corporate contribution to furthering the strategic objectives of the organisation. The individual should be able to demonstrate an appetite and aptitude for change, including the assignment of additional or alternative responsibilities in the future.​​​​​​​

​​​​​​​Reporting to a Principal Officer, the key responsibilities of the Head of ICT will include, but are not limited to, the following:
  • Be the senior trusted advisor and leader on ICT and digital for the Authority promoting the potential for ICT and digital to transform delivery of services to internal and external customers;
  • Lead and direct a strategic programme of work to deliver and enhance the Authority’s ICT/ digital services offered to internal and external customers;
  • Lead and direct the development of the Authority’s ICT, digital, and records management strategy with a roadmap of future developments that align with and support business transformation needs;
  • Successfully lead, manage, engage with and develop high-performing, multi-disciplinary teams, both internal and external, within a culture of continuous improvement and quality service delivery;
  • Lead the strategic development, implementation and support, with appropriate policies, procedures and standards, of an enterprise architecture enabling end-to-end business applications, digital solutions, infrastructure and networking services, ICT and cyber security, and service delivery operations across a broad set of leading technologies and for a range of customer types, internal and external;
  • Effective resource planning and management including human and financial resources.
  • Managing relevant procurement processes, including appraisal and evaluation techniques, contract negotiation and award, and subsequent vendor/contract management throughout implementation.
  • Lead your team in the adoption of effective project/ portfolio/ programme management approaches to deliver on-time and on budget quality services and solutions;
  • Participate in the Management Group and contribute to the implementation of strategic, organisational and operational goals and objectives;
  • Implement change initiatives, promoting a culture which encourages innovation and support team members through the change process;
  • Participate on appropriate Government and peer networks.
Location
Role will have nationwide remit, and require regular attendance at the Authority’s head office in Dublin 1, assignment to a specific alternative regional location may be considered for the right candidate. The Authority reserves the right, at its discretion, to change the primary location to any other place within Ireland.
