JOB DESCRIPTION Role Details The RTB is seeking to establish an Executive Officer panel from which any permanent or fixed-term Executive Officer posts, which arise during the life of the panel, may be filled. Appointments arising from placement on a panel are subject to satisfactory completion of probation. The RTB will, following the competition process, form a panel for the posts of Executive Officer. This panel will comprise of successful applicants in order of merit and may include both internal and external applicants. The RTB may in the future offer positions to applicants from this panel should a relevant vacancy arise in the 12 month period from the date on which the panel was established.

Role Context The RTB is currently going through substantive change. The Statement of Strategy for the period 2023- 2025 commits the organisation to a programme of structural change, organisational improvement, and progressive digital transformation over the period to the end of 2025. The successful implementation of such change requires appropriate structures of support. The recruitment of Executive Officer posts across the organisation is critical to providing the capabilities required to realise organisational objectives. Successful candidates will be responsible for carrying out the RTB’s strategic plan, specifically the implementation of changes in stakeholder interactions and business processes.

Role Purpose Based on organisational requirements, Executive Officers are employed in all business units of the RTB covering a wide range of functional responsibilities. For operational reasons and in response to business needs, Executive Officers may be moved between business units during their employment with the RTB. Executive Officers are involved in a wide range of roles and activities, including: researching and drafting proposals relating to relevant business areas, assisting with training and supervising junior staff, being responsible for managing operations and; dealing directly with the public in support of services provided to them by the RTB. The precise nature of roles filled following this competition will vary depending on the skills of the individual concerned and the requirements of the business unit to which they are assigned.

The Executive Officer position is the entry level to junior management in the organisation. The Executive Officer is expected to take ownership of tasks through the effective organisation, allocation and supervision of work. This Executive Officer role is varied and requires the role-holder to be flexible, capable of working to and meeting tight deadlines and committed to delivering quality results. In recruiting Executive Officers, we are conscious of the fact that many of the senior positions in the RTB may, in time, be filled by people recruited at this level. For this reason, we look for people who show the potential to take on high level responsibilities in the management of public services and the analysis of public policy issues, particularly as related to housing.

Reporting Structure The Director and three Deputy Directors form the RTB’s Executive Leadership Team and oversee all key management areas and responsibilities.The Executive Leadership Team is supported by a Management Team across the nine existing business areas. Currently, these are: Registration & Customer Service; Compliance and Enforcement; Dispute Resolution Services; Human Resources & Corporate Services; Information Governance; Legal Affairs, Communications and Engagement; Finance & Procurement; Information and Communications Technology (ICT). Each business area is managed by a team member at Assistant Principal Officer level. The RTB is currently engaged in a process to develop a new Target Operating Model for the organisation. As part of this work, current structures are being fully reviewed against the background of the RTB strategy for 2023-2025 and in the context of the changing environment within which RTB operates. An organisational change programme will then follow which will see the organisation move from the current structure to the new model. The Executive Officer reports directly to and supports the Higher Executive Officer in the business unit in which they are working. The Executive Officer will also advise and interact with the Management Team in respect of matters related to their areas of responsibility as required. Duties & Responsibilities Reporting to the management of their relevant business unit, the Executive Officer will have responsibility for a wide range of activities (as appropriate to the role) and play a key role in supporting all areas of the business unit’s work. Other duties relevant to the level of this post may be assigned.

Some of the key responsibilities of the Executive Officer role are as outlined below: • Conducting the the day to day core business activities of their relevant business unit; • Assisting the Higher Executive Officer to organise, plan, execute and monitor the work of the business unit; • Taking ownership of assigned tasks and prioritising competing tasks in order to ensure that they are completed on time and to a high standard; • Providing high quality administrative support to all areas of the business unit; • Providing high quality customer service to both internal and external stakeholders and consistently setting a good example to others within the team in relation to same; • Responding in an effective and timely manner to a variety of correspondence received; • Sharing information, knowledge and experience with colleagues with the purpose of assisting the team/organisation to meet its objectives; • Planning and organising people and resources to meet goals, targets and objectives; • Ensuring records and files are managed in an organised and logical manner; • Providing junior and new team members with on-the-job training and support to deliver on their objectives; • Carrying out detailed research on matters relevant to the work of the RTB and analysing results; • Making submissions and recommendations to the relevant unit Higher Executive Officer/Assistant Director; • Analysing and preparing responses to non-routine issues, queries, correspondence etc. and escalating same as appropriate;

• Scheduling seminars, meetings, arranging meeting venues and preparing and circulating documentation as required; • Diary and travel management for business unit management and ensuring that they are prepared for meetings; • Preparing and editing presentations, speeches, reports for relevant business unit management; Contributing to new and more effective ways of ‘how work is done’ and implementing changes to improve efficiency and effectiveness as directed; • Developing, writing and maintaining relevant process and information documents and participating in the review of any existing policies and procedures; • Attending and actively contributing to team meetings, including minute-taking, production and monitoring of action logs, and dissemination of materials; • Presenting material (written and oral) in a clear, concise, comprehensive and convincing manner; • Creating and maintaining accurate management information; • Contributing to the development and implementation of management information systems; • Participating in cross-divisional work and projects when requested; • Keeping up-to-date with the practices and procedures of the RTB and developing and maintaining the technical skills and knowledge required to perform effectively in the role; • Representing the RTB at external meetings, conferences etc as required; • Participating in training and development programmes/courses to maintain and improve performance and to assist in identifying personal training and support needs.

The above is a general summary of the Executive Officer duties within the RTB. Successful candidates may be allocated to any of the RTB business units and duties may vary depending on the nature of work carried out by the employing business unit.

The person appointed must be flexible and be prepared to fulfil other roles and responsibilities at a similar level within the organisation. Eligibility Requirements • Have obtained a minimum Level 7 qualification on the National Framework of Qualifications (including Diploma & Ordinary Bachelor’s Degree) OR ▪ Have at least 2 years’ relevant experience in a similar role ▪ Demonstrate possession of the essential skills/competencies identified as being essential for the role (see below); ▪ Be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Essential Skills & Experience • Excellent task management, planning and organisational skills with the ability to work on multiple projects concurrently and adapt to changing and conflicting priorities. Ability to prioritise tasks effectively and work on own initiative; • The ability to work under tight deadlines, high pressure and complete tasks in a timely manner; • Strong attention to detail & accuracy, with a focus on high quality outputs; • Experienced in managing internal and external stakeholders; • Excellent written and verbal communication skills - capable of presenting material in a clear, concise, comprehensive and convincing manner; • Excellent computer skills – Excel, Word, Outlook; • Capable of using initiative as and when appropriate; • Ability to write and access reports of a technical nature and have a proven capacity in preparing management reports as required; • Strong analytical skills - ability to analyse and interpret complex information and data and transfer this into practical and effective recommendations; and • Demonstrate posession of the key skills/competencies identified as being important for the role (see Appendix 1).

Desirable Attributes The ideal candidate shall: • Have a good knowledge of (or the ability to quickly acquire such knowledge) public service policies and activities, particularly in respect of RTB-related services; • Proven ability to work effectively within multi-disciplinary teams; • Project management and research skills are also desirable. PRINCIPAL CONDITIONS OF SERVICE The below information represents the principal conditions of service and is not intended to be a comprehensive list of terms and conditions of employment which will be set out in the employment contract to be agreed with the successful candidate.

Tenure Appointments from the panel may be on a permanent or fixed term basis as a public servant, subject to the satisfactory completion of the specified probationary period. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary period in appropriate circumstances. During the probationary period, a staff member’s performance will be subject to review by the line manager to determine whether the staff member: (i) has performed in a satisfactory manner; and (ii) has been satisfactory in general conduct. Prior to completion of the probationary period a decision will be made as to whether the staff member will be retained. This decision will be based on the staff member’s performance assessed against the criteria set out in (i) and (ii) above. The detail of the probationary process will be explained to the staff member by the RTB on commencement of employment. Notwithstanding the preceding paragraphs in this section, the probationary period may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts 1973 to 2005.

Location The usual place of work for the Executive Officer will be RTB, O’Connell Bridge House, D’Olier Street, Dublin 2.
