Equality, Diversity and Inclusion Manager

The National Gallery of Ireland (‘the Gallery’) is Ireland’s major national cultural institution devoted to the collection and care of fine art. Comprising almost 17,000 paintings, drawings, watercolours, miniatures, prints, sculpture and decorative arts, the institution's extensive holdings include masterpieces by many of the most celebrated figures in the history of western European art. In addition, the Gallery houses the most representative collection of historic Irish art. Funded mainly by the State, the Gallery employs more than 180 staff and provides free access to the public 361 days a year. In 2022, the Gallery received numerous awards and accreditations. These included the Triple Lock Standard, which recognises Irish charities that have achieved excellence in governance, financial reporting, transparency and ethical fundraising.

The Gallery wishes to recruit an Equality, Diversity and Inclusion Manager to lead and manage our EDI initiatives. Reporting to the Director of Corporate Services, this role will collaborate closely with departments throughout the Gallery.

MAIN RESPONSIBILITIES:

Policy Development and Implementation

  • Develop and implement a progressive Equality Diversity and Inclusion Strategy for the Gallery, which meets our Public Sector Equality and Human Rights Duty obligations.
  • Develop and implement an Equality, Diversity & Inclusion (EDI) Policy for the Gallery
  • Ensure the principles of the EDI Policy are embedded into all aspects of the Gallery's culture, strategy and operational activities.
  • Create and chair a cross Gallery EDI working group.
  • Research, develop and implement new EDI initiatives which will ensure the Gallery is compliant with existing and future equality legislation, and positioned to further strengthen its commitment to equality, diversity and inclusion.
  • Work closely with the Head of Human Resources and Employee Relations in developing a People Strategy which reflects the Gallery’s commitment to equality, inclusion and diversity.
  • Review existing policies and procedures in the Gallery in line with EDI legislation and best practice.
  • Work with the Access Officer to support their role in providing equality of access.
  • Work with the Disability Liaison Officer in supporting those with disabilities in the workplace.
  • Work closely with the Communications Team to promote EDI initiatives and programmes.

Reporting and Compliance

  • Maintain up to date records and data, provide and present statistical reports and analysis to the Board and Senior Management.
  • Ensure compliance with Section 42 of the Irish Human Rights and Equality Act 2014 by:

Recruitment and Staffing

  • Work with the Human Resources team to develop strategies for attracting and retaining a diverse workforce.
  • Provide guidance and support to managers on EDI best practices in recruitment and employee management.
  • Engage in relevant recruitment campaigns where required.

Training and Development

  • Design and deliver training programmes to educate staff on EDI principles and the Public Sector Equality and Human Rights Duty and identify external training needs where necessary
  • Encourage and support staff in embracing and promoting a culture of equality, diversity, and inclusion in their daily work.

Web Accessibility

  • Lead initiatives to improve the accessibility of the Gallery's online presence, ensuring compliance with relevant accessibility standards.
  • Work with the IT and Communications teams to implement web accessibility improvements and monitor their effectiveness.

Stakeholder Engagement

  • Engage with internal and external stakeholders to identify and address EDI-related issues.
  • Develop and maintain relationships with diverse communities and groups to foster inclusivity and engagement.

REQUIREMENTS FOR THE POSITION:

In order to be considered for this position, candidates will be expected to demonstrate evidence of the following:

Education and Qualifications:

  • Minimum Level 7 qualification recognised by the National Framework of Qualifications, specialising in in Equality Studies, Disability Studies, Cultural Diversity, Human Resources, Social Sciences, or a related field. A Master’s degree or relevant post-graduate qualification is desirable.

Experience:

  • Minimum of 3 years of experience in an EDI role or a related field.
  • Comprehensive understanding of equality, diversity, and inclusion principles and best practices.
  • Excellent knowledge of the Irish Human Rights and Equality Commission Act 2014, and other relevant legislation, regulations, public service circulars and policies.
  • Proven experience in strategic policy development and implementation.
  • Strong project management and organisational skills.
  • Experience in delivering training and development programmes.

Interpersonal Skills and Motivation:

  • Strong commitment to promoting equality, preventing discrimination, and protecting human rights.
  • High level of cultural awareness and sensitivity.

  • A professional, diplomatic, discreet yet personal manner when dealing with people and confidential information, remaining resilient and measured when faced with challenging circumstances.
  • Excellent communication and interpersonal skills, with the ability to engage and influence diverse stakeholders.
  • An ability to establish and sustain effective relationships with key stakeholders.
  • An ability to effect positive change and be aware of initiatives that support staff and the organisation.
  • An aptitude for and a vested interest in the welfare of staff in the Gallery.

Technical Skills:

  • Proficiency in using technology to improve accessibility and inclusion.

The post will be subject to a satisfactory medical check and successful completion of a successful probationary period. Applicants must be eligible to work in Ireland.

Citizenship Requirements

Eligible candidates must be:(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or(b) A citizen of the United Kingdom (UK); or(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or(d) A non-EEA citizen who has a stamp 41 or a Stamp 5 visa;1 Please note that a 50 TEU visa, which is a replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4 equivalent.

Grade & Salary:

Salary is in accordance with the Higher Executive Officer (PPC) salary scale 1st Point currently €56,556 (gross) per annum as per 1 June 2024 pay adjustments.

Duration: 

Fixed Term Contract, 1 Year

Working hours:

full-time, 5 days a week - 35 hours per week (net of breaks)
