Civil & Structural Engineer - (Senior Executive Engineer)

THE POSITION The Housing Agency is now seeking applications for a Civil / Structural Engineer to work with the Project and Procurement Teams, within the Built Environment Directorate. The position will be at Senior Executive Engineer level – (LA Scales). This is a permanent post and is based in our offices in Dublin 2. The Housing Agency operates a Blended Working policy.

MAIN DUTIES The Government of Ireland published Housing for All, A new Housing Plan for Ireland in 2021, with the aim of accelerating delivery of housing supply. Under Housing for All, The Housing Agency Procurement Section will be expanded and will provide technical services and supports to Local Authorities and AHBs including in procurement models, design and Modern Methods of Construction. The successful candidate will be working as part of a multi-disciplinary construction professional team consisting of Architects, Quantity Surveyors and Engineers

The main duties will be: • Applying technical skills appropriate to work assigned including technical advice, procurement services, design, construction stage monitoring of compliance with regulations and standards, and reporting through all stages of project delivery • Support Local Authorities and AHBs with their housing delivery in the most effective ways, including design and build contracts, employer designed contracts, turn-key developments, development agreements, joint ventures and competitive dialogue processes

• Assist and support to Local Authorities and AHBs in the development of detailed project briefs • Assist and support to Local Authorities and AHBs in the procurement of consultants, surveyors, site investigations and works contractors • Liaison with local authorities, AHBs, Department of Housing, Housing Delivery Coordination Office, the Office of Government Procurement, and other organisations, including professional bodies in relation to social housing • Assist in the management of construction projects undertaken by the Section • Assist in management and preparation of site feasibility assessments. Assist in the preparation of masterplans, urban design, public realm works and local area plans • Assist in the preparation of planning applications, including liaison with planning authorities and utility providers • Preparation of civil and structural engineering designs, drawings, calculations, schedules, specifications, reports, and associated documentation for housing projects from feasibility through to completion stages. This includes the preparation of Planning Application and Works Requirements Documentation • Tendering, procurement and contract document preparation • Co-ordination and working with clients, planners, building control, health and safety, design teams, architects, engineers, quantity surveyors, assigned certifiers, fire consultants, utilities companies, works contractors, sub contractors and suppliers as required in the design and delivery of housing projects and associated works • Assisting the section in complying with their duties under the Safety, Health, and Welfare at Work (Construction) Regulations including Design Risk Assessments • Ancillary Certifier duties, co-operation with Assigned and Design Certifier and design, inspection and certification duties as required by BCAR • Monitoring of building works preparing site visit reports and actioning as needed to ensure compliance with Works Requirements and Building Regulations • Coordination of handover and close out information as required • Property inspection and preparation of detailed condition reports, advice and recommendations • Assist and support the Housing Agency remediation schemes including Pyrite Remediation Scheme, Apartments Remediation and the Enhanced Defective Concrete Blocks Grant Scheme • Mentoring, training and sharing of expertise with Projects and Procurement team • Remain aware of and implement new developments and legislative changes in engineering, procurement, and housing and actively engage in continual professional development • Implement the section’s Standard Operation and Quality Control Procedures • Such other duties as may be assigned from time to time by Director of Service and the Chief Executive Officer.

QUALIFICATIONS AND EXPERIENCE Minimum Requirements: • Minimum Level 8 qualification on the National Framework of Qualifications in Engineering [Civil or Structural] or related discipline, and must be a Chartered Engineer under the requirements of the Building Control Act, 2007 or be able to demonstrate the ability to become Chartered at the earliest opportunity and • Have had since registration at least 8 years in a senior position of satisfactory, experience in a relevant position on construction projects, in particular on the design, detailed design, procurement, contract administration, quality monitoring and building control during construction of housing and apartment projects.

SKILLS AND COMPETENCIES • Leadership – o Can work independently or as part of a multidisciplinary team. o Can demonstrate the ability to lead a project and contribute positively to the team’s performance o Strives to develop and implement new ways of working effectively to meet objectives. • Communication Skills – o Excellent communications skills, both verbal and written o Contributes positively to stakeholder meetings and presentations o Able to demonstrate how they effectively engage with a multidisciplinary team and clients ranging from national and local authorities to contractors, tailoring communication styles to the needs of each situation and audience • Delivery of Results – o Can demonstrate the ability to plan and prioritise work in terms of importance, timescales, and other resource constraints, reprioritising considering changing circumstances. o Can demonstrate the ability to produce quality work and their methods of ensuring this is achieved. • Strategic Planning – o Applies relevant technical expertise to a range of possibilities and fully evaluates future implications of current decisions and actions • Specialist Knowledge – o Demonstrate a high level of relevant experience in engineering, project management and construction together with experience of procurement and contract administration in respect of consultant and works contractor engagement o Be able to demonstrate a high standard of ongoing technical training. o IT proficiency including skilled in some or all of the following packages (or equivalents): MS Office, AutoCAD, Revit, Robot/Tekla, Tedds and/or similar o Have a good working knowledge of, or demonstrate the ability to develop a good working knowledge of some or all the following: ▪ Building Regulations and Building Control Regulations ▪ Capital Works Management Frameworks ▪ Building Information Modelling ▪ Health and Safety Regulations ▪ DMURs and other Roads Design Standards ▪ Irish Water Technical Standards ▪ Environmental, Water and Climate Directives ▪ EuroCodes

SALARY SCALE – SENIOR EXECUTIVE ENGINEER (LA SCALES) €76,772 – €79,125 – €80,252 – €82,622– €85,011 – €87,394 – €89,793 LSI 1 €92,808 LSI 2 €95,815 New entrants will be appointed on the first point of the scale in line with government policy. Different terms and conditions may apply if immediately before appointment you are a currently serving civil/public servant.
