Assistant Manager Training Centre

Salary: Appointment as per Department of Education (DE) Circular Letters DE CL 0043/2023 - €58,585 to €91,208. The salary is aligned to the Adult Education Officer salary scale. DUTIES AND RESPONSIBILITIES The duties and responsibilities of the post are ever evolving as the exigencies of the post require. The below outlines some of the more immediate duties and responsibilities, but is not an exhaustive list: • assist with the management of the Emergency Apprenticeship Response; • Ensure all new emergency response staff are aware of their job requirements, monitor and provide training as required • assist in the planning, monitoring and control of all day, evening and contracted education and training activities and support services, as assigned; • assist to ensure that education & training provision and support services are delivered in the most economical, efficient and cost effective manner; • assist to ensure that financial, human and material resources are distributed in the most economical, efficient and cost effective manner; • assist to ensure that education & training provision and support services are delivered in accordance with the relevant quality assurance system and the requirements of certifying bodies; • participate in the development, management and monitoring of Business Planning, Strategic Performance Agreements and Budgeting processes via education and training activity plans being cognisant of the deliverables of the ETB’s Strategy Statement, FET Division Plans, FET Strategic Framework, FET Strategy, SOLAS Corporate Plan etc.; • assist to ensure that Targets set in the Strategic Performance Agreement and overall activity plans and budgets are constantly monitored and achieved, ensuring that corrective action is taken as required; • assist to establish with the Manager the annual training activity plans and related budgets; • assist to ensure that activity plans and budgets are constantly monitored and are achieved, ensuring that corrective action is taken as required; • assist to ensure that both PLSS and FARR are kept up-to-date in terms of course and learner records and the recording of Inputs, Outputs and Outcomes; • assist to ensure that all information reporting requirements as specified by the ETB and SOLAS are provided in a timely manner; • assist, in conjunction with the Manager and the HR Department, in the selection of suitably qualified and competent staff and continuously develop them to perform their duties to a consistently high standard in accordance with Limerick and Clare ETB HR Policies and Procedures; • manage, as appropriate, effective work teams, communicate with and motivate staff and teams to meet the changing needs of the Limerick and Clare ETB internal and external environment; • assist to ensure that the assets and reputation of the organisation are properly protected; • input and analyse data in Management Information Systems as a planning tool; • assist to ensure that Management Information Systems are accurately monitored, maintained and fully utilized as a management tool; • assist to ensure that all information reporting requirements as specified by Limerick and Clare ETB and SOLAS are provided in a timely manner; • contribute as a senior manager to the overall management and future development of Limerick and Clare ETB’s FET Provision and Support Services; • liaise with other relevant agencies/certifying bodies/organisations as necessary to improve services to learners; establish and maintain effective internal and external communication/linkages with appropriate agencies, bodies, organisations and liaison structures within the area of responsibility; • represent Limerick and Clare ETB on Boards and Committees, as appropriate; • ensure a safe and healthy work environment in compliance with Health & Safety legislation and regulations; • assist in developing and maintaining all required Health & Safety documentation, as required by legislation and regulations; • assist in the coordination and implementation of Quality Assurance, Risk Management, Corporate Governance and Performance Development Systems; • promote continuous improvement and innovation in the operation of administrative and delivery systems and processes; • approve purchase of services/goods and recommend/authorise payment in accordance with Limerick and Clare ETB Financial Authority Levels and Procurement Policies and Procedures; • assist with development of procurement frameworks for the provision of goods and services, including maintenance contracts and contracted training; • assist in ensuring co-ordination and co-operation across all Limerick and Clare ETB FET activities; • keep abreast of developments in Education and Training Design, Delivery and Assessment techniques and input to the Limerick and Clare ETB’s Innovation, Development and Quality Support Service on best practice; • assist in the development of new curriculum to include the development of online, evening and contracted courses; • liaise with Limerick and Clare ETB’s Support Services 1) Active Inclusion 2) Employer Engagement 3) Technology Enhanced Learning 4) Professional Learning & Development, linking operational matters with appropriate initiatives and developments; • undertake or oversee any other duties / projects as required and directed by Management from time to time having regard to the changing needs of the FET Division; • Deputise for the Manager as required; • carry out the lawful instructions of the Chief Executive and/or the Director of FET, and fulfil all requisite duties as a sub-accounting officer inclusive of responsibility for designated support services budgets and the property, equipment and assets of the ETB in his/her charge at any time. Demonstrate a positive view of the ETB and its education & training activities. Demonstrate an understanding of the strategic challenges for the ETB’s FET Division. Demonstrate enthusiasm, positive attitude, ability to work flexibly and on own initiative to achieve desired outcomes. Evidence of work-related achievements in an education & training context. Work Experience Particular Experience/Skills required A high level of expertise in the FET Sector. Competent in the use of Microsoft (MS) packages or similar; working knowledge of different management information systems. Have a broad-based work experience which demonstrates progression and the ability to take on new challenges. Significant experience of staff supervision, financial management, business planning, and industrial relations. Experience in managing facilities. Communications / Interpersonal Skills Verbal/Presentation Skills Positive, flexible and pleasant manner. Good communication skills, both verbal and written. Capable of producing excellent, clear, precise written reports. Excellent presentation skills. Ability to relate to personnel at all levels internally and externally. Ability to use initiative in relation to problem solving. Ability to work and contribute to team objectives. Professional in approach & outlook. Education and Training Qualifications - General /Technical /Training A qualification at minimum Level 7 on the National Framework of Qualifications or its equivalent, or significant relevant work experience.
