Job DescriptionReporting to a Supply Chain Strategy Manager, the Supply Chain Strategy Lead will support the development of procurement and contract strategies through market engagement, stakeholder management and benchmarking with peer organisations.
Main Duties and Responsibilities:
- Engage with external suppliers to gather market intelligence and build collaboration with external suppliers.
- Develop and prepare Strategy Packs for handover of to the Tender Delivery Team in Supply Chain.
- Prepare presentations and papers for Uisce Éireann governance committee approval of contract and procurement strategies.
- Provide analysis of market conditions to support development of strategies for the Strategy team.
- Engage and liaise with other similar utilities and government bodies both in Ireland and Europe to drive best practise in developing contracts and procurement.
- Support Tender Delivery Team in tender delivery process ensuring the tender requirements are aligned with the procurement & contracting strategy.
- Support Tender Delivery Team on the commercial aspects of the tendering process including negotiations with the Supplier.
- Engage with the external supply market and communicate UÉ requirements in a timely manner.
- Manage UÉ Frameworks as required.
- Manage direct reports across various locations in the delivery of performance outputs of the Strategy Team.
- Track and maintain supplier performance targets and KPIs.
- Support Tender Delivery Team and Business Units with development of strategies for the efficient and effective sourcing of materials, services and works.
- Understand Supply Chain metrics and scorecards and collaborate with the Supply Chain Value and Performance Team.
- Raise and escalate issues relating to the Strategy Lead as appropriate.
- Update monthly reports for the Supply Chain Strategy, that support the wider Supply Chain Team.
- Liaise with business stakeholders, participate in relevant meetings, and develop strong working relationships with Supply Chain customers (within the department, Business Units, HSQE, Legal, Transaction Services, Business Delivery Partners and with other organisations and suppliers).
- Adopt a ‘one team’ culture.
- Perform other duties as required from time to time.
Knowledge, Skills and Experience:
- A minimum of 5 years’ experience in the water, utilities or similar industries is desirable.
- Relevant third level qualification and or accreditation is desirable.
- Demonstrable experience of end- to- end public procurement/strategic sourcing, category management, and experience in the area of P2P, contract management, contract administration and supplier relationship management.
- Demonstrated people management ability, proactive development, motivation and engagement of staff.
- Experience managing a team, with strong people, change management and conflict resolution skills.
- Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results.
- Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
