Job Description

Reporting to the Supply Chain Senior Strategy Manager, the Supply Chain Strategy Manager will support the development of procurement and contract strategies through market engagement, stakeholder management and benchmarking with peer organisations.

Main Duties and Responsibilities:

  • Manage the development of the overall Supply Chain Category Management strategy and develop detailed strategies for their category in line with Supply Chain objectives.
  • Leverage Supply Chain experience and in-depth category knowledge to develop the functional capabilities within the category management team.
  • Develop and periodically update Category Plans and Sourcing strategies by mobilising business stakeholders, carrying out in-depth spend analysis, and supply market evaluation to define and prioritise sourcing initiatives.
  • Ensure proper engagement and collaboration between Category Management team and business stakeholders, to ensure business area goals, standards, policies are procedures are being achieved.
  • Challenge the business to periodically review product specifications.
  • Manage the end-to-end tender process for specific categories in accordance with Uisce Éireann Supply Chain policies and procedures.
  • Utilise key metrics and KPIs to drive category performance.
  • Leverage relationship with suppliers to ensure appropriate level of engagement and support the development of long-term supplier action plans.
  • Ensure financial and non-financial benefits are realised by monitoring supplier performance via supplier review meetings and regular spend reporting and feed back to Supply Chain Operations team.
  • Support Business areas with ongoing management of contracts, reviewing contract variations and supplier exit plans for key suppliers through the appropriate governance framework.
  • Regular interface with Supply Chain Transaction Services with analysis and negotiation expertise during Tactical Tendering, Emergency Sourcing and Sole Sourcing process.
  • Generate monthly reports as to the status and achievement of the category savings plan, cost reduction programme and key performance indicators, as required.
  • Act as a liaison for category related queries from local authorities (LA).
  • Manage business stakeholders, participate in relevant meetings and develop strong working relationships with Supply Chain customers (within Business Services, Business Areas, HSQE, Supply Chain Legal, Supply Chain Transaction Services, and other organisations and suppliers).
  • Lead and manage direct reports.
  • Manage operational performance of Category Management reports, lead strategic sourcing activities and ensure they are run in a compliant and efficient manner.

General Duties and Responsibilities:

  • Collaboration with key internal stakeholders across the Uisce Éireann business.
  • Responsible for promoting and delivering health and safety commitments across Uisce Éireann and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable.
  • A minimum of 7 years’ experience in the water, utilities or similar industries is desirable and or relevant experience.
  • Demonstrated leadership ability, proactive development, motivation and engagement of staff.
  • Experience managing a large team, with strong people, change management and conflict resolution skills.
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders.
  •  Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
  •  Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
  • You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment.
  • Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
