Job Description

Reporting to the BA Manager the Laboratory Information Management Systems (LIMS) Team Lead is responsible for the Analysis, Development, Modification and Maintenance of LIMS systems. Within the scope of this role are all the data integrations between LIMS and other systems including Mobile Field Applications, UÉ Environmental systems, external EPA and Laboratory systems and internal UÉ Asset Management systems. The role is exciting, technically challenging, and rewarding with opportunities for cross training, upskilling and diversification within the EA Team, IT Operations and the broader IT group.

Main Duties and Responsibilities:

  • Oversee and support IT operational activities to ensure smooth and efficient running of the LIMS applications. Lead, coach, motivate and performance manage all team members. 
  • Build and maintain expertise in all the business process and functional requirements supported by all the applications within the scope of this role and work closely with business users to improve and streamline processes. 
  • Involvement in the design, architecture, build and testing of new systems for both business as usual and project initiatives
  • Secondment to IT project teams as necessary and engagement with the Design & Strategy, Build & Delivery, Business Change teams.
  • Manage the interaction with and management of multiple external vendors, contractors and IT Managed Service providers
  • Manage software version management and currency and patching of applications within the scope of the role
  • Manage Business Continuity and Disaster Recovery planning and testing for applications within the scope of the role.
  • Participate in procurement processes including the creation of contracts, creation and approval of purchase orders, running of mini competitions and tenders.
  • Create and update documentation including process maps, functional requirements and recovery run books; review and approve documentation created by vendors and other areas.
  • Work on and manage the resolution of Incidents and Problems impacting business operations supported by all applications in the role scope and align with internal ITL standards
  • Keep abreast of industry trends and undertake technical training to maintain skills currency
  • Provide out-of-hours cover as part of the Standby Rota as required and manage this across the team.
  • Other duties as required from time to time.

General Duties and Responsibilities:

  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to; 
  • Wider IT Teams, notably Service Management and Build & Delivery Teams
  • LIMS business users
  • Project Teams across the business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Other duties as required.

Knowledge, Skills and Experience:

  • 5+ years of functional and technical knowledge of a laboratory information management, environmental management or similar system
  • Proven experience in Software Delivery (analysis, design, coding, testing, implementation and post implementation support). 
  • Proven experience in applications support of large systems, preferably in the Utilities sector
  • Relevant third level qualification and or accreditation is desirable.
  • A minimum of 5 years' experience in the water, utilities or similar industries is desirable and or relevant experience.
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally.
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
  • Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
