This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867.

Under the direction of the Head of HR and relevant Head of Service, the post of HR Lead plays a key role in the support and delivery of generalist HR services to Line Managers/Supervisors and Staff across the services in HSE Cork Kerry Community Healthcare.

He/ she will work with the Head of HR and Head of Service to ensure processes relevant to the recruitment and retention of staff are in place in supporting the on-going delivery of a safe and quality service.

The post holder is a key resource to the Head of Service in the delivery and implementation of a range of generalist HR services, to include provision of advice and guidance on HR policies and procedures in line with HR best practice and employment legislation, to support the service area in the achievement of its business objectives.

The duties for the position of HR Lead comprise inter alia the following:

· Recruitment and Workforce Planning

· Local Staff Induction

· Support Service Management in monitoring professional registration requirements and vetting processes such as Garda Vetting, Police Clearances etc.

· Learning, Training and Development

· Employee Relations

· Change Management

· Performance Achievement

· Performance Management

· Employment monitoring (Census)

· Implementation of HSE HR policies and procedures and employment legislation;

· Wellness at Work initiatives

· Attendance Management

The post holder will act as a key HR support / resource to the line managers, supervisors and staff in the delivery of the Organisational Strategy in line with the Programme for Government.
